Roofs — Town Facilities — Library
Roofs have been replaced at the Public Safety Building and repaired at the Police Station. The effort needs to
continue to the other facilities. This project does not address the roofs at the Eugene O'Neill Theater Center
(separate project) nor the Fire Houses.
The built-up roofs at the Community Center, Town Hall, and Library were inspected by using infrared scanning
of the roofs,

The Library is the next facility that must be addressed. The entire flat roof needs to be stripped down to the
roof decking. In many areas, the roof insulation is waterlogged causing leaks to the interiors. In the last two
years, six service calls have been made to this building to address the leaks and repair the damage that the
leaks has caused. Service call frequency is increasing.

This project would provide ADA compliant access into the building and the replacement of the seals
on the clerestory glass windows that are leaking and causing damage to the interior and exterior

Bids for the project were opened on March 11, 2025 with only one contractor responding. The bid
was $279,650 far greater that the $114,000 funding available,
ADA improvements to the HC parking spaces and front walkways is being addressed in a separate
project.
Additional funding for the Police Station main entrance is required.
Architect Estimate - $275,000
Escalation is 6% bringing the construction cost to - $291,500
Soft costs (Permitting, Architect construction support) 8% of construction cost $24,000
10% Construction Contingency - $29,000
Total $344,500

Community Center Chiller Replacement / HVAC
Over the years, Town Hall 2003, Youth Service Bureau (YSB) 2003, Library 2025 (main level only) and Municipal
Complex 2020 HVAC systems have been addressed. These buildings will still require component replacement in the
future.
The major renovation work remaining is:

Public Safety: The January 2020 report found that most of the equipment at Public Safety is "operating beyond
their useful service life". Although the boilers have been replaced as part of the natural gas conversion, an
underground tank removed and the roof top unit has been replaced, the remainder of the system must be
addressed. This project will address the remaining components at the Public Safety Building, a critical facility
housing the Director of Fire Services, the Office of the Fire Marshal, and Emergency Dispatch, The Design
Engineer has completed the plans and cost estimate. Once the remaining funding is approved, the project can be
placed out to bid.

Police Station: The January 2020 report found at the Police Station; "...existing equipment such as the exhaust
systems, cabinet unit heaters and radiant ceiling panels throughout the building are original to the 1990
construction, A large quantity of the equipment mentioned are nonfunctional”. Although the natural gas
conversion replaced the burner on the boiler and removed the underground tank, here too, the rest of the system
at the Police Station must be addressed. In the FY 2025, funds were appropriated to start the design.

Library: The entire HVAC system was designed to be replaced. Bid results allowed only the main level to be
completed. The basement level needs to be addressed, The work remaining is the removal of an oil fired furnace,
a new packaged roof top dedicated outside air unit, removal of the existing ductless split AC units and installation
of split heat pumps with all associated electrical, ductwork, controls and general trade work.
Component Replace/Minor Improvements

Community Center: The chiller is at the end of its service life. It is original to the building (2003). If this unit fails
during the cooling season, most services at the building would need to be cancelled until a trailer-mounted unit
could be rented, Portable window exhaust cooling units that were used at the Library would not work in this
facility, Design, bid and award would take about 12 weeks, a lead-time of 14 weeks after the project award,
Once the equipment is on-site, 6 weeks to install and commission. It must be timed so that the unit can be taken
offline in November of the calendar year. The plan is to have the unit installed in early spring of 2027. Also
included is the installation of heating coils in the ventilation system for several internal rooms. It was hoped that
the heat would migrate into these spaces. That has not happened,
All buildings will be connected to the Building Management System (BMS) to monitor, control the use of energy,
equipment run time and identify equipment failures, Local access is given to a facility user to assist in scheduling of the
spaces,

using Town funds, The remaining portion of the theater pitched roof not addressed continues to lose asphalt shingles causing leaks, A
second roof area in this building that has now failed, A flat roof area has failed due to the install of the RTU on pressure treated boards
that have settled into the membrane roof. The RTU was manufactured in 1998. It provides heating and cooling to theater. Itis at the
end of its service life. The exiting unit must be removed along with the roof and new rafters installad next the compromised exiting rafts,
Damage to interior surfaces and loss of the use of the space are just two of the consequences of the current condition of the roof,

