Jeannifer Keatley, Executive Director, would be here tonight, however she
is out of town for work. With board involvement, she sent a letter to you
late last week. I would like to read it to you now.

Talso want to add that the CT Siting Council will vote on a decision of the
battery storage petition #1623 on Sept 234, Executive Director Melanie
Bachman informed me that she is willing to accept additional comments to
the Siting Council regarding Petition #1623.

Dear Members of the Board of Selectmen,
| am writing on behalf of United Cerebral Palsy (UCP) of Eastern Connecticut to express our
deep concerns regarding the proposed construction of a battery storage facility adjacent to our
property at 42 Norwich Road, Quaker Hill. Our facility serves individuals with significant
disabilities, and the potential impact of the noise generated by such a facility is of great concern
to us.
UCP of Eastern Connecticut has been dedicated to providing critical services and support to
individuals with disabilities in our community. Our Quaker Hill location is a place of care,
education, and respite for many individuals who rely on us for a safe and nurturing environment.
The introduction of a battery storage facility poses several risks that could significantly disrupt
our operations and the well-being of our clients.
Noise pollution is a primary concern. Many of the individuals we serve are particularly sensitive
to noise, which can exacerbate their conditions and lead to increased stress, anxiety, and
behavioral issues. The continuous hum or intermittent sounds from the battery storage facility
could create an environment that is not only uncomfortable but potentially harmful to our clients.
It is crucial for their health and well-being that we maintain a quiet and stable environment.
Additionally, there are potential safety concerns associated with the proximity of a battery
storage facility. While modern facilities are designed with numerous safety measures, the risk of
accidents, however minimal, cannot be completely disregarded. This poses an unacceptable
risk to our vulnerable population and our dedicated staff.
We respectfully request that the Town of Waterford write a letter in opposition of the
battery storage facility to the Siting Council. We believe that such a facility is better suited to
a location that does not directly impact facilities that serve sensitive populations. Our
_commitment is to the well-being of those we serve, and we urge-you to consider the potential
negative consequences this project could have on our community.
Thank you for your time and consideration of our concerns. We hope to work together to ensure
that the needs and safety of all Waterford residents are prioritized.

Dear First Selectman Brule:
Southeastern Connecticut Television is the non-profit Community Access Television provider for the Town of
Waterford as well as the Towns of New London, East Lyme, Montville, Griswold, Plainfield, Sterling, Killingly, and
Putman. We operate the television studio located at 61 Myrock Avenue in Waterford, training the public in television
production and editing and televising local programs on community access channels and YouTube. Through this
service, the public, schools, town governments, and organizations are able to convey messages of importance to the
more than 141,500 residents in this region. This community service, required of cable providers by federal and state
law was started more than 30 years ago by the former cable companies that occupied the building. We have been
told by the landlord, Kevin Daley, developer of Waterford Woods, that the entire building will be leased to other
tenants in the future.
Mr. Daley has proposed building a new studio for us nearby at 390 Willetts in Waterford so that we can continue
providing this service to the residents of greater southeastern Connecticut. We would like to apply for a
Neighborhood Assistance Act Grant to partially fund the construction of this new studio. Enclosed is our application,
and a proposal from Waterford Woods to build this new facility. Additionally, quotes are enclosed for lighting, lighting
grid and curtain track and installation, and electrical work for the studio.
We would be grateful if this application was approved by the Town of Waterford and sent on to the Department of
Revenue Services for final approval. The application is due by July 15".
Please let me know if you would like any additional information regarding this exciting project for southeastern
Connecticut.

Southeastern Connecticut Television, (SEC-TV) ts the non-profit Community Access Television provider that
began operating In 2014 at a studio in Groton. in 2022, SEC-TV was designated as the Community Access
Providar for the Waterford regian by the Public Utility Regulatory Authority. We provide tree training and support

Need for program:
The existing Community Access studio located at 61 Myrock Avenue in Waterford has served the community for
more than 30 years, This studio was constructed by the former cable company that leased the bullding,
Southeastern Connacticut Television look over this space in 2022 to provide this service fo the nine towns in the
Waterford region. The lease-for the current studio is ending and we will need to vacate the building. Anew
studio will need to be constructed to allow us to continue te serve the residents, organizations, and town
governments in this region.

The current Waterford studio serves the residents, schools and organizations in the towns of Waterford, New

PROPOSAL: _—_ Relocate SEC-TV studio from 61 Myrock Avenue, Waterford, CT to 390 Willetts Avenue
Waterford, CT
Renovate existing first floar, approximately 680 square feet, and construct new studio space onto rear of
existing building, approximately 30’ x 30’ (900 square feet), 14’ in height with a 12’x10' (120 square feet)
connecting control room. Total finished square footage of TV station would be 1700 square feet on first floor,
Not including exterior feature.
Site work would include purchasing land on the east side and rear of the building to accommodate a new
driveway, parking area (6 spaces with 1 being an ADA space} and landscaping from Waterford Woods.
Overview of space in existing space ~ add two (2) ADA restrooms, two (2) offices, and a kitchenette.
tn new construction space ~ a 30’x30’studio with ceiling height of approximately 14’, The connecting space
would have a small TV control room with view of studio, side entrance and lobby for studio use.

Labor to include 2 rnen to install lighting grid and curtain system. All
meetings , prep time and consultations included in invoice .
Lighting grid will be approx, 28'x 28' in size., will be laid out on a 4’ x 4!
grid 10 ‘frorn floor . Grid will be attached to ceiling trusses or bearns at 50
different points , using 3/8" Super Strut threaded rod with J hook pipe
hangers and appropriate hardware. All intersections of pipe will have
MegaGrid Lock clamps. Grid will be mounted to walls at every other run of
pipe in all directions with Lightsource wall plates .A wood wail ledger
rmeasuring 2" x 6", set at 10’ to center, from floor around perimeter of roorn
will be provided by South Eastern CT TV.
Curtain system will be installed at 9'6" from floor and will be 28' with 2 16'
sides legs . One black velour and one grey velour curtain installed .

Proposal
We hereby submit specifications and estimates for the electrical work associated
with the new studio in Waterford ct, Price is based off conversations with Frank
and a set of plans provided by Frank of old studio on 2/17/24 via email,
Price is based on electrical panel existing stab lock type and adequate for our
needs.
We will do the outlets shown in space.
We will also install the data, telephone and cable wiring.
For the data wiring we priced category 6 cable plenum rated. The jacks will be a
cat6 keystone snap in type with white wall plates. Each drop will be terminated
on an owner supplied patch panel.
We will test and verify each run,
All data equipment is to be provided by owner.
The phone wires will terminate on a keystone snap in jack with white plate. We
will run these wires to the demark.
Cable wires will also run back to cable demark and we will put ends on them
Not shown on plans we have figured 8 double duplex outlets each on their own
circuit for the lighting in studio area.
Not included in price is the lighting and life safety systems as they are to be done
by landlord
Price includes permit fees.
