BOARD OF POLICE COMMISSIONERS

PLEDGE OF ALLEGIANCE:
CALL TO ORDER AND ESTABLISH QUORUM:
Chairman Gelinas called the meeting to order at 5:00 p.m. in the General Meeting Room of the
Waterford Police Department. A Quorum was established.
MOTION: made by Commissioner Sheridan to move the meritorious award and Introduction of
Officer Kyle McComic, listed under New Business to the first item on the agenda, the motion was
seconded by Commissioner Brule, the motion passes.
a. 
Sgt Flanagan was presented a meritorious award for a 2020 house fire in which he and Officer
Peter Barrows saved the life of a trapped citizen. Officer Barrows was not present at the
meeting; however, he is aware of the award and it will be presented to him when he returns to
work,
b. Kyle McComic is a new hired Officer and will be starting the academy this week. He thanked
the Commission, and Interim Chief.

MOTION: made by Commissioner Sheridan and seconded by Commissioner Gamble to accept the
minutes from the December meeting, the motion passed with Chairman Gelinas abstaining.

OLD BUSINESS
NEW BUSINESS
a. 
CSO pay scale has been increased, the old pay scale started at 14.00 and topped off at 16.07, it
is now 15.30 for starting pay and tops off at 17.74. Interim Chief is confident that this will not
affect the budget.
b. 
Selection process for the Chief of Police Position was drawn up by Town’s Legal-council, and
presented to the Commission. The Commissioners were able to review the document.
MOTION: made by Commissioner Sheridan to accept the Proposed Process with an amendment to
state that there would also be an internal posting to allow interested and qualified employees to have
the opportunity to apply. The motion was seconded by Commissioner Dimmock. The motion passed
unanimously.

MOTION: a motion was made by Commissioner Sheridan, and seconded by Commissioner Dimmock
to enter into executive session to discuss employee performance. The motion passed unanimously at
5:25.
The Board came out of Executive Session at 6:25 p.m. There were no motions made or action taken
while in Executive Session.
MOTION: made by Commissioner Sheridan and seconded by Commissioner Gamble to adjourn the
meeting at 6:27 p.m. Passed unanimously.