Eugene O'Neill Theater — Roof
The site consists of 15 buildings and structures. Of those 15, 8 of the structures are the responsibility of the
O'Neill. The seven other structures fall under the Lease Agreement while defines the relationship as it pertains
to maintenance and repair of the Town owned buildings. The projects identified are not maintenance, repair
and fall under Capital.
The site has seen the re-roofing of the Hammond Mansion along with repointing of its brick chimneys. That
was completed in 2023 using ARPA funds.
A portion of Dina Merrill Theater Building's roof was addressed with the installation of a new roof in 2019 using
Town funds. The remaining portion of the theater pitched roof that was not addressed continues to lose
asphalt shingles causing leaks into the performance and control areas. A second roof area in this building has
now failed. The flat roof area has failed due to the installation of the Heating/Cooling unit on pressure treated
boards that have settled into the membrane roof. The unit was manufactured in 1998. It provides heating and
cooling to theater. The unit itself is at the end of its service life.
The exiting unit must be removed along with the roof and new rafters installed, next the compromised exiting
rafts,
a new roof deck and membrane roof. The heating/cooling unit will be installed on a curb.
Damage to interior surfaces and loss of the use of the space are just two of the consequences of the current
condition of the roof in these two areas.

On May 20, 2025, we visited the site to visually observe the structural condition of the existing roof framing over the
Control Room at the Dina Merrill Theater on the Eugene O'Neill Theater Center campus. The site visit also included
a review of the installation of the existing rooftop unit that is located directly above the Control Room.
STRUCTURAL CONDITION OF ROOF FRAMING
The existing 2" floor Control Room has inside face of wall to inside face of wall dimensions of 11'-0" x 17'-0", The
existing roof construction is plywood roof deck on 2x8 wood rafters spaced 16” o/c maximum, with the rafters
spanning the 11'-0" dimension, and bearing on wood stud walls at each end,
Portions of the existing gypsum ceiling were removed to expose the roof rafters and underside of the existing
plywood roof deck, We observed that water has severely and extensively penetrated the existing roof plywood deck
deteriorating a large portion of the roof deck and effecting the structural integrity of the existing roof rafters, See

ROOFTOP UNIT INSTALLATION
The existing rooftop unit (RTU) is a Trane model YCH120 nominal 10-ton packaged gas/electric rooftop unit that
was presumably installed shortly after its August 1998 manufacturer date. The RTU provides cooling and heating of
the Dina Merrill Theater. The RTU is configured for horizontat airflow; exterior supply and return ductwork connect
to the side of the unit and penetrate the exterior wall into the theater. The RTU sits near the back (east) edge of the
small section of “flat” roof located above the Control Roof at the north end of the theater. The “flat” roof
slopes
gently from west to east to allow the roof to drain over the east edge of the roof. The RTU appears to sit on top the
roof membrane on a pressure treated 2x8 wood per.meter frame.
Over the years it appears the weight of the unit has depressed the roof insulation allowing water to pool around the
unit, Although no damage to the roof membrane was observed, the fact that water continues to infiltrate the roof
directly below the unit suggests that the 2x8 pressure treated wood RTU frame may have compromised the roof
membrane, See Photos #5 and #6,

Until the new roof framing can be installed; the existing roof construction will need to be shored by positioning the
shoring posts beneath the four (4) corners of the existing RTU and continuing with shoring posts under the floor
framing of the Control Room down to the slab on grade below,
To facilitate the structural repair, the existing rooftop unit, support frame, roof membrane and roof insulation
materials will need to be removed. As the existing rooftop unit is operating beyond its recommended service life of
20 years and utilizes R-22 refrigerant, which was phased out of production in 2010 due to its high ozone depletion
potential, a new rooftop unit should be installed utilizing a standard roof curb that sits directly on top of the plywood
roof deck and is properly flashed into the roofing.

