ordinance-review- of Chapter 2.42 Route 11 Greenway Authority Commission, an anonymous letter in
regard to home values, a letter Tax Collector Alan Wilensky in regard to attendance at the final night-of
the budget review, an L&A report, a letter from resident Ray Drénnen, 11 Gunshot Rd, in regard to the
condition of Gardners Woods Rd and the roads in the area of the Millstone Point Association, a letter
from RTM Member Thomas Dembek questioning the process of how money for roads is being
appropriated, and @ letter of recommendation for appointments from the Republican Town Committee.
Moderator Goldstein noted that items could be discussed furtherin NEW BUSINESS or with its’
respective call item.

Selectmen to approve a revised Eversource General Gas Service Agreement for the Public Safety and
Police Station buildings and authorize the First Selectman to sign on the Town of Waterford’s behalf,

Lengthy discussion centered on green alternatives, the length of the contract, requirements of the
contract, price control, ability of town to be released from the contract, and the time sensitivity of the
contract.

Discussion ensued in response to a question by RTM Member Ted Olynciw on how to handle
correspondence addressed to the RTM anonymously.
MOTION by Condon, seconded by Driscoll, that the RTM resolves that letters addressed to the RTM will
not be included as part of the agenda or minutes if the Town Clerk is unable to ascertain the author.
MOTION PASSED: Unanimous
Brief discussion in regards to a letter from Ray Drennen to the status of Gardiners Wood Road. Public
Warks Director Gary Schneider stated that the road has been maved up and is being addressed, slated
to be addressed by the BOS at an upcoming meeting. (See Attachment)
Brief discussion in regard to letter received from Tax Collector Alan Wilensky.

Dear Mr. Goldstein,
| wanted to get a message to the RTM (Publics Works Committee) concerning Gardiners
Wood Rd and the current condition of the water and potholes. The road is becoming unsafe!
What is the current time table and plans to fix the road?
Also are there plans to repair the curbing and the roads in the area of Millstone Point
Association ( Millstone Rd E, Gun Shot Rd, Race Rack Rd, LandyardLn, Windward Way)?
The curbing Is deteriorating and rebar is exposed.
This is dangerous and someone is gaing to get injured.
Any feedback would be appreciated.

RTM Member Cheryl Larder asked if we could receive the April Financial Reports that were given ta the
BOF. Finance Director Kim Allen acknowledged that she could provide the report.
RTM Member Driscoll noted that correspondence was received from Assessor Paige Waltori to request
moving the Assessor and BAA budget hearing to.a later date. It was agreed to move both to Monday
May 9, 2022.

STANDING MOTION by Majority Leader Steward-Gelinas, seconded by Minority Leader Driscall, ta offer
a standing motion to move each proposed budget for consideration in the order specified in the hearing
schedules, with approvals at the series subtotal and the department total levels, with the understanding
that all totals are considered tentatively approved until final action is taken at the end of our budget
hearing.

