ITEM #1 CALL TO ORDER AND APPOINTMENT OF ALTERNATES
Chairman, John O’Neill called the meeting to order at 4:00 p.m.
ITEM #2 PLAN REVIEWS
#PL-24-4 — Request of Congregation Beth El, owners and applicant for site plan approval to
locate a religious establishment at property located at 33 Kenyon Road, R-20 zone, as shown
on plans titled “Congregation Beth-El, 33 Kenyon Road, Waterford Connecticut, July 2023”.
Wayne Garrick, Principal of Wayne Garrick Architects presented the application to the
Board. He introduced Michael Cohen, President of Congregation Beth El and Ed Goldberg,
Chairperson of the Building Committee.
W. Garrick described the property and the location of the building on the property in order to
be sensitive and complimentary to the established residential character of the neighborhood.
He described the layout and the various architectural features and design of the building. He
noted that the design of the building and the site development is set up to be reflective of
several tenets of the Jewish faith.
The building is contemporary in nature and designed to be simple and nondescript. W.
Garrick stated that the location of the building on the site coupled with the various design
features of the building and layout will provide for adequate level of security. The
landscaping is also designed to provide adequate vegetative buffering to the adjacent
properties. Garden areas have been located throughout the site to add color enhancement
overall.
MOTION: Motion made by E. Pellegri, seconded by J. Merrill to submit a positive
recommendation to the Planning and Zoning Commission

ITEM #3 APPROVAL OF THE January 23, 2024 MEETING MINUTES
MOTION: Motion made by E. Pellegri, seconded by J. Merrill, to approve the January
23, 2024 meeting minutes as written.
VOTE: 4-0
ITEM #4 ADJOURNMENT
MOTION: Motion made by R. Nye, seconded by J. Merrill, to adjourn the meeting at
4:25 pm.