Questions;
1. Range of cost for unit and roof?
Replacement of the HVAC unit will be in the range of $50k. | spoke with Andrew at QAM about the roof. Being such a
small size its hard to estimate a cost, but on larger roofs he is seeing upwards of $35/sqft for roofing. Figure double that,
is about $15k for the roof, Then there's the cost to sister/replace the rafters and new decking...which could easily run
another $15k, He also recommends putting a gutter and downspout to divert the water to grade rather than let it run
down the wall. All in, you could be in the range of $100k.
that can be installed to pump down that "pool"?
Wondering if it might make more sense to poke a hole in the exterior wall and let the tarp drain by gravity out the
building so you are not depending on a pump that could fail, If you want a pump a simple packaged system would do
(i.e. Liberty Pump model 404) but it would still need to be piped to the building exterior.

2, If the 2 x 8 have not been compromised, and the roof deck hasn’t either (it is leaking, but no one seem the decking

Town Dock
The dock was constructed in the Niantic River off property located along River Street, north of the
newly constructed Niantic River Bridge by State DOT after receiving a permit from DEP in June of
1990. Transfer of the dock and the permit occurred after the construction was completed.
It consisted of three finger piers attached to a floating dock, metal gangway to a fixed dock with
parking spaces. In 2011, a finger pier was removed and the access restricted to municipal operations
only.
In FY23, funds were authorized to replace the two finger piers. After determining the permitting
requirements, it was determined the project should take a step back to complete a conditional
analysis of the entire structure which will include a structural analysis of the entire dock, an electrical
analysis of the dockside service and security upgrades to the site. A permitting analysis will also be
completed.
A meeting was held with Town Departments and Commissions who use the existing dock seeking
their input on the preliminary findings.

Point Dock restoration project were are as follows:
Task 1: Structural Analysis

existing floating dock systems,
Develop up to two (2) conceptual alternatives for the repair and replacement
of the floating dock systems. Concepts may include replacement and
reconfiguration of the existing layout and the addition of new sections.
Develop preliminary opinion of probable construction costs for each
conceptual alternative for the dock systems.
Develop a summary report describing the existing conditions, the two (2)
alternatives and opinion of probable construction costs for each alternative.
Task 2: Electrical Analysis

the existing electrical power infrastructure at the dock location,
Develop conceptual plan for electrical upgrades including service
replacement, lighting, camera system, and convenience receptacles.

project contingency.

Permitting needs for this project are largely dependent on construction project scope of
work. B&L providing an estimated cost and reasonable timeline for obtainment of those
permits. Permitting typically requires a minimum of 50-60% design plans for an
adequate submission. No wetland investigations, hydrologic surveys, permit drafting
services, tribal and cultural resource coordination, etc. are included in this Task.
Should the project obtain funding in advance, these technical tasks would be revisited
and added under a supplemental scope and fee.

Option #1;

rigid structure; keeping piers in the existing locations; and, perform minor
upgrades to the electrical components to enhance the usage of the docks
Option #2;
Remove and replace finger pier #1 and finger pier #2, relocate the south
pile to the north; relocating at least one of the piles; and, perform minor
upgrades to the electrical components to enhance the usage of the docks
Option #3:
Demolish all of the piers and the main dock; relocate the south pile to the
north; rebuild the dock and the finger piers; and, complete the electrical
upgrades to bring the whole area up to current codes
Additionally, it was decided during the meeting to break-out some of the costs associated with
the electrical upgrades to have a better understanding of what was needed to bring everything
up to code, versus what could be updated now to keep everything functionally sound.
For permitting assessment, it was requested of B&L to contact the DEEP to inquire about the
permit requirements for making upgrades in the existing footprint, including relocating the
piles,
Refer the end of each assessment for further discussion and recommendations based on
feedback received during the meetings.

