RE: Fiscal Year 2023 Budget Request
Safe Futures, Inc., formerly the Women’s Center of Southeastern Connecticut, Inc., respectfully
requests $6,500 for the Fiscal Year 2023 (July 1, 2022 - June 30, 2023) from the Town of
Waterford. Safe Futures values our ongoing partnership with the Town of Waterford in saving
lives, restoring hope, and changing the future for those impacted by domestic violence, sexual
assault, stalking and trafficking in southeastern Connecticut.
Safe Futures is the sole provider of services for victims of domestic violence, sexual assault,
stalking, and trafficking in all 21 towns in New London County. This means that residents of
your town have access to all of the confidential services that Safe Futures provides when
needed. Whether they need to flee their home to our emergency domestic violence shelter;
speak to a counselor on the phone (available 24/7, 365 days/year) or in-person at our
counseling offices in New London or Norwich; require assistance at the New London or Norwich
court houses; have a follow-up with law enforcement and Safe Futures Law Enforcement
Advocate in their home; reside in our transitional, permanent supportive, or short-term living
housing programs; or wish to attend a weekly support group, the services they receive from
Safe Futures are always free of charge, confidential, trauma-informed, diverse-equitable-
inclusion, person-centered, voluntary and provided by certified domestic violence counselors.
During the 2020-2021 year, 149 residents from the Town of Waterford received crisis
intervention services from Safe Futures. Of these, 6 residents stayed in our emergency
domestic violence shelter to escape from their abuser. These 149 residents received a
multitude of crisis intervention services. This included crisis counseling and advocacy at our
New London and Norwich offices, as well as advocates in the New London and Norwich courts

assisting victims to help them navigate the court process and ensure that their abusers were
held accountable.

Our emergency shelter operated at 181% over occupancy capacity, with victims, and
their children and pets, in “safe” hotels when further beds were needed. This was the
eleventh year in a row that we operated at over 100% capacity. Due to COVID-19
precautions, the shelter was kept at-capacity with single victims no longer sharing a
room, causing an even higher use of hotels to meet the increased needs of victims (and
with a 29% increase of victims served through emergency shelter).

35% of the Criminal Docket in the New London and Norwich Courts are domestic
violence cases with Safe Futures court advocates assisting approximately 4,000 victims
in criminal and civil court.
e 
Through the Lethality Assessment Program (LAP), Waterford police officers assess
intimate partner domestic violence victims at the scene of the incident to determine if
they are at risk of being murdered. If the victim is at high risk of being murdered,
Waterford police call a dedicated phone line at Safe Futures, 24/7-365 days/year. Last
year, of the 26 Lethality Screens administered by Waterford police, 
9 were deemed High
Risk of Being Murdered, with officers calling in 11 and 82% (9/11) immediately
receiving services, with all followed-up by Safe Futures Law Enforcement Advocate.
Due to the pandemic, no prevention education programming was provided at Waterford Public
Schools during 2020-2021.

violence counselor, immediately connecting victim to services; emergency domestic violence shelter;
and court support services for Waterford residents who are victims of domestic violence, sexual
assault, stalking, and trafficking and seek services from Safe Futures in Fiscal Year 2023 (July 1, 2022-
June 30, 2023).

appropriated during the last completed fiscal year to your funding request.

Changes in net assets for the fiscal year-ended 6-30-21 equal $50,935. Of this surplus:

The entire amount represents in-kind donations of goods and services.
Changes in net assets for the fiscal year-ended 6-30-20 equal $476,154. Of this surplus:
e 
$271,794 represents capital improvement grants for which corresponding
expenditures are on the balance sheet instead of in expenses.
e 
The balance represents donation of land and a building, of which the actual donation
amount is $261,700, yielding a shortfall of ($57,340).
None of the surpluses are available for current operations.

We have audited the accompanying financial statements of Safe Futures, Inc., which comprise the statement of
financial position as of June 30, 2021, and the related statements of activities, functional expenses, and cash flows
for the year then ended, and the related notes to the financial statements

Management is responsible for the preparation and fair presentation of these financial statements in accordance with
accounting principles generally accepted in the United States of America; this includes the design, implementation,
and maintenance of internal control relevant to the preparation and fair presentation of financial statements that are
free from material misstatement, whether due to fraud or error.
Auditor’s Responsibility
Our responsibility is to express an opinion on these financial statements based on our audit. We conducted our audit
in accordance with auditing standards generally accepted in the United States of America and the standards
applicable to financial audits contained in Government Auditing Standards, issued by the Comptroller General of the
United States. 
Those standards require that we plan and perform the audit to obtain reasonable assurance about
whether the financial statements are free from material. misstatement.
An audit involves performing procedures to obtain audit evidence about the amounts and disclosures in the financial
statements. 
The procedures selected depend on the auditor’s judgment, including the assessment of the risks of
material misstatement of the financial statements, whether due to fraud or error. In making those risk assessments,
the auditor considers internal control relevant to the entity's preparation and fair presentation of the financial
statements in order to design audit procedures that are appropriate in the circumstances, but not for the purpose of
expressing an opinion of the effectiveness of the entity’s internal control. Accordingly, we express no such opinion.
An audit also includes evaluating the appropriateness of accounting policies used and the reasonableness of
significant accounting estimates made by management, as well as evaluating the overall presentation of the financial
statements.
We believe that the audit evidence we have obtained is sufficient and appropriate to provide a basis for our audit