Being a resident of Quaker Hill all my life as well as family ties of
approximately 231 years to Quaker Hill these are my concerns and/or
issues.
When the moderator/chairperson announces that there is openings on
“Committees” these are my concerns: people that sign-up for these
“Committees” should be checked out to see if they are qualified.
I know of someone that is on the “Building Committee” and the “Fire
Review Committee” just to mention a few which I believe it not qualified.
For example remodel home. with no permit (where required) and burned
illegal several time.
Salaries: Salaries are exttemely high as well out of proportion which in
due time is going to bankrupt the town.
As a senior citizen concerts: Taxes are high for us, we have to make the
choice of 1. Paying rent/mortgage, 2. Paying for medication(s), 3. Paying
for food, 4. Paying for heat, 5. Paying for utilities. I propose that ALL taxes
for senior citizens should be frozen for our lifetime period. Frozen means
that taxes don’t go up, like other town(s) in Connecticut.
Quaker Hill: Quaker Hill IS part of the Town of Waterford. It has an awful
lot of history. The Quaker Hill resident needs ASAP a “Kiosk” so that we
know what is happening at the elite side of town. I propose that 2 “traffic
counter” be place in Quaker Hill 1. On Bloomingdale Road near the
Quaker Hill School, 2. On Old Norwich Road near the Quaker Hill Green.
Whoever has the highest “traffic count” that is where the “Kiosk” be
period. Also public works can and should be able to assist with this install
to save the town money.
it is now the time to consolidate some departments as well as re-organize
some departments. We do not need heavy personnel load in some
departments.
Department Heads/Directors should NOT be in the union like in the private
sector. The union is going to bankrupt the town along with the high
salaries.
Since taxpayers of the town pay their salaries ALL town workers should
live in the town. In essence they work for us and we should be able “fire”
where we the taxpayers see fit.
BULLYING: In the last few years there has been too many town resident
who are bully, especially senior citizens by town employees and BOARD
MEMBER(S). This has fallen on DEAF EARS by department
heads/directors period. I propose that ALL department heads/directors have
“ANNUAL” meeting along with a sign in sheet with all of their people
about BULLYING, which should be “ZERO TOLERANCE” or you will
be “fire on the spot” period.
We have to get out of this mode that Waterford is rich and they can pay.
News flash Waterford is NOT rich. We do not have Millstone and the
Crystal Mall footed the bill.
Inclusion:
Waterford is extremely top heavy in salaries as well as personnel. Some of
the departments have too many personnel that need to be assess. I have
notice that jobs/positions have been created where some of these jobs/task
can and should be added to current personnel in the departments.
Waterford has to take a stand to keep the taxes LOW. We have about 65%
of the resident that are SENIOR CITIZENS.
If we don’t start to take serious control of the Town Budget we WILL be
bankrupt cause by greedy departments as well as the UNION period. I for
one have a life style that is not making millionaires on my dime.
As John Sheenan (board member) has stated “keep in mind that we are
spending the taxpayers money”. Let this year be the year for the taxpayers.
Yes, I know “hope all I want”!
PLEASE PLEASE keep ALL of the residents and concerns in mind
when reviewing these budgets.
Please do not vote unanimously. Please do not be afraid to send back
department budget. Please vote individual NOT by party affiliate.
The goal is for a ZERO INCREASE!
FIRE SERIVCE
WOW! Where to I begin!
Since March 1, 2015 has been poor to sub-standard to the Quaker Hill
residents. We were told that if this change does not work out we will go
back to what is was. We were lied to,
Never had concer until last year.
For about 45 years always had a brush pile, which I got a “burn permit”
then contacted the Quaker Hill Fire Department to burn my brush pile. This
is the only way for me to get rid of it. I am a senior citizen who needs the
assistance from the fire department. No problem until we got a new Fire
Service Director as well as new Fire Inspector.
I was told by the Quaker Hill Fire Chief that they will get to it. I was lied
to. Shame on you. Note that this chief has burn the brush pile in the past
himself. Quaker Hill Fire house is definitely not community kind.
I was told by the new Fire Inspector that if the permit expires that he would
renew it. I was lied to. Shame on you.
The new Fire Service Director stated to me “we didn’t issue burn permits
in Middletown. New bulletin this is Waterford and we do.
There are other resident(s) who burn without permits. I absolutely take
“burning” VERY SERIOUS”, Just because you own property does not
mean you can do anything you want on your property.
Also was told that if the smoke from people who burn wood as well as
smoke from barbequing that they can be shut down. I would like to see that
happen.
Oswegatchie Fire House was deemed unsafe and still is. The town spent
$250,000 on a survey nothing has been done to this date. A pole in the
ladies room is holding up the roof. WOW.
I propose that Jordan and Oswegatchie Fire Houses be combine and re-
assign some of the fire personnel so that Quaker Hill and Goshen have
better coverage.
The Fire Services budget should be decrease due to the fact the Quaker Hill
and Goshen coverage is not what is equal to the other fire house in town.
The resident of Quaker Hill and Goshen should be getting a refund on their
taxes NO DICUSSION ABOUT IT PERIOD.
PUBLIC WORKS
This department needs to be “Pro Active” in Quaker Hill. Quaker Hill is
part of the town located in the northern part of town.
They need to clean ALL culverts/drains. We had a new resident who
moved to Quaker Hill that clear/clean a culvert/drain that is located in from
of their house, Shame on Public Works.
I have contacted the director of Public Works about cutting down/trimming
some trees, which is on the town side for about a 3+ years so that it doesn’t
obstruct my view of oncoming traffic (which is a speedway) when existing
our driveways. I guess that I have to do their work and then charge them. If
the trees land on wires that are across the street, oh well. Shame on Public
Works.
I brought to the attention of the Public Works Director that some of these
culverts as well as Hunts Brook need guard rails not guard post. I was told
that is too expensive. I guess ALL LIVES does not matter to him. Shame
on Public Works.
Several years ago there was an accident that left Public Works was notify
about it and to this date debris is still has not been cleaned up. I was told
this would be done. I was lied to. Shame on Public Works,
Public Works director was notify that one of his employees bully a senior
citizen. Nothing was done about it. Shame on you.
In conclusion the director Public Works does not care about Quaker Hill,
shame on you.
The employees as well as the director gets a very good salaries. When a
resident brings concerns as well as issues should not have to wait 3 plus
years. The budget should be decrease.

