In speaking with the. contractor, they feel comfortable with their bid and intend to provide the
specified materials. Although | have no diréct experience with the contractor, based.upon a
review of their qualifications and receipt of very positive feedback from two of their referénces, |
believe that they havé.the resources necessary to execute the project in accordance with the
contract documents,

Rawle, after reviewing bid documents for Bid #22-122, it is my recommendation to award the
contract to two Vendors as we have the right per the bid package. This will allow Waterford Fire
Services to choose the better pricing and availability when scheduling work for each apparatus.
(MES) Municipal Emergency Services and Bulldog Fire Apparatus are our recommendation to
proceed with to the Board of Selectman. Both vendors detailed cost with maintenance specifics
of apparatus and labor cost for term of contract. Third bidder did not detail bid cost to each item
and added mileage and fuel to their shop which would add to our overall cost unaccounted for.

Bulldog Fire Apparatus in Bozrah is the designated Regional Sales and Service center for KME
Fire Apparatus in the state of Connecticut.

At Bulldog Fire Apparatus, we have a well-known history and dedication to the fire and EMS
industry. The business was originally established in 1933 by Clarence Farrar as a fire apparatus
manufacturer. The company produced a wide range of fire apparatus but were most recognized
for their Brush Breaker and front mount pump specialty trucks.
In 1985, the company was purchased by Edward J. Murphy and renamed the EJ Murphy
Company. Under Murphy's leadership, we stopped manufacturing many of our fire apparatus and
instead focused on “boutique” work that other larger fire manufacturers could not provide. Due to
their popularity, we continued to make the Brush Breaker and our tankers, which we still
manufacture today.
in 2005, Murphy sold the company to current owner, Jeffrey Mazza. Mazza renamed the business
Bulldog Fire & Emergency Apparatus. While many things have changed over the years, we
continue to produce the same Brush Breaker and tanker units that we’re known for. Additionally,
we operate out of the same facility we started at in 1933 with a commitment to high quality
craftsmanship, first class customer service and the ability to deliver custom work you won't find
elsewhere.
The year 2021 marks Bulidog’s 16" year of operation under Mr. Mazza’s ownership. Over the
past five years, Bulldog has been KME’s #1 sales leader with a volume of over 30 trucks each
year.

Our Bozrah location is dedicated to the service of fire’apparatuses and is fully authorized by KME
to Conduct all levels of repair and service. The capabilities of the service center are:

Rawle, after reviewing bid documents for Bid #22-123, it is my recommendation to award the
contract to the Gowans — Knight Company out of Watertown, CT. This company meets all
requirements and is within the distance allowed for inspections of work being performed.
Scheduling of this apparatus Abatement Project will be done with Vendor and Fire Services once
all approvals by the Town of Waterford have been completed.
