Meeting Minutes—Jul, 30, 2026
Members Present: Steve Besade, Narciss Greene, Richard Gonyo, Kayla Mullen, Ocean Pellett
Also Present: RTM Moderator Susan Driscoll
1. Call to order: Chair Mullen called the meeting to order at 6:30 p.m.
2. Election of new chair: Chair Mullen explained that due to changes in family circumstances, she needs to step
down and she called for nominations. Motion by Pellett to nominate Narciss Greene as chair, second by
Besade.
Voice vote: Unanimous 
Motion passed.
3. Public comment: None.
4. Previous Minutes: Motion by Mullen, second by Pellett, to approve the Apr. 16, 2025, minutes as presented.
Voice vote: Unanimous 
Motion passed.
5. Consideration of/possible action on items referred to committee:
¢ Review of Beach Fees (RTC 6/1/26): Chair Greene noted that she will invite the Director of Recreation and
Parks to the next meeting and encouraged committee members to review the backup and develop questions
for him. Some topics mentioned during the initial discussion on beach fees included: potential fee changes,
legal rulings on beach access, alternative revenue sources (concerts).
* Review of Ordinance Chptr 12.12, Jordan Park House (RTC 10/6/25): Initial discussion focused on the need
for revision_to reflect the 2020 ordinance change to Chapter 2.20 that transferred maintenance
responsibility to Public Works. Consensus for the Chair’s suggestions to add a footnote referencing the 2020
revision and to replace “recreation and parks commission” with “Public Works Department” in Section
12.020. Members also agreed to consider removal or revision of Sec. 12.030 after future discussion with the
Director about whether Jordan Park House is still open to the public.
Brief discussion on next steps followed: meeting(s) with Rec & Parks director to determine necessary
revisions; Town Attorney review of “final” draft before PHRE holds required public hearing that can be held
immediately before committee meeting on final recommendation to be presented to the RTM for approval.
6. Adjournment: Motion by Gonyo; second by Besade to adjourn at 7:11 p.m. Voice vote: Unanimous.

House from Recreations & Parks Commission to the Public Works Department.
Chapter 12.12 - JORDAN PARK HOUSE
Sections:
12.12.010 - Building named.
The old Waterford library building, now located in Jordan park, shall be known as Jordan park house.

12.12.020 - Service, maintenance responsibility.
All servicing and maintenance of Jordan park house and Jordan park shall be under the jurisdiction of the Public
Works Departmentrecreation- 
and parks-commission.

12,12.030 - Scheduling use.
A. 
The parks and recreation commission is authorized and empowered to schedule the use of Jordan park
house in accordance with the following regulations:
1, 
Regular meetings of all qualified groups will be scheduled by the recreation and parks commission
according to the following priority:
a. 
Town agencies,
b. 
Community service organizations such as scouts and Red Cross,
c. 
Private organizations with exclusive Waterford membership, such as church groups, service clubs,
d. 
Private organizations with both Waterford and out-of-town membership;
2. 
Reservation for special single meetings shall be scheduled after the regular meetings provided for in
paragraph 1 of this subsection and in the same order of priority.
B. 
All requests for use of Jordan park house or Jordan park for fund raising activity will be granted only at the
discretion of the parks and recreation commission.
