Commission Meeting Minutes TO
March 24", 2026 @ 4:30 pm
The Recreation and Parks Commission held a regular scheduled meeting on March 24*, 2026. The meeting was
called to order at 4:35 p.m. by Chairman Ed Murphy and a quorum was established.
Members in attendance: E. Murphy, N. Scheiber, T. Stino, T. Santos, T. Burrows, B. Kyne, M. Chiappone, M.
Sheehan, E. Benvenuti,
Members Absent: None
Staff; R. McNamara, T. Cieplik, N. Clack,
Introduction of new Commissioner Benvenuti.
Approval of Meeting Minutes:
Motion by T. Stino and seconded by B. Kyne to approve the February 4, 2026 meeting minutes.
Vote: 8-0-1 Motion: Approved
Public Comment:
L. Wolfey, Waterford Rise, would like to take out an ad in our program booklet — willing to pay for a spot. Have
big programs coming out and want to get their information out. PC Clack will reach out to L. Wolfey to schedule
and discuss.
Correspondence:
The Recreation and Parks Department received a thank you email from Jeff Gada letting us know how much he
appreciated the effort in creating a skating park this winter. Received an email from Katie McQuarrie commending
the department on the wood delivery program. Richard Erricson letter notifying us he will be stepping down from
the Commission. From the town attorney, letting us know of the new notice from the Waterford Ethics Commission.
Staff Reports:
R. McNamara, Director -
Gardner Family Pavilion at AHJ playground area is scheduled to go in late spring. Little League South Shed plans are
revised and we are working with them. Leary courts surface issues are under warranty and work will be done this
spring. Wood processing rental is complete with positive results. More wood cut and split in a week then we could
normally do in several months. CBYD submitted for Dedrick water pit and water line work. Quotes received for
Stenger Kingfisher Bridge project. Vets field light poles will be fully removed. Poles are rusted out at the base and
could be a hazard. Quotes to remove are incoming. Discussion on North Fields (baseball) with ongoing discussions
and laying out the plan for all fields the next two weeks. Layfayette Trail signs preparation with event on April 29"
at the Jordan Green. Parks sign replacement project will be shared with Commission once its put together.
T. Cieplik, Assistant Director —
Lap and Open Swim numbers are continually being analyzed to make sure the programs running are correct. Meeting
with area swim group who we have offered to rent lane space to when available to support our efforts in increasing
revenue to intern use to offer more programing to Waterford. Neil Hoelck annual basketball tournament is complete.
Thank you Anna Bakken for your hard work on making this a successful event. Easter Egg Hunt at WBP on April
4*, Concert sponsorship is going well with a total of $21,000 committed at this time. Dominion has committed 20K.
Summer job openings are available through HR. Gathering the proper information from each Co-Sponsored program
to create a commission report as requested.

N. Clack, Program Coordinator ~
Game On! Basketball shooting challenge April 11 Clark Lane. Prizes will be awarded for several categories. Free to
the public. Summer programs have been developed and finalized. Creation of a new program called Waterford Run
Club. Looking for interested leadership and participants. Contest for the Summer Book cover is ongoing with
outreach through Youth Services and Schools. Winter session one is coming to an end with session two starting the
first week of April. Summer booklet is ahead of schedule. 500K views on social media from the first of the year.
Reviewing and updated the Playground staff manual. Game On! Second session after schools is now open

Beach seasonal pass pricing brought up by Burrows. Waterford pricing should be higher based on the market and
what our beach provides.
Motion by N. Scheiber and seconded by M. Chiappone to accept fee waiver for Waterford regional Lions event
Vote: 9-0-0 Motion: Approved
Motion by T. Burrows and seconded by N. Scheiber to accept fee waiver for Thames River Garden Plant Sale
Contingent upon the completion of the rental form.
Vote: 9-0-0 Motion: Approved
Motion by B. Kyne and seconded by N. Scheiber to accept the all In Series Transfer Requests from Recreation
and Parks.

Motion by T. Burrows and seconded by N. Scheiber Request to go to RTM for an emergency session to raise out of
Town resident Beach Sticker Prices to $250.00 and keep resident sticker prices at $25.00.
