Plan doesn’t show a replacement date for this vehicle, however in keeping with the five year interval it would be
up for replacement in FY 26. At this time we are requesting that this vehicle be replaced in FY 26 in accordance
with the replacement interval, as well as due to the mileage, hours and repair costs. The projected cost to replace
this vehicle with another Chevrolet Tahoe PPV would be $86,294. The projected cost includes decals, emergency
lighting/siren equipment, in-car camera equipment, and the installation of that equipment.
Car #15- An unmarked 2017 Chevrolet Silverado with 5,484 hours, 69,465 miles, and $6,823.46 in repair costs.
This vehicle is no longer covered by the factory warranty. This vehicle was originally on the Fleet Plan as being up
for replacement in FY 25, however it was pushed out to FY 26, This vehicle doesn’t have high miles, however it
has high repair costs. At the time of this writing it is having the transmission replaced at a cost of $5,789.76 (not
included in above figure). This vehicle is currently assigned to the Traffic Office and is on an eight year
replacement interval. This vehicle was originally acquired for transporting/towing equipment and traffic
enforcement. With the creation of the new traffic unit, a greater emphasis has been placed on traffic
enforcement. We are requesting that this vehicle be replaced with a Chevrolet Silverado PPV, which unlike the
current vehicle, is a “Police Purpose Vehicle” that is pursuit rated and better equipped for traffic enforcement. It
would also still be able to transport/tow equipment. The projected cost to replace this vehicle with a Chevrolet
Silverado PPV is $85,547. The projected cost includes emergency lighting/siren equipment, in-car camera
equipment, and the installation of that equipment. Sgt. Farrior, our Fleet Manager for the department, spoke
with the Senior Mechanic at the town garage and was advised that if this vehicle were to be replaced, it would be
beneficial to replace A18, which is a 2006 Ford Crown Victoria that is used by the mechanics, with this truck. That
is a non-replaceable vehicle on the Fleet Plan.
Car #29- An unmarked 2014 Chevrolet Caprice with 4,828 hours, 119,605 miles, and $5,418.36 in repair costs.
This vehicle is no longer covered by the factory warranty. This vehicle was originally on the Fleet Plan as being up
for replacement in FY 22, however it was pushed out to FY 2026. This vehicle was most recently used by police
recruits attending the commuter academy. It will no longer be used for that as we will have a newer vehicle with
less miles for the recruits. This replacement will be used as a patrol vehicle for the patrol Sergeants. The patrol
Sergeants currently share one vehicle and it runs three shifts per day, seven days per week, 365 days per year.
The current supervisor vehicle has only been in service for eight months and has already accumulated over 25,000

Re: Police Fleet Management Plan Request FY26
The police department is requesting the following vehicles be replaced in FY 2026:
*it should be noted that these vehicles will remain in service for at least twelve more months. During this time
patrol vehicles will accumulate approximately 25,000 additional miles and admin vehicles will accumulate
approximately 7,000 additional miles. Patrol vehicles are the traditional police vehicles which have multiple
officers assigned to them and are driven daily on multiple shifts. Admin vehicles are assigned to one officer and
are used by detectives or members of the administration. The factory powertrain warranty for these vehicles is
5 yrs/100,000 miles. The projected replacement costs were determined by using the cost to replace similar
vehicles in FY 2025. Three percent was added to the cost to adjust for inflation. The listed repair cost reflects
all repairs that were completed as well as preventative maintenance and tires. See attached documents for a
detailed cost break down.
Car #1- An unmarked 2020 Chevrolet Tahoe PPV with 13,409 hours, 109,990 miles, and $17,734.24 in repair costs.
This vehicle is no longer covered by the factory warranty. It should be noted that General Motors advises one
hour of engine wear is equivalent to approximately 30 miles of driving. Using these figures, this vehicle has the
equivalent of 402,270 miles. This is a patrol vehicle and it is therefore on a five year replacement interval. The
current Fleet Plan doesn’t show a replacement date for this vehicle, however in keeping with the five year interval
it would be up for replacement in FY 26. At this time we are requesting that this vehicle be replaced in FY 26 in
accordance with the replacement interval, as well as due to the mileage, hours and repair costs. The projected
cost to replace this vehicle with another Chevrolet Tahoe PPV would be $86,294. The projected cost includes

