Special Meeting Minutes
March 5, 2024 – 4:30 pm
Waterford Community Center
The Recreation and Parks Commission held a special meeting on February 5th, 2024, at the 
Waterford Community Center. Meeting was called to order at 4:30 p.m. by Chairman E. Murphy
and a quorum was established.
Members in attendance:     J. Gregg, M. Gwudz, E. Murphy, N. Scheiber, T. Santos
Members Absent:   L. Beaney, M. Chiappone, T. Stino, R. Erricson
Staff:  R. McNamara (Director), T. Cieplik (Program Coordinator), E. Sullivan (Office 
Coordinator)
Guests:  R. Muckle (Selectman)
Community Service Alternative Solutions Policy :
A policy was reviewed to be put in place that will be an alternative avenue for individuals that 
may be suspended from use of the building, facility and town property.  Community service 
hours can be applied to suspension to lessen the amount of time (i.e. 10 hours of community 
service would equate to 1 month suspension).  The goal is to achieve rehabilitation, public 
protection and community benefit.  E. Murphy stated that it should be written that in-conclusion 
this is a one-time offer and a repeat offense will disqualify them from participation in this offer.  
Also noted was the title should be changed to Community Service Reinstatement.  Another 
change is in section one under Eligibility Assessment, second bullet Commissions should be 
changed to Commission and in the second section under Community Service Placement, first 
bullet point, change departmental to department.  
(Motion #1)  Made by N. Scheiber and seconded M. Gwudz to accept the policy with the edits 
made.
So voted 5-0.
Waterford Regional Lions :
Waterford Regional Lions submitted two letters in regards to waiving the fees for use of the 
community center for an event called Souper Sunday and Spring Fling Craft show on Sunday, 
March 24th, 2024 and the Waterford Regional Lions Annual Holiday Craft Show on November 
9th, 2024.
(Motion #2)  Made by N. Scheiber and seconded by J. Gregg to waive the fees to use the 
community center for the two craft shows held by the Waterford Regional Lions. So voted 5-0.
