Multiple Town Departments, including Recreation and Parks, DPW, Planning, Building Maintenance, and the Utility Commission are 
working together to ensure efficiency and minimize costs for the project. Planning, budgeting, and funding appropriation requests are in 
progress.

The bathrooms at the Waterford Beach Park are in deteriorating condition, and the Town has identified that they should be replaced. 
Funds were previously designated for this project and the Recreation and Parks Department is advancing plans to replace bathrooms at 
both the causeway and pavilion locations. $218,987 was previously designated for this project. The Department is currently requesting 
the appropriation of these funds. An additional $150,000 is requested to fund the project. The location of the causway bathrooms 
necessitates additional funds to meet FEMA floodplain and ADA requirements.  Some work related to permitting, trenchign, and 
installation of sewer lines and electrical conduit can be done by Town employees to save costs. The attached estimated project budget, 
and this request for $150,000 take into account these anticipated savings.

TITLE:   Request to Re‐designate and Appropriate Capital Funds for the replacement of bathroom 
facilities at Waterford Beach Park.  
 
 
The bathrooms at the Waterford Beach Park are in deteriorating condition, and the Town has identified 
that they should be replaced. Funds were previously designated for this project and the Recreation and 
Parks Department is advancing plans to replace bathrooms at both the causeway and pavilion locations. 
Multiple Town Departments, including Recreation and Parks, DPW, Planning, Building Maintenance, and 
the Utility Commission are working together to ensure efficiency and minimize costs for the project.  
 
The project will be implemented in phases. The first phase involves connecting to the sewer system 
already in place at the Eugene O’Neill Theater. New sewer lines and conduit for electrical service will be 
trenched to both restrooms locations. This work is intended to be completed prior to the start of beach 
season in June. The second phase of the project involves replacement of the bathroom at the causeway, 
demolition of the existing bathroom, installation of a new shower area, abandonment of the existing 
septic system, and upgrades to the path leading to the new bathroom location. This work will be done 
before the start of the beach season as time allows, with the installation of the new bathroom taking 
place near the end of the season, or soon thereafter. The intent is to work diligently to advance the 
project while minimizing disruptions to beach visitors. The third phase of the project will include 
installation of the new pavilion bathroom.  
 
Designated funds currently total $218,987. An additional $150,000 has been requested in the FY21 CIP 
which, if approved, would bring the project budget to $368,987.  This request is to appropriate the funds 
already designated in the lines below to a single project line titled: Waterford Beach Park Restrooms.  
Appropriating these funds is a necessary step to begin work.