Car #8- A marked 2020 Chevrolet Tahoe PPV with 11,172 hours, 84,168 miles, and $12,465.64 in repair costs. This
vehicle is no longer covered by the factory warranty. It should be noted that General Motors advises one hour of
engine wear is equivalent to approximately 30 miles of driving. Using these figures, this vehicle has the equivalent

miles. By designating a second Sergeants vehicle, we would be reducing the wear and tear on one vehicle and
dividing the miles over two vehicles. This would ensure that the vehicles remain in service for the duration of the
five year replacement interval with less maintenance required. The projected cost to replace this vehicle with a
Chevrolet Tahoe PPV is $86,294. It would be replaced with a Tahoe as the Caprice is no longer in production. The
projected cost includes the decals, emergency lighting/siren equipment, in-car camera equipment, and the
installation of that equipment.

Deferrals and Cancellations of Sales Orders Jn all cases where vehicles, products, and labor are purchased against government and public contracts, the terms
and conditions of that contract shall prevail and bind McGovern MHQ, In cases where contract terms on deferral and/or cancellation are not defined, and for
non- contract sales, the following McGovern MHQ policy shall prevail,
Deferrals
For this discussion, "deferral" refers to a customer-initlated action to delay the delivery of purchased items* beyond the delivery date confirmed to the
customer In writing (Purchase Order confirmation). All deferral requests must be communicated to McGovern MHQ in writing.
McGovern MHQ, at thelr sole discretion, reserves the right to accept or reject deferral requests. Once the subject Item has started the production /
fabrication process, delivery deferrals are not allowed - the item will be bullt, shipped, and billed upon completion. For deferral requests on items not yet In
production, McGovern MHQ shall negotiate deferral terms with the customer's purchasing or sourcing authority (not the requisitioner). Consequences of
order deferrals may include, but not be limited to, loss of scheduled production timestot and reallocation of vehicles and/or materials to other active jobs or
other customers,
Special Order and Non-Cancellable/Non-Returnable Items (NCNR)
Certain items and material are categorized as "Speclal Order" or "NCNR." Attempts to cancel shall be handled on an Individual basis.
Depending on the stage of production of a speclal-order item, and the suppliers involved, special order Iterns may Incur cancellation charges based on
supplier purchase liabilities. McGovern MHQ shall always act in the Interest of our customers to minimize or eliminate cancellation charges whenever
possible. Special Order items will be Identified as such at the time of quoting and order acceptance to assure an understanding of risk to the customer,
NCNR Items aré not cancellable with our suppliers, McGovern MHQ will make a reasonable attempt to minimize the financial impact of cancelling NCNR
Items, but no assurance Is offered that the customer's purchase liability for these item types can be reduced In any way. NCNR items will be Identified as such
at the time of quoting and order acceptance to assure an understanding of risk to the customer,

from complete release of purchase [labillty, up to and Including full liability of the original material cost,
SuppHer Fallure to Perform
McGovern MHQ shall be held harmless in cases where their suppliers fail to source, bulld, or deliver quoted or ordered products required to satisfy customer
committed orders. McGovern MHQ shall also be held harmless in cases where a supplier discontinues availability of a product, places a product on allocation,
or delivery times extend beyond their normal quoted delivery times such that the subject product becomes unavallabfe, or experlences extended delivery
times. In these cases, McGovern MHQ shall offer alternatives, where commercially available, to the customer for consideration as acceptable substitutes.
*Purchased Items
"Purchased items" is defined as any iter, component, or material required to fulfill a committed customer order,

"Customer Committed Order" is defined as any acceptable form of communication that directs McGovern MHQ. to produce and sell an item to their customer.
