Hello Garon,
Thank you for taking the time to speak to me about your trailer needs. Please find a quote attached for the trailer
that we spoke about.
Two things to keep in mind for this quote:
1, When we change to 15K electric axles, the trailer will only have a 30k payload capacity not 40k.
2, If the Town of Waterford is FET exempt,we can send a FET exemption form and you will be able to remove
the FET tax from the quote. Please let me know about that.

‘The W.I. Clark Company of Wallingford Connecticut is pleased to provide pricing to
the Town of Waterford CT on a new Towmaster T-24LP tag along trailer under the
Sourcewell contract #092922MNR. The W.I. Clark Company of Wallingford is the approved
Sourcewell subcontractor in Connecticut for Towmaster and is authorized to offer the current
Sourcewell governmental discount of 16% off the Towmaster T-24LP list price.
This discount is limited to the base trailer and Towmaster factory installed options
and/or accessories only. Any non-Towmaster accessories, and/or any dealer installed
Towmaster accessories including freight and dealer prep are not applicable and are charged
separately,
Please find the attached Sourcewell price schedule with all the options and

Department in approximately 90 days.

As you are already aware, the engine block in C4 has developed a crack that is not
repairable. The motor in C4 is a 1991 Ford 7.8L Diesel (Brazilian) engine. During its
annual PM, we observed that coolant was entering the oil system. After several days of
testing, we were able to determine that the block developed a crack between a water
cooling jacket and a head bolt hole. Once we heated the block with the engine block
heater and applied pressure to the cooling system we were able to watch coolant travel
from the bottom of the head bolt hole, up the head bolt into the overhead valve rack,
travel down to cylinder 6 and drain in to the oil return galley from the head to the oil pan.
After several days of researching & calling companies around the country for a
drop-in replacement engine, I was able to determine that the Ford 7.8L is no longer
available for purchase or can be rebuilt. There are several “junk yard” engines on the
market but I do not recommend taking a chance on a “junk yard” engine. They’re ina
junk yard for a reason. I also explored the option of purchasing a Cummins for
International engine but because there are many variables that would need to happen this
route was not going to work out.
Given the age of this chassis, 1991, I recommend replacing the chassis. I reached
out to several manufactures/ dealers in my network and have researched a replacement
chassis that would accommodate the current camera van body. Because of the
specifications required for the body transfer, we are limited on availability. For example,
Ford, International & Isuzu all have a 120 day build time. There is plenty of inventory
around from these companies however, they don’t meet our specs, (frames are too long).
Allegiance Trucks was able to track down a 2024 Isuzu FTR that they have on a lot at
one of their locations, which meets the required specifications.
T recommend that we move forward with securing the purchase of this Isuzu
chassis so that your camera truck can be put back into service. My shop will take care of
transferring over the body and equipment from the old chassis to the new one.

Thave attached the quote for the chassis and its specifications so that a purchase
order can be issued. Please let me know if you have any questions.

Commission’s Camera Truck in the amount of $98,633.94: funds will be available
from Line Item: 60131-54170(Equipment Parts & Tools). The truck body will be
purchased from Allegiance Isuzu Truck Hartford, Mr. Dembek seconded.

The Recreation and Parks Commission would like to request variances to the Town of Waterford
Fleet Management Plan.

P-51 is a 2003 John Deere Tractor that is scheduled for replacement in FY’26. The funding allocated
for the replacement is $80,000. The current machine is currently not operable and requires surplus

IL P53: P55: P60: Toro Large Mower State Contract Cost Increase
Recreation and Parks has recently become aware, when requesting a quote for replacing a Large
‘Mower (P60), that the amounts secured to fund these replacements need revision. The latest quote
(attached) from Toro, on the CT State Contract, was received in the amount of $92,177.63 for a
difference of approx. $30,000 and above the 10% variance threshold.
‘There are no additional features or attachments bringing our department to the conclusion that all
previous escalators and inflationary costs need adjustment within the Fleet Plan, particularly with
Recreation and Parks. We will begin to request quotes for all equipment and provide the justification
for any updates required.
Our request for the current replacement (P60) is to move the replacement date to FY’25
allowing time for the equipment to be updated and financing reviewed. We believe the current
P60 can last until next cycle.
Please let me know when a suitable time is available to meet and answer any questions regarding this