staff and the Police Department. The dock is located on the Niantic River adjacent to the public
boat launch at the Mago Point Marina located at 3 River Street, Waterford, Connecticut.
The structural condition assessment was requested to assess the condition of the current dock
and determine if adding a third “finger” to the dock is feasible, The Town has voiced concerns
with the deck structure adjacent to the dock and stated that asphalt has been poured in the gap
between the Trex decking and the adjacent paved lot. The asphalt was intended to eliminate a
tripping hazard at the end of the deck transition,
Observations
On Wednesday, June 25, 2025, our facilities team, Julia Connor E.I.T. and Chris June, met with a
member of the Town at the Mago Point dock. The municipal dock is accessible by a metal ramp
with a locked gate which a local police officer unlocked for us upon our arrival, The B&L team
visited the dock to perform a visual structural and electrical evaluation of the dock system and
the adjacent deck. We evaluated portions of the structure that were visible/exposed, and we
were able to safely access. The existing structure was built in circa 1990, the referenced plans
and details for the assembly were provided to us and are included in Permit No. SD-MH-89-259
for the project issued by the State of Connecticut Department of Environmental Protection,
dated June 21, 1990. The existing plans show the wood deck, metal ramp, concrete dock
structure, and (3) precast fingers, or piers, however only (2) of the (3) fingers remain, the
farthest finger from the dock access was demolished,

The deck and dock system is located adjacent to the Mago Point Marina & boat launch on the
Niantic River, attached for reference is a Google Map aerial image of the overall site and the
existing building structures, The deck structure is composed of Trex decking overlaying a wood
floor system that is supported at the end by wood piles that act as column guides. The dock
structure is a floating dock made up of precast concrete slabs that are attached to large
wooden piles, The two (2) fingers consist of floating precast concrete slabs attached to large
driven piles at either end of the finger or pier. Each finger section or pier has a steel corner
brace at its connection to the main floating dock. The metal brace is infilled with wood decking.
The structural system of the dock is primarily timber piles, steel brackets and connections and
precast concrete slabs, The adjacent deck has Trex flooring overlaying wood floor system which
is supported by large wooden piles.

We observed a significant amount of misalignment in the first finger that is closest to the dock
access ramp. In addition, several bolts are missing from the finger-dock connection and there is
a several inch elevation difference between the one side of the finger and the dock. The

The representative from the Town voiced concern with the deck structure adjacent to the
municipal dock, The concern is regarding the wood flooring structure below the Trex decking in
that asphalt was placed in the gap between the deck and adjacent parking lot. The intent of the
asphalt was to eliminate a tripping hazard at the transition. In addition, the Town would like to
add a third finger to the dock on the side closest to the dock access ramp. This is possible;
however, finger section would require an extension of the existing floating dock and would only
allow for jet skis to be docked and tied-off adjacent to the bank that is covered with riprap,

missing several bolts and is misaligned. In addition, significant spalling and exposed reinforcing
steel of the precast concrete slab surface of the first pier. There are also areas of rust stains on
several of the precast concrete slab sections. The condition of exposed sections of the piles,
other precast concrete slabs, and adjacent deck floor structure are in good condition,

Rehabilitation
The extent of deterioration of the first precast concrete floating finger section should be
removed and replaced. The exposed sections of the timber piles above the water level are in
good condition and do not need to be replaced. Based on the observed extent of the concrete
surface spalling and rusting of the connections, we are recommending the replacement of the
existing system, and the installation of a new precast concrete floating finger complete with
new connections, The precast concrete slabs of the second finger along with the main dock
section are in good condition, however several dock-pile and finger pile connections are rusted
and should be replaced,
The desire to add the third finger dock section would require further investigation into the soils
below and the adjacent riprap covered bank, The existing floating dock will likely need to be
extended to accommodate the addition of a third finger. It should also be noted that there will
not be enough room to fit an entire boat between the new finger and adjacent riprap,

