I respectfully request that you review and make a recommendation to the Board of
Selectmen for consideration regarding the following items;
1.
On behalf of the Waterford Youth Services Advisory Board, | respectfully request that the
$5,000 stipend provided to Youth and Family Services annually by the Board of Education be
appropriated to the department to supplement the administrative line.

While the stipend is noted in the department's annual budget presentation as revenue
on the 51000 series page, it is assigned to a line item (LI 10119-48719) within the
general fund; not permitting us to expend it. Like in previous fiscal years, [
respectfully request that the $5,000 be provided to the department, as the Board of
Education intended, to help us pay for the unprecedented demand for our services.

While the grant is noted on the revenue page of our budget presentation for Youth
and Family Services, it is assigned to line item 10119-44480 within the general
budget when the money is deposited electronically from the State of Connecticut in 4
quarterly payments; not permitting us to expend it.
The narrative of the grant defines how we will expend these funds within our
department. The grant is also audited by the State of Connecticut and reviewed by the
Town's auditors.

Proposals for the above mentioned project were opened on April 10, 2025 by Linda
Finnegan. and | with the attached results.
After careful review of all proposals, it is determined that all three bidders are more
than qualified to conduct the above contracted services.
I therefore respectfully seek the Board’s approval to award the contract stating
7/1/2025 through 06/30/2028 for these services to Courville’s Garage, MES and
Bulldog Fire Apparatus.

1. SCOPE OF WORK.
1.1, Introduction
Bulldog Fire Apparatus Inc. 86 Stockhouse Road Bozrah, CT. 06334, It is the intent of this proposal to provide
fire apparatus and emergency vehicle repairs and maintenance services for the Town of Waterford Fire
Department.
1.2. Contract Period and Pricing
Bulldog agrees with the contract period for this proposal, and will be three (3) years, if mutually agreed upon by
the Town and Bulldog. Bulldog agrees to Waterford contract may be extended for two one (1) year renewals. If a
contract extension is awarded beyond three (3) years, Bulldog will negotiate the increased costs with the town.
1.3. General: Bulldog will provide the following below:

* Provide a complete service, which includes changing fluids, filters, chassis lubrication, pump transfer
case, and aerial hydraulics, complete safety inspection and reporting,

* Bulldog provides a fully stocked. road service truck to work on Waterford Fire Department apparatus
and welcomie the availability to perform any work in one of the fire stations and or in our heated facility operated
by the successful bidder.

* Bulldog’s Bozrah location has and will provide overnight secured storage.
.
+ Bulldog offer’s chauffeur service for picking up fire apparatus from each station, drive the apparatus to
the location where repairs and or maintenance will be performed and delivering the apparatus back to the station
of origin.

+ Any Bulldog employee providing this service possess a valid Operator’s License required State of CT
Department of Motor Vehicles (DMY) with such endorsements as required by CT General Statutes and or DMV
Regulations.
.
* Bulldog will take the responsibility to appropriately dispose of any and all fluids that may be changed
during maintenance.
.
* Bulldog is a full-service facility registered with CT DMV General Repair License (License # to be
supplied with Bid).

+ Certificate of Insurance see attached,

* Bulldog’s Connecticut repair facility is located within 20 miles from the Town of Waterford.

+ Bulldog provides 24-hour road and emergency services.
* Bulldog technicians are certified “Emergency Vehicle Technicians”, see attached.

1.4. Specifications
Bulldog Fire Apparatus will provide the following services.

* Conduct annual CT DMV DOT apparatus inspections in accordance with CT General Statutes, “An Act
Concerning Municipal Fire Apparatus Safety & Testing.” and provide a list and cite items covered in the DOT
inspection.

* Annual chassis service; will cite items covered in for chassis service.

* Conduct annual Pump Testing in accordance with NFPA 1911; attached is a copy of the testing form
provided. Form meets NFPA standards.
+ Conduct general maintenance and repairs on: all fire apparatus makes & models, fire pumps and related systems
and components
o hydraulic systems and related components

o electrical systems, HVAC systems, chassis and related systems and components
o electrical systems and related components on fire apparatus
o emergency warning light and siren systems on fire apparatus

* Bulldog can coordinate with warranty or third-party service providers. Bulldog is KME, Ferrara,
Spartan, Fouts, Braun, Osage, Demers and Crestline certified.

+ Bulldog can provide OEM computerized engine diagnostic; for Cummins. Bulldog is a Cummins
certified service center. Cummins specific software capabilities.

+ Bulldog has on-site ability and capacity to lift and service tri-axie vehicles up to 108,000 Ibs.

* Bulldog tech’s conduct road testing of apparatus pre and post repairs

* Bulldog has full mechanical, fabrication, and paint and body work capabilities.

Bulldog Fire Apparatus, Ine. of Woodville, Massachusetts maintains state of the art facilities in
Woodville, MA, Upton, MA, Westport, MA, Bozrah, CT, Albany NY, Nesquehoning, PA, and Prairieville, LA.
All Bulldogs locations are devoted entirely to the sales, construction, service and repair of fire & emergency
apparatus.
Our Bozrah, CT location is 18 miles from Waterford, CT, Bulldog currently has four (4) mobile service
vehicles operating out of this location. Each Bulldog facility stocks a wealth of OEM parts to keep your
apparatus running smoothly.
The Woodville, MA facility. which was opened in the spring of 2005, represents our commitment fo the
fire service. The facility includes the most modern and up to date Metal Fabricating, Hydraulics, Certified
Welding and Automotive Painting equipment that can be found in the New England Region. A 55 foot down-dratt
temperature-controlled paint booth was designed for the very high standards set by the fire service and complies
with all Federal Commonwealth of Massachusetts standards. Woodlville’s service center has {1 heavy truck bays
available and has a pump test pit on site, available year round.
Fire apparatus have been constructed, sold, and serviced at the Woodville location for over 83 years. Our
staff are involved exclusively in the manufacture, repair and reconstruction of fire apparatus and fire related
automotive equipment. Bulldog Fire Apparatus is also a member of Fire Apparatus Manufacturer’s Association
(FAMA).
Our Bozrah, CT facility is located at 86 Stockhouse Road in Bozrah, CT. This location has been open
since 2016 and operates out of a 10,000 square foot facility with an experienced sales and service staff. All work
is performed by EVT certified and factory-trained technicians and we service all emergency vehicles, regardless
of purchase location. Our service facility is open from 7:00 am to 3:30 pm EST, Monday through Friday. Our
office staff is on-site from 7:00 am to 3:30 pm.
Bulldog Repair Technicians receive EVT and factory training. We are a certified Cummins engine
warranty center. Our staff includes. full-time EVT certified technicians and certified welders in Multi-Position
both Aluminum, Stainless and Steel. We have over 20 trained technicians with EVT certifications on staff
throughout our 6 locations, The list of major repairs, refurbishment, cab replacement, brush breaker construction
projects includes an impressive cross section of cities and towns both large and small throughout the New
England States and beyond,
Bulldog Fire Apparatus is the dealer for KME, Ferrara, Fouts Bros, and Ward Fire Apparatus in New
England, New York, Pennsylvania, and Louisiana. We offer new apparatus, OEM. parts, warranty repairs, and
service the above lines and all other brands of fire and emergency apparatus.
