Recommendation to award the provision of equipment associated with the upgrade of
the Town of Waterford [Wastewater] Closed Cireuit TV (CCTV) system.
Honorable Board of Selectmen,
In coordination with the Purchasing Agent, the Utility Commission solicited prices for the
upgrade of our Closed Cirenit TV (CCTV) equipment. This upgrade includes equipment that will
also give us the capability to inspect sewer lateral services for I/I, obstructions, and other conditions,
Funding [$120,000] has been appropriated under {Capital Improvement Fund] LI 33122-55870.
Bahr Sales, Inc, out of Wallingford, CT submitted the single bid that was received and
opened on Feb,17, 2022, The bid meets the requirements of [Town of Waterford] Bid #22-115. The
fump sum price submitted is $119,370. During their 3/8/2022 meeting, the Utility Commission
accepted the bid submitted and recommended for the Board of Selectmen to award the bid to Bahr
Sales, Inc,
It is hereby respectfully requested from the Board of Selectmen, to award Bahr Sales, Inc, the
upgrade of the CCTV system for the bid amount of $119, 370.

Report was provided by Attorney Kepple and reviewed. Office Coordinator reported that out
of the 609 intent to lien warnings that were sent out, only 351 liens were filed with the Town
Clerk's Office, The response was good this year,

TWO TOWN AGREEMENT
Mr. Soto and Mr. Bartelli had a Zoom meeting with Joe Bragaw fram East Lyme this past
Monday. It was productive, no major issues and just need to clean up some language.

American Rescue Plan
Mr. Soto gave an Update on where the department was in the different projects using the
American Rescue Funds,
Fargo Water Tank-Mr. Soto reported that there Is a meeting on March 22°" for the stake
holders.
Old Norwich Pump Station and Cross Road-Wright Pierce are-axpacting to have 90% of the
designs done by the end of March,
Upgrade Contral Panels-U.S. Automation are continuing to work on the upgrades.

Channel Grinders bid: There was only one bid that was submitted which was JWC Environmental Inc.
Mr. Soto reviewed the details with the Commission,

to install a 4’ X 10’ cement pad to put an emergency .
generator on for their cellular equipment. They have offered $200 a manth for the use of the land. The
Commission asked to get more information from T-Mabile on haw they come up with the monetary
amount for the lease,

Report was provided and‘ reviewed,
Mr. Soto reported that there is gaing to be a meeting with Dept. of Health and New London to discuss
an annual report of Unaccdunted Water. New London historically. prepared thls report'but is not under
obligation-to continue although we hava no access to the date needed,