Ihave the following recommendations for the schedule of tax payments for Fiscal Year
2022-2023:
» Refain the two-payment system for Real Estate tax bills, providing for collections
in July and January.
¢ Real Estate tax bills over $100.00 would be collected in two equal installments,
due July 1, 2022, and January 1, 2023.
© Real Estate tax bills of $100.00 or less would be due in full July 1, 2022.
* Personal Property and Motor Vehicle tax bills would be due in full July 1, 2022.
e Motor Vehicle Supplemental tax bills would be due in full January 1, 2023.
These bills-are for vehicles registered after the assessment date of October 1,
2021, but before August 1, 2022.
This collection schedule is recommended in order to keep the Town in compliance with
Connecticut General Statutes 12-142, 12-144, and 12-144a.
Sec, 12-142. Installments; due date, The legislative body of each municipality, upon
approving any budget calling for the laying of a tax on property, shall determine whether
such tax shall be due and payable in a single installment or in two semiannual
installments or in four quarterly installments and shall, unless otherwise provided by law,
designate the date or dates on which such installment or installments shall be due and
payable, subject to the provisions of section 7-383, in any municipality in compliance
with requirements concerning the uniform fiscal year under chapter 110; provided the last
installment of any such tax shall be due and payable not later than forty-five days before
the end of the fiscal year in which the first installment thereof is due and payable, and
provided any special tax shall be due and payable in a single installment. In case of
failure of the legislative body to determine when such tax shall be due and payable or
whenever the date on which such tax shall be due and payable has been determined,
however, (1) the preparation and mailing of rate bills for such tax is delayed until after
the date such tax is due or (2) such tax is not applicable to certain property until after the
date such tax is due, such tax shall be due and payable, with respect to all property or
property which becomes subject to tax after the date such tax is due, whichever is
applicable, not later than thirty days following the date on which rate bills for such tax
are mailed or handed to persons liable therefor. Except as otherwise provided by Jaw, the
several installments of a tax due in two or four installments shal! be equal, but any
taxpayer may pay two or more of such installments when the first is due.
Sec. 12-144. Payment of taxes of not more than one hundred dollars. Any property
tax due in any municipality of this state in an amount not in excess of one hundred dollars
shall be due and payable in a single payment when so determined by the appropriating
body of such municipality.
Sec. 12-144a, Payment of tax on motor vehicles. Irrespective of the provisions of
sections 12-142 and 12-144, the appropriating body of each municipality, upon approving
any budget calling for the laying of a tax on property, shall determine whether such tax as
it applies to motor vehicles shall be due and payable in a single installment.

