Urgent Replacement of Community Center Blinds
tam respectfully requesting approval to replace the existing blinds at the Community Center
with available funds, The blinds were installed in 2004 and are now more ‘than 20 years old.
‘There are two significant concerns that make veplacement important:
1 
A public safety concern related to the existing beaded/ corded blinds which was
brought to our attention bya patron.

cleaning

The existing blinds have peaded/corded operating systems that are outdated and are no
longer manufactured in the same form.
The U.S. Consumer Product Safety Commission (CPSC) has long identified cords and chains
on window coverings as @ strangulation hazard, particularly for young children. U5,

2. Suspected Mold
A-second concern Is the condition of several of the existing blind. As shown in the attached
photographs, some blinds appear to have mold or mold-like growth/discoloration that
is not coming off with routine cleaning.
The U.S. Environmental Protection Agency notes that mold can be difficult or impossible to
completely remove from porous materials and that mold-contaminated porous materials
that cannot be adequately cleaned may need to be discarded.

Summary Request:
Replacing the blinds would:
Address a recognized window-covering safety hazard
Respond to a concern raised by a member of the public
Remove aging blinds that have been in service since approximately 2004
Address blinds with suspected mold/mold-like growth that cannot be adequately cleaned
Improve the cleanliness and appearance of public spaces
Provide safer and more modern window coverings
Reduce potential facility and risk-management concerns
Improve the appearance of rooms used for Town programs and paid rentals
We recognize that the replacement of the Community Center blinds was not anticipated as a
planned capital or facility expense for the current fiscal year. However, the need has become
apparent asa result of the age and condition ofthe existing blinds, a recently identified public
safety concern, and suspected mold-like growth that cannot be adequately addressed
through routine cleaning. As the Community Center continues to experience increased use
by residents, families, sentors, community organizations, and private renters, we are
working diligently to keep the facility safe, clean, functional, and up to date. Addressing these
issues proactively will help us maintain the Community Center as a welcoming and well-
maintained public facility while reducing the likelihood of more significant facility or safety
concerns in the future. For these reasons, | respectfully request approval to proceed with the
replacement of the existing blinds using available Capital and Non-Recurring funds, subject
to the appropriate Finance and purchasing processes.

From 1991 through 2004, the U.S. Consu
y
received reports of about 200 strangulation deaths involving cords and chains o
window coverings. Strangulations can occur when young children become entangled in
the inner or outer cord on the window covering. Most strangulation deaths involved the
outer pull cords. At least 20 of these deaths involved the inner cords which run through
horizontal blinds. 
.
October is Window Covering Safety Month and CPSC, the Window Covering Safety
Council and independent retailers have joined forces fo urge consumers to repair or
replace window coverings purchased before 2001.
“Entanglement and strangulation from older window covering cords are a hidden
hazard," said CPSC Acting Chairman Nancy Nord. "Itis critical that parents be aware of
this and replace or repair window coverings purchased before 2001.”
Outer pull cord deaths typically involve children ranging in age from 7 months to 6
years. Inner cord deaths typically involve children ranging in age from 9 months to 20
months who are placed in cribs or playpens located within reach of window coverings.
In all cases, the children became inadvertently entangled and died from strangulation.
The following are steps consumers can take to help prevent strangulation from window
coverings:
. Move all cribs, beds, furniture and toys away from windows and window cords,
preferably to another wall.
- Keep all window cords out of the reach of children. Make sure that tasseled pull cords
are short, and that continuous-loop cords are permanently anchored to the floor or wall.
. To prevent inner cord hazards, lock cords into position when lowering horizontal
coverings OF shades.
- Repair window coverings, corded shades and draperies manufactured pefore 2001
with retrofit cord repair devices, OF replace them with today's safer products.
- Consider installing cordless window coverings in children’s bedrooms and play areas.
Newer window coverings and repaired, older window coverings reduce the risk of
strangulation, but they have not fully eliminated the hazard. Long, dangling window

upcoming winter season, We had a good experience with Morton Salt. They kept us
informed on when the galt deliveries were going to happen, not just the day, but when
the truck was dispatched from New Haven. With the shortages in salt last season, they
would inform us of when we would be getting deliveries. This would let us plan our day,
not keeping a loader and operator at the galt shed guessing when the truck was going
to arrive.

