Brianna Hogarty - Waterford Little League President spoke to clarify the leagues struggle to maintain its
facilities and the need for additional town assistance.

Lengthy discussion by committee ensued around the backup provided by WPD ACO and CT State
statutes and OLR report provided by Rep DRISCOL and that there have not been significant complaints of
Feral Cat issues since item was referred.
MOTION by HEALY, seconded by FIORAVANTI to refer the item out of the committee and recommend to
the RTM no action.
CALL ITEM 6B — Review of Creation of a Special Revenue Fund, RTC 04/07/2025

Lengthy discussion of the need for further support for town co-sponsored programs exist.

Standing Committee of the RTM recommends to report to the full RTM that they direct the finance
Director, in conjunction with the board of Finance, to Review the issue and move forward with
establishing a special revenue account to address Hoelck Park field rental and maintenance.

Members of the RTM,
The Recreation and Parks Commission respectfully submits this request for an adjustment to the
out-of-town beach parking fee for the 2026 season, increasing the annual rate from $175 to $250. After
reviewing regional pricing, operational costs, and the amenities Waterford provides, the Commission
unanimously determined that this adjustment is both reasonable and necessary to maintain the quality
of our waterfront facilities.
Justification for the Fee Adjustment
1. Regional Comparison Demonstrates Waterford !s Underpriced
A review of publicly available 2024~2025 shoreline municipal beach fees shows that Waterford’s current
nonresident rate is significantly lower than comparable communities:

Even a single day at Greenwich Point Park can cost a nonresident family of four $80, and many
Connecticut shoreline towns charge $40-$100 per day for nonresident parking. Seasonal passes in other
municipalities commonly exceed $250-$350, and some towns do not offer nonresident seasonal passes
at all.

By contrast, Waterford’s current nonresident seasonal fee of $175 is far below regional norms. Even at
the proposed $250, Waterford remains competitive and comparatively affordable.
2. Waterford Offers Amenities That Many Higher-Priced Towns Do Not
Waterford’s beaches provide a level of service and access that exceeds what many neighboring towns
offer, including:

Well-maintained restrooms and changing facilities
* 
Daily beach grooming and sanitation

Public safety presence and emergency response readiness
« 
Accessible walkways and mobility-friendly beach access

Extensive parking, ensuring pass holder access is protected
Many shoreline towns with higher fees offer fewer amenities, limited access, or no seasonal nonresident
options at all.
3. Fiscal Responsibility and Rising Operational Costs
The Commission is committed to maintaining high-quality facilities without placing undue burden on
Waterford taxpayers. Rising costs for staffing, maintenance, utilities, and shoreline management require
a fee adjustment to ensure that nonresidents contribute fairly to the services they use. Adjusting the
nonresident fee allows the Town to use this revenue generated to the General Fund to:

Continuing long-term improvements to beach infrastructure

Preserving resident access and affordability
Request for Emergency Meeting
Because beach parking pass sales for the 2026 season are scheduled to begin shortly, the Commission
requests that the RTM convene an emergency meeting to review and act on this proposal. Timely
approval is essential to implement the updated fee structure before sales commence.

Dear Moderator Goldstein:
Please consider placing Ch. 12,12, Jordan Park House, of the Waterford Code of Ordinances,.in one of
the standing committees.
Section 12.12.020 should be amended. According to the First Selectman and the Director of Public
Works, the Recreation & Parks Commission is no longer responsible for the “servicing and maintenance”
of the Jordan Park House. It is apparently now under the jurisdiction of the Public Works Department.
Also, Section 12.12.030, Scheduling use, should be eliminated since the building is no longer open to the
public,

Chapter 12.12 - JORDAN PARK HOUSE
Sections:
12.12.010 - Building named.
The old Waterford library building, now located in Jordan park, shall be known as Jordan park house.

12.12,.020 - Service, maintenance responsibility.
All servicing and maintenance of Jordan park house and Jordan park shall be under the jurisdiction of the recreation
and parks commission.

12.12.030 - Scheduling use.
A. 
The parks and recreation commission is authorized and empowered to schedule the use of Jordan park house
in accordance with the following regulations:

Regular meetings of all qualified groups will be scheduled by the recreation and parks commission
according to the following priority:

Community service organizations such as scouts and Red Cross,
Private organizations with exclusive Waterford membership, such as church groups, service clubs,
Private organizations with both Waterford and out-of-town membership;

Reservation for special single meetings shall be scheduled after the regular meetings provided for in
paragraph 1 of this subsection and in the same order of priority.
B. 
All requests for use of Jordan park house or Jordan park for fund raising activity will be granted only at the
discretion of the parks and recreation commission.

2.20.010 - Created—~Duties.
There is a department of public works which, under the supervision of the first selectman, shall have supervision
and control of the planning, surveying, constructing and reconstructing, altering, paving, repairing, maintaining,
cleaning, lighting and inspecting of highways, sidewalks and curbs, public drains, and other public infrastructure
improvements; and the preservation, care and removal of trees within highways or public places and related
engineering work of the town; and the collection and disposal of garbage, rubbish, ashes, recycling and
operations of transfer station. Further, the department may install and/or supervise the installation of water
and sewer lines, but only if and to the extent requested by the utility commission, and as approved by the first
selectman; provided the costs are charged against the appropriations of the requesting commission.
in addition, the department shall be responsible for the maintenance, alteration, renovation and repair of all
town owned buildings and facilities, other than schools, water and sewer infrastructures such as pumping
stations and utility commission buildings, and facilities under the management of the recreation and parks
commission, to include, but not limited to, Town Hall, library, emergency operations center, community center,
youth and family services, police, public works, Jordan Park House, and Nevins Cottage. Facilities shall include all
parking, handicap access, and pedestrian ways used to access buildings.