Report on Summarized Comparative Information
We have previously audited Safe Futures, Inc.’s 2020 financial statements, and we expressed an unmodified audit
opinion on those audited financial statemerits in our report dated October 31, 2020. In our opinion, the summarized
comparative information presented herein as of arid for the year ended June 30, 2020 is consistent, in all material
respects, with the audited financial statements from which it has been derived.
Other Reporting Required by Government Auditing Standards
In accordance with Government Auditing Standards, we have also issued our report dated September 17, 2020, on
our consideration of Safe Futures, Inc.'s internal control over financial reporting and our tests of its compliance with
certain provisions of laws, regulations, contracts, and grant agreements and other matters. The purpose of that report
is to describe the scope of our testing of internal control over financial reporting and compliance and the results of
that testing, and not to provide an opinion on the internal control over financial reporting or on compliance. That
report is an integral part of an audit performed in accordance with Government Auditing Standards in considering
Safe Futures, Inc.’s internal contro] over financial reporting and compliance.

Federal Awards, and the accompanying Schedule of Expenditures of State Financial Assistance, as required by the
Connecticut State Single Audit Act, are presented for purposes of additional analysis and are not a required part of
the financial statements. 
Such information is the responsibility of management, was derived from, and relates
directly to: the underlying accounting and other records used to prepare the financial statements. The information
has been subjected to the auditing procedures applied in the audit of the financial statements and certain additional
procedures, including comparing and reconciling such information directly to the underlying accounting and. other

SUMMARY OF SIGNIFICANT ACCOUNTING POLICIES
Purpose
Safe Futures, Inc. is organized as a non-profit corporation in the State of Connecticut. Safe Futures, Inc.
provides emergency shelter, counseling, traditional housing, community education, including Violence is
Preventable and Restorative Practices curriculum in local school systems, and support services to victims of
domestic violence and sexual assault and their families in the southeastern Connecticut area.
Income Tax Status
The Organization is exempt from federal income tax under Section 501(c)(3) of the Internal Revenue Code,
and therefore, has no provision for federal or state income taxes. In addition, the Organization qualifies for
the charitable contribution deduction under Section 170(b)(1)(A) and has been classified as an organization
that is not a private foundation.
The Organization. recognizes the tax benefit from uncertain tax positions when it is more-likely-than-not
the position will be sustained upon examination by taxing authorities. As of June 30, 2021, the
Organization had no uncertain tax positions that qualify for either recognition or disclosure in the financial
statements. In the normal course of business, the Organization's tax filings are subject to examination by
federal and state taxing authorities. The Organization’s tax returns for the last three years remain open for
examination.
Method of Accounting
The accompanying financial statements were prepared using the accrual basis of accounting. Accordingly,
revenues are recognized when earned and expenditures are recorded when incurred.
Financial Statement Presentation
The Organization follows the reporting requirements of GAAP, which requires that resources be classified
for reporting purposes based on the existence or absence of donor-imposed restrictions. 
This is
accomplished by classification of fund balances into two classes of net assets: without donor restrictions
and with donor restrictions. 
Descriptions of the two net asset categories and the types of transactions
affecting each category follow:

Without Donor Restrictions ~ Net assets that are not subject to donor-imposed restrictions. Items
that affect this net asset category principally consist of fees for service and related expenses
associated with the core activities of the Organization.
¢ 
With Donor Restrictions — Net assets subject to donor-imposed restrictions that will be met either by
actions of the Organization or the passage of time. Items that affect this net asset category. are for
contributions. for which donor-imposed restrictions have not been met in the year of receipt. Also
included in this category are net assets subject to donor-imposed restrictions to be maintained
permanently by the Organization.
Use of Estimates
The preparation of financial statements in conformity with accounting principles generally accepted in the
United States of America requires management to make estimates and assumptions that affect the reporting

amounts of assets and liabilities and the disclosure of contingent assets and liabilities as of the date of the
financial statements, and support, revenue and expenses during the reporting period.

a basis for comparison with 2021 and presents summarized totals only. Such total amounts do: not include
sufficient detail to constitute a presentation in conformity with accounting principles generally accepted in
the United States of America. Accordingly, such amounts should be read ‘in conjunction with the
Organization’s financial statements for the year ended June 30, 2020, ftom which the comparative total
amounts were derived.
Cash and Cash Equivalents
For purposes of the Statement of Cash Flows, Safe Futures, Inc., considers all highly liquid debt
instruments purchased with maturity of three months or less to be cash equivalents.
Investments
The Organization carries investments in marketable securities with readily determinable fair values and all
investments in debt securities at their fair values in the Statement of Financial Position. Unrealized gains
and losses are included in the change in net assets in the accompanying Statement of Activities.
Fair Values of Financial Instruments
The fair values of financial instruments have been determined through quoted market prices or present
value techniques to approximate the amounts recorded in the statement of financial position.
Generally accepted accounting principles establishes a fait value hierarchy which prioritizes the inputs to
valuation techniques used to measure the fair value. 
The three levels of the fair value hierarchy are

