RE: Great Neck Elementary School Safety Improvements
Mr. Chair,
I'm am writing on behalf of the Waterford Board of Education to request the commission
conduct a review pursuant to CGS 8-24. The Waterford Board of Education, The Town of
Waterford, and the Waterford Police Department have conducted walkthrough of each of
the five schools within the town of Waterford with the specific intention of trying to make
the schools safer.
This application is specific to Great Neck Elementary School and is located at 165 Great
Neck Road, a school that was originally built in the 1930’s and replaced in 2010. The
intention of this application is for two things, to install bollards and / or heavy planters
near entrances or areas where a concentration of students could be expected and to install
fencing along the playground to limit students egress into the driveway or potential snatch
and grabs. The fencing submission for Great Neck could be back for revisions in coming
years as there is a potential expansion of the parking lot along Goshen road.
In keeping consistent with the plan for conservation and design and the stated goal of
monitoring and adapting to changing community facility needs, we feel that these
improved safety steps are aligned with both the community needs and nationwide
changes to school safety.
Attached are designs produced by Tom Linden of Linden Landscape Architects in
Wethersfield Ct, reviewed and approved by the Superintendent of Schools Thomas Giard
and Waterford Police Chief Marc Balestracci, and formally submitted on behalf of the
Waterford Public Schools.

school that was originally built in the 1950’s and been subject to multiple construction
projects in 1952, 1955, 1964, 1973, 1986, 1995, and 2006. The intention of this application
is to install bollards and / or heavy planters near entrances or areas where a concentration
of students could be expected.
In keeping consistent with the plan for conservation and design and the stated goal of
monitoring and adapting to changing community facility needs, we feel that these
improved safety steps are aligned with both the community needs and nationwide
changes to school safety.