ESTIMATED QUANTITIES
The quantities as listed herein are estimates only and have been provided for the purpose of competitive
bidding. Actual quantities will be contingent upon the total number of communities that decide to make an
award off of this bid (as participation is voluntary), the needs of the using departments in the various Council
members (based on weather) and satisfaction with product performance when piloted by participating
Council members.
Participating Council members as listed herein will issue purchase orders in the tonnage amount of 100% of
their initial estimated annual quantities. Each Council member will guarantee a minimum 50% purchase of
their initial estimated annual quantity during the term of the contract. Responding, vendors will guarantee
150% of the estimated annual quantity during the term of the contract.

OFF SEASON ORDER DISCOUNT
For the purposes of this bid, the winter season shall be defined as beginning October 1, 2026 and ending
April 15, 2027. Vendors are asked to provide pricing per ton for off-season orders as well as pricing per ton
for in-season orders.
BIDDER PERFORMANCE/LIABILITY FOR DELIVERY FAILURES
Failure of any successful bidder to adhere to specifications, prices, terms or conditions of their agreement
during the course of the contract period may preclude such bidder from bidding on future CRPC bids in
addition to any action that Council members may take as a result of the vendor's failure to perform. It
should be noted that the awarded vendor shall assume full responsibility for the negligence of any sub-
contractor(s) utilized to fulfill any and all obligations under resulting contracts.

The pH of the submitted liquid chemical products shall be 3.2~ 9.0. The pH limit of the liquid chemical
products may be waived by CRPC members. CRPC members’ decisions to waive the pH requirement shall be
in their best interests and shall be final.
The material shall contain a minimum of 43.0% MgCh by weight.
The material shall contain sufficient OBPE to produce a final material having a eutectic (freezing) point of -
209%F or lower.
Bidder shall provide @ table showing the Freezing Point vs. Specific Gravity for varying dilutions of product in
water, starting at 59% and continuing UP to and including the percentage needed to reach the eutectic
(freezing) point.
A3% solution of the product shall have @ corrosion value of at least 70% Jess than that of a 3% solution of
sodium chloride (determined by NACE (National Association of Corrosion Engineers) Standard TM-01-69 as
modified by PNS (Pacific Northwest Snowfighters)-
This chemical product shall not contain greater than 4.0% (v/v) Total Settleable Solids after being stored at 0
degrees F for 168 hours. If any solids are observed, 99% of those solids must mass through a #10 sieve.
An independent certified analysis conducted within the last three years, showing compliance with all of the
above requirements, must be submitted with the bid along with an intended use statement for the product.
Exceptions to these requirements must be stated and CRPC members reserve the right to reject the product.

certification must bear the weighmaster’ s signature. Handwritten weights are not acceptable. Allshipments
of the product shall be accompanied by a ticket indicating the amount of LMC/LCC/OBPE mixed in with the
finished product. This amount will be indicated on the tickets in gallons and may be machine printed or
handwritten.

The delivered product shall be uniform in appearance, free flowing and free from visual evidence of foreign
matter including put not limited to dirt, stone, trash or any other material that could be reasonably expected
to interfere with the use, handling or storage of the material.
The properly stored product (covered or inside storage) shall be uniform and free flowing ina manner
consistent with its intended use and shall show no objectionable clumping or caking. The product shall show
no indication of objectionable leaching or separation of components to the extent that such condition
produces adverse effects in the handling oF usage of the product or routine maintenance of the storage
facility.

sodium chloride shall be determined in accordance with ASTM-D-632. Magnesium and calcium content shall
be determined in accordance with ASTM E-534 and computed as % magnesium chloride and % calcium
chloride, respectively. % sodium chloride shall then be computed as follows:

Moisture content shall not exceed 4.8% when determined as follows and in accordance with procedures of
the AWWA 8200-88, Section 4.3:

Sampling shall be done in accordance with current ASTM D-632. The treated salt may be rejected if it fails to
conform to any of the requirements of this specification.
lf the moisture content of the treated salt is found to be above 5.3%, a deduction for moisture content will
be made from the delivered bid price based on the following formula:

Salt Acceptance: The salt requirements for salt acceptance will be as stated in AASHTO M 143 (AS

Type 1. The contractor shall provide salt with a sodium chloride content of 95.0 percent or greater.
Members, at their discretion, may reject or accept salt having a purity of less than 95.0 percent sodium
chloride content.

with anti-caking conditioner that has been uniformly mixed into the salt, at a maximum
concentration of 150 parts per million.