— Quoted prices (unadjusted) in active markets for identical assets or liabilities where the
organization has the ability to access at the measurement date;
Level 2 ~ Significant other observable inputs other than quoted prices included in level 1, which are

broker or dealer quotations, or alternative pricing sources with reasonable levels of price transparency);
Level 3 — Unobservable inputs are used to the extent that observable inputs are unavailable due to little, if
any, market activity for the asset or liability. 
Unobservable inputs are developed based on the best
information available, which might include the organization’s own data that reflects assumptions that
market participants would use in pricing the asset or liability.
Property and Equipment
Property and equipment are carried at cost or, if donated, at the approximate fair value at the date of
donation. Depreciation of the Organization’s assets is calculated using the straight-line method over the
estimated useful lives of the assets ranging from five to forty years.

Safe Futures, Inc. capitalizes purchases over $5,000 to property and equipment. Repairs and maintenance
of property and equipment are charged to expenses as incurred.
Contributions
Contributions are recognized when the donor makes a promise to give to the Organization that is, in
substance, unconditional. Contributions that are restricted by the donor are reported as increases in net
assets without donor restrictions if the restrictions expire in the year in which the contributions are
recognized. All other donor-restricted contributions are reported as increases in net assets with donor
restrictions depending on the nature of the restrictions. When a restriction expires, net assets with donor
restrictions are reclassified to net assets without donor restrictions.
Donated Materials and Services
Donated materials and equipment, if of a material amount, are reflected as contributions in the
accompanying statements at their estimated values at date of receipt. 
The Organization. pays for most
services requiring specific expertise.
Approximately $27,892 of donated services and corresponding expenses have been reflected in the
financial statements. 
Many volunteers have donated significant amounts of their time in Safe Future’s
program services and in its fundraising campaigns that are not recognized as contributions in the financial
statements since the criteria for recognition is not met.
Endowment Spending Policy
In accordance with the endowment fund agreement between Safe Futures and the Community Foundation
of Eastern Connecticut, capital contributions to the endowment are retained and invested. 
There is no
withdrawal of capital or earnings. except upon request by the Board of Safe Futures and approval by the
Community Foundation.
Grants Receivable
Government grant revenue is recognized to the extent of grant expenditures incurred. Grants receivable
consists of the portion of grant expenditures incurred for which payment has yet to be received from the
government or pass-through agencies.
Functional Expense Allocation
The costs of providing various programs and other activities have been summarized on a functional basis in
the Statement of Activities and in the Statement of Functional Expenses. Accordingly, certain costs have
been allocated among the programs and supporting services benefited.
Subsequent Events
Management has evaluated subsequent events through September 29, 2021, the date, which the financial
statements were available for issue.

CONCENTRATION OF CREDIT RISK
The Organization maintains cash balances at financial institutions located in New London County.
Accounts at each institution are insured by the Federal Deposit Insurance Corporation up to $250,000. Safe
Futures has not experienced any losses in such accounts and believes it is not exposed to significant credit
risk on cash or cash equivalents. 
At June 30, 2021 the Organization’s uninsured cash balances total
$935,860.

BENEFICIAL INTEREST IN ASSETS HELD BY COMMUNITY FOUNDATION
The Community Foundation of Eastern Connecticut and Safe Futures, Inc. entered into an agreement dated
December 17, 2013, which created the Safe Futures, Inc. Endowment Fund. 
The Fund is co-mingled and
invested with the Community Foundation's pool of assets. The Fund is subject to the Community
Foundation's investment guidelines and spending rule and is restricted to benefit Safe Futures, Inc.
The funds were deposited into the Community Foundation's pool of assets. Safe Future’s contributions
through 2021 were $125,427. The market value of the Fund at June 30, 2021 was $212,425 (this is a Level
3 investment per note 1).
There were no distributions from the endowment during the 2020 — 2021 fiscal year.
UNEMPLOYMENT RESERVE FUND

EMPLOYEE BENEFIT PLAN
Safe Futures, Inc. has also established a Section 403(b) defined contribution pension plan. It is available to
substantially all full-time employees. 
Employees are 100% vested in employee salary deferrals.

PAYCHECK PROTECTION PROGRAM (Continued)
The loan, which was in the form of a note dated April 16, 2020 issued to by the bank, matures on April 16,
2022 and bears interest at a rate of 1.00% per annum, payable monthly commencing on November 16,
2020. The note may be prepaid by the Organization at any time prior to maturity with no prepayment
penalties.
Funds from the loan and accrued interest are forgivable as long as the funds are used for eligible purposes,
including payroll costs, health care benefits, rent, and utilities. Under the terms of the PPP, certain amounts
of the loan may be forgiven if they are used for qualifying expenses as described in the CARES Act. The
Organization applied for and has been notified that $283,200 in eligible expenditures described in the
CARES Act has been forgiven. The Organization recorded $209,237 and $73,963 as grant income for the
years ended. June 30, 2020, and June 30, 2021, respectively.
