4. Disposition of Town Property (Ordinance, Chapter 2.112.020):
4a. To Consider and act on a recommendation from Rawle Dummett, Purchasing
Agent, on behalf of Senior Services and reassigned to the Police Department to
dispose of the asset below:
e Asset ID: 101253-Old RS Ford Bus
MOTION by Nazarchyk, and seconded by Sabilia, VOTING IN FAVOR:
unanimous VOTE:3-0
4b. To Consider and act on a recommendation from Rawle Dummett, Purchasing
Agent, on behalf of Fire Services, pursuant to the Board of Selectmen’s action on
9.6.22, to donate the old Holmatro tools to the Cohanzie Benefit Association. In
Exchange, the Cohanzie Benefit Association would donate the following to the
town;
e Two Hydraulic tools, one cutter and one spreader
e Multiple hose reels
e A gas power unit

MOTION by Nazarchyk to TABLE agenda item 4b and seconded by Sabilia, until
further details are obtained, VOTING IN FAVOR: unanimous VOTE:3-0
5. Finance Department Bid Waiver-ADP Timekeeping System: To consider and act
on a recommendation from Rawle Dummett, Purchasing Agent on behalf of the
Finance Department to award the contract to ADP for purchase and
implementation of the new ADP timekeeping system, in the amount of $33,525.80.
Funds would be available in line item 10147-52043 IT Services and Repairs
Contracts Information.
MOTION by Nazarchyk, and seconded by Sabilia, VOTING IN FAVOR: unanimous
VOTE:3-0
6. Finance Department Cooperative Purchasing- Milling of Roads: To consider and
act on a recommendation from Rawle Dummett, Purchasing Agent on behalf of the
Public Works Department to award the contract to Rafferty Fine Grading, Inc., in
the amount of $44,835. Funds would be available in line item 20530-57877
Resurface Roads Lakes Pond Etc.
MOTION by Nazarchyk, and seconded by Sabilia, VOTING IN FAVOR: unanimous
VOTE:3-0
7. Finance Department Cooperative Purchasing- Paving of Various Roads: To
consider and act on a recommendation from Rawle Dummett, Purchasing Agent on
behalf of the Public Works Department to award the contract to Charles Pasteryak
Inc, in the amount of $341,875 paving for Butlertown Road and in the amount of
$169,650 for the paving of Lakes Pond Road, per state contracts. Funds would be
available in line item 20530-57877 Resurface Roads, Lakes, Pond Etc.
MOTION by Nazarchyk, and seconded by Sabilia, VOTING IN FAVOR: unanimous
VOTE:3-0
8. Finance Department Cooperative Purchasing- Striping of Various Roads: To
consider and act on a recommendation from Rawle Dummett, Purchasing Agent on
behalf of the Public Works Department to award the contract to Safety Marking
Inc., in the amount of $52,461.26, per CRCOG contract #725. Funds would be
available in line item 10130-55010 Town Aid Roads Improvement.
MOTION by Nazarchyk, and seconded by Sabilia, VOTING IN FAVOR: unanimous
VOTE:3-0

9. Utility Commission- To consider and act on the proposed recommendation from the
utility commission on the new. Waterford/East Lyme Wastewater Collection and
Conveyance Agreement. This agreement memorializes the terms of wastewater
conveyance from the Town of East Lyme into Waterford’s collection system for
the next 30 years, and forward to the RTM.
MOTION by Nazarchyk to TABLE agenda item 9 and seconded by Sabilia, until a
Board of Selectmen Special Meeting is scheduled to focus solely on the new
Waterford/East Lyme Wastewater Collection and Conveyance Agreement, VOTING
IN FAVOR: unanimous VOTE:3-0
10. Library: To consider and act on the following request for an In Series
Transfer from the Library Director, Chris Johnson, inthe amount of $2,125.
MOTION by Nazarchyk, and seconded by Sabilia, VOTING IN FAVOR: unanimous
VOTE:3-0
11. Fire Services: To consider and act on a request from the Fire Services
administrator, Michael Howley to eliminate outstanding accounts receivable debt
for fire alarm fees (please see attached backup list of fees & Ordinance)
MOTION by Nazarchyk, and seconded by Sabilia, VOTING IN FAVOR: unanimous
VOTE:3-0
Subsidiary MOTION by Sabilia and seconded by Nazarchyk to refer the agenda item
11 to the RTM for Ordiance revocation or revision of 8.28.010 and 8.28.040,
VOTING IN FAVOR: unanimous VOTE:3-0
12, First Selectman’s Office: To consider and act on a recommendation from the
First Selectman, Robert Brule, in accordance with the Connecticut General Statue
1-21, to approve the Board of Selectmen Regular Meeting dates and the Board of
Selectmen Budget Dates for 2023 and submit the notification letter to the Town
Clerk’s office.
MOTION by Nazarchyk to TABLE agenda item 12 and seconded by Sabilia, to the
Board of Selectmen Regular meeting on October 18, 2022, VOTING IN FAVOR:
unanimous VOTE:3-0
13. Appointments and Resignations:
13a. To consider and act on the appointment of Brianna Smith (student) to the
Youth & Family Services Advisory Committee for the term of 6/1/22 to 5/31/23.

MOTION by Nazarchyk, and seconded by Sabilia, VOTING IN FAVOR: unanimous
VOTE:3-0
13b. To consider and act on the appointment of Jordan Dunkerly (student) to the
Youth & Family Services Advisory Committee for the term of 6/1/22 to 5/31/23.

13c. To consider and act on the appointment of Jim Gregg to the Recreation &
Parks Commission for the term of 9/1/22 to 8/31/2025.

14.New Business:
14a. Hammond Fund Agreement Discussion to invite the Board of Selectmen to all
future meetings as followed in the 2022 process.