system, located at the Mago Point Marina in Waterford, Connecticut, show the structures are in
good condition. Good condition is generally defined as minimal section loss or identified
structural components that require repair or replacement. The main dock section, second
finger, dock piles and adjacent deck structure are generally secure and intact, Significant
section loss and elevation differences in the first precast finger were identified. In absence of
repair or replacement, these conditions will continue to worsen and eventually the connection
between the dock and finger will become severely compromised.
Based on our Structural Condition Assessment, we recommend that the entire first precast
finger pier be removed and replaced, and any rusted dock-pile or finger-pile connections be
painted, It is also recommended to spot-treat any areas of the precast concrete that are rusted
and show surface stains. The main precast concrete dock, metal access ramp, second finger, all
foundations and piles, and the adjacent deck structures may remain in-place. The demolished
first finger should be replaced with floating precast slabs and new connections. The first finger
should be attached to the existing piles and main floating dock as shown in existing plans, The
Town desires that the third finger be installed in the same orientation and configuration as the
two (2) existing fingers; with a new timber pile at the end of the finger and the same
connection to the main floating dock. The placement of this finger is recommended at the
same location as shown in the Permit. This would change the docking orientation of the marine
patrol boat and not be parallel to the shoreline.
The attached opinion of probable construction costs for the recommended repairs and
upgrades assumes the repair work will be publicly bid and performed by a general contractor
and includes 10-percent overhead, 10-percent profit and 10-percent contingency.
The preliminary opinion of probable construction cost for the recommended upgrades to the
dock system is included in the attachment: Estimated Costs by Discipline.
Our structural condition assessment was limited to readily visible and accessible elements and
conditions. Concealed conditions that become exposed during future investigations and
construction may necessitate changes to the recommendations made herein. We request that
B&L be informed of any discovery of additional historic project records (drawings, reports, etc.)
and changes to observed conditions as documented herein, so that it may be determined if
revisions to the recommendations are necessary.

bulkhead is failing, It is thought that the top the bulkhead was constructed lower than the
surrounding grade and there is some sloughing of the top layers.
Based ona meetings with the Town of Waterford and other stakeholders, it was decided to
separate the cost evaluations into three options:
Option #1:

Assessment Report, B&L has included brief descriptions of the existing electrical infrastructure,
existing electrical equipment along with suggested electrical upgrades such as the addition of

The dock is comprised of a main precast floating section with two finger piers running
perpendicular to the main floating section. The dock is attached to large wooden piles and the
fingers are attached to piles at each end. At the end of each finger closest to shore is an Eaton
Newport harbor power pedestal (NP3050) used to supply power to docked vessels. There is also
an additional power pedestal near the end of the main dock where a third finger was previously
built but later removed,

duplex GFCI maintenance receptacles, The locking enclosure as well as the utility meter are
both mounted to a free standing backboard, The power enters the service box underground
originating from the adjacent utility pole. It exits the electrical enclosure and runs underground
in the direction of the dock. The conduit terminates in a junction box mounted to the side of a
deck that was constructed next to the dock, The conduit exits the junction box and is ran south
along the rim joist of the deck to three 4” x 4” junction boxes. The three junction boxes are

is equipped with two 30A single pole circuit breakers and one 20A single pole circuit breaker.
The 30A circuit breakers are connected to L5-30R twist lock receptacles designed for ship-to-
shore cables, providing power to moored vessels. The 20A circuit breaker powers a light fixture
mounted above the pedestal and a GFCI maintenance receptacle located beneath it,
It appears the power pedestals are aging and exhibit signs of corrosion due to their proximity to
the water. Additionally, one of the twist lock receptacles is showing signs of insect infestation.
The ship-to-shore cable used to connect vessels to the power pedestal is a Marinco 25’ 4/C
H6AWG; however, the cables display noticeable signs of wear and aging, and tape has been
applied to the cord ends as a makeshift repair.

generally essential for troubleshooting, conducting arc flash analysis, and guiding future design
efforts.

condition, though they are not adequately rated for their installation location. It is necessary
that all electrical equipment installed below the floodplain meets a minimum NEMA 6 rating.
Additionally, the electrical boxes positioned near each power pedestal showed indications of
wear and tear, likely attributed to their proximity to water exposure. Observations of the power
pedestals revealed rust on some connectors, while the conduit materials show signs of
brittleness and deterioration,
