At the meeting of the Board of Finance held Wednesday, May 28, 2025, it was voted to recommend the
Representative Town Meeting to consider and act on a request for a FY25 Additional Appropriation
from the Board of Education Director of Finance/Operations, Joseph Mancini, in the amount of
$243,335, for LED, new transformers, new VFDs across the district, to Line# 20560-57883 (Energy
Efficiency).

Dear Mr. Brule:
At the direction of the Waterford Board of Finance and with the support of the Waterford Board of Education
Tam submitting a request for a supplemental appropriation in the amount of $243,335
This amount represents the final 12 months of payments for the on-bill financing and reflective of the
timeframe of July 1, 2025 through June 30, 2025. This amount will complete the 48 month repayment plan
on the $2.1 million dollar project which placed LED, new transformers, new VFD’s across the district. The
State of Connecticut provided $1.1M in incentives leaving the balance to be paid to Eversource in the form of
a zero percent loan paid out over 48 months. The projected savings from are generated by a reduction of 1.8
M kWh per year.
