Confirmation of Quorum and Call to Order
Chair JoAnna Bennett called the meeting to order at 6:00 p.m.
Members Present: JoAnna Bennett, Ursula Moreshead, Lindsay Khan, Steve Besade, Kate MacKenzie
Also Present: Town Attorney Kristi Kelly, RTM Moderator Sue Driscoll, RTM Member Erica Casper,
RTM Majority Leader Mary Childs, RTM Member Julie Watson Jones, BOF Member Bill Sheehan,
BOF Member Joe Filippetti.

Public Comment
Dave Campo, Town Clerk, discussed his opinion on the current CIP approval process and how it could be
improved.
Helen Kwasniewski, of Quaker Hill, expressed her opinion on the salaries of elected officials and the
impact of raising taxes on the senior citizens of the town.
Bill Sheehan, Board of Finance Member, discussed the history of the salaries of elected officials and the
history of the CIP approval process and how it might be improved.

Consideration and Action on Minutes of the April 14, 2026, Committee Meeting
Motion by Moreshead, second by Besade to approve minutes as presented.
Voice vote: Unanimous. Motion passed.

Consideration of and possible action on items referred to the committee:

CIP Approval Process Pilot Program (RTC 6/2/25)

Review of Ordinance 3.17 Fleet Management (RTC 8/4/25) No discussion.
The committee mainly focused on the salaries for elected officials during this meeting. Each member had
an opportunity to ask Attorney Kelly their questions to fully understand what is available before making
another recommendation to the RTM. Topics included timing of increases, usage of percentages or dollar
amounts to specify increases, state and federal COLA options, and unions’ consideration of elected
officials’ latest raises when negotiating new contracts.

Consensus to tentatively schedule the next meeting for July 14.
Motion by Besade, second by MacKenzie to adjourn the meeting at 7:23 p.m. Voice Vote: Unanimous.