Subject: Statement Concerning Economic Development Commission’s Proposed Fiscal Year 2023 Budget
Waterford Economic Development Commission (EDC) membership has appreciated the town’s focus on
economic development. Several current EDC members were appointed by First Selectman Brule in an effort
to bring new voices to the Commission. A significant portion of the American Rescue Plan funds were
earmarked for EDC programs. We see a developing Waterford economy: vacant storefronts filled, new
housing under construction. But we regret that EDC has played no material role in Waterford’s economic
condition.
Upon instantiation of the current EDC membership in March 2021, members first focused on understanding
the enabling legislation in order to find ways to be effective within its significant constraints. EDC is enabled
by State Statute, “for the promotion and development of economic resources” to:
e Conduct research into economic conditions and trends,
e Make recommendations regarding action to improve the economic condition,
e Coordinate the activities of, and cooperate with, unofficial bodies organized to promote economic development,
e Advertise and distribute [media] which will further its purposes, and
e Annually prepare a report of activities and recommendations for improving economic conditions and development.
Upon codifying its charter around this understanding, EDC conducted research into economic development
trends relative to Waterford’s condition and recommended an economic gardening approach. EDC made
policy recommendations regarding actions on cannabis and clean energy to improve the economic condition.
EDC attempted to coordinate activities to catalyze new-business formation and to fund capital improvements
to existing businesses, but those programs were canceled. Finally, EDC prepared a year-end report of
activities and recommendations for improving economic conditions and development, in which the central
thesis was, “there is a lack of a cohesive economic development strategy.”
EDC members feel it is time to state that it’s not working. Volunteering time for no results isn’t worthwhile for
EDC members. Investing staff resources in EDC incurs opportunity cost. And most importantly, we
acknowledge that, given this context, committing increased funds to EDC might be perceived as a poor
allocation of taxpayers’ money.
In order to forge an effective path forward, EDC recommends that the Commission temporarily pause
regular meetings, following this week’s May 2022 meeting. We make this recommendation not because we
no longer believe in Waterford economic development, but rather because we believe that the current
incarnation of EDC has been so wholly ineffective, for so long, that a clean slate presents an opportunity to
reimagine, rather than revise.
We recommend that RTM form an Ad Hoc Economic Strategy Task Force, for a term of six months,
consisting of three to five residents plus First Selectman Brule and Planning Director Piersall. This working
group would take on a singular deliverable of co-creating—with the public—a Waterford economic
development strategy that works for our community. All current EDC members offer to participate on this Task
Force, or in other capacities advising Town leadership on economic opportunities.
At the conclusion of the strategy work, we recommend that RTM and EDC membership craft municipal
enabling legislation to support and reinstantiate Waterford EDC to achieve its defined strategic goals.
We are confident that doing this difficult but necessary work of pausing, aligning, and then rebuilding will yield
far greater economic impact and vibrancy for our community.

24 items listed with no activity but funding was appropriated years ago.
Since receiving that report | reached out to the Police Dept., Public Works, Building Maintenance.
Director of Planning, Utility Commission, Fire Dept. and the Finance Director. Attached are their
responses as of the May 10th.
It is very disappointing to me that following RTM approval the response form these Departments
takes many months and even years before the work items are completed.
Since August, 2022 we had 5 Special Meetings on the following projects.
1. Town Hall Egress - approved 8/19/21- just found out that more funding is needed- may be
rescheduled for fiscal year 24
2. Jordan Village sidewalks- approved 8/19/21 - bids recently received
3. Town Hall Blast Proof Entrance door- approved 8/19/21 - work to be completed in May
4. Fire Department Hydraulic Equipment- approved 10/28/21 - to be completed in June
5. Community Center HVAC - approved 1/3/22- just found out that more funding is needed
| realize that we as RTM members have no control of the process following our authorization
for the funding, however, it appears to be a lack of seriousness in following through with the work
from the various Departments.
This report is for your information. However, the RTM needs to know, at least on a quarterly
basis, the status of each project. This is the only way the RTM can actually know what
is or is not getting accomplished. | am getting tired of having SPECIAL MEETINGS for items that
do not get completed within a reasonable time.

1. ESO Fire RMS Software
The description says "PO Opened"
What does that mean?
ESO, is our software we use in Fire to write all reports, inspections, investigations. This is sent to the State and Federal
Fire Administration monthly, Our current software will be eliminated as of 10/1/22 as it is very old. Company has new
software we are changing over to. Company in process of building our platform 3-5 months, A PO was opened from
Finance to cover the cost for this transition.
2. Hydraulic Equipment
We have an estimated cost but no appropriated amount.
Where do we stand in this matter?
Monies were appropriated last year November/December RTM meeting $181,000. This project is in final stages.
Installation of these new tools is in process and estimated to be completed by June 5h,
4. Electrical Upgrade Jordan.
Working with Purchasing, project went out to bid this spring. This should be awarded at next BoS meeting 5/17. This is
an 200 amp to 400 amp service upgrade that is needed.
2. Jordan Traffic Light Upgrade. On Hold, until 1 can review project. Over this last year | had to prioritize projects.
