Explanation:
Training, Education & Emergency is currently under budget as emergencies have been limited and most costs have been reimbursed by the Nuclear Safety Fund.
Service Contracts and Repairs is over budget due to costs of materials for the EOC project. Labor for project provided by BOE at no cost.
Dispatch Personnel is currently overfunded as the department has had vacancies duting the fiscal year due to retirements. Hiring and training is ongoing.
Dispatch Overtime us currently underfunded due to ovetime replacement costs for vacancies created by retirements.

Re: Bid Waiver-NexGen Public Safety CAD/RMS/Mobile
Mr. Brule:
The Purchasing Agent, on behaif of the Information Technology Department,
respectfully seeks a Bid Waiver to obtain a public safety CAD/RMS/Mobile software and
solution required hardware from NexGen Public Safety Solutions (CT State Contract
#041TZOO06MA) for $290,033.60, in accordance with the Purchasing Ordinance Section
3.08.050. NexGen is the sole source for the NexGen CAD/RMS/Mobile software which
is being acquired to increase efficiencies and reduce support fees for the software that
is required.
This provides services that are used by more than 95% of CT Public Safety
departments.
Funds will be made available in line 34724-55910 (NexGen Transition).

Rez Bid Waiver NexGen Public Safety CAD/RMS/MOBILE
| am requesting a Bid Waiver in accordance with Section 3.08.050 of the Town of
Waterford Code of Ordinances. The Waiver is needed to obtain a public safety
CAD/RMS/MOBILE software and solution required hardware from Nexgen Public Safety
Solutions (CT State Contract # 041/TZOO06MA) for $290,033.60.
Nexgen Public Safety Solutions is the sole source for the Nexgen CAD/RMS/MOBILE
software which is being acquired to increase efficiencies and reduce support fees for
software required for recording, reporting, and sharing public safety data between
Dispatch, Police, Fire, and outside CT State Agencies.
This software is focused on the needs of CT public safety, based out of Guilford CT, and
is currently used by more than 95% of Connecticut Public Safety
organizations/departments with many Towns currently in the process of migrating to it.

The Law Enforcement Administration System (LEAS) is a comprehensive and interactive computer
software solution for public safety agencies. LEAS Software consists of 36 Modules which are fully
integrated with each other designed around NIBRS:
= From in-house to mobile the application interface is the same allowing the end user to
learn quickly on the platform. One application, where data is utilized seamlessly
throughout all primary functionalities including CAD. RMS. AVL. E-TICKET. E-
Commerce. Business Intelligence.

Summary of Modules
Below is a summary of each LEAS module. More detailed descriptions of each module, and
instructions for using all features, are in the Help File installed with the application.
Alarms
The Alarms module tracks alarm calls entered in CAD and automatically generates warning letters
and bills for false alarms, based on user-defined parameters.
Animal Control
This module allows the agency to track and manage animal records. Pedigree, DOB, Condition,
Photo. License No, Owner, Spaded, Neutered. Incidents.
Arrests
The Arrests module is where arrestee records are entered and maintained for, including arrest,
court and booking details and information such as known aliases, physical descriptors,
employment history, vehicle information, scars, marks and tattoos, and relationships to other
individuals.
The Arrests Module has several interfaces which reduce redundant data entry and save time:
e Nexgen interfaces with the AFIS/Livescan system, so that arrest data entered in this
module is transferred to the Livescan machine.
« Arrest data entered LEAS transfers onto court forms such as Promise to Appear,
Appearance Bond, DUI, and others.
« Nexgen interfaces with the CT Judicial Information System, so that your agency can
electronically import judicial information directly into your arrest records.
0 Additionally, this module has advanced searching capabilities, including Suspect
Search and MO Search.
AVL
Nexgen AVL lets you graphically track your mobile fleet right from your desktop, displaying various
positional data including heading, speed, and location. Vehicle activity is displayed in real time and
can be stored on the database for later historical viewing.
NeXGEN
Computer-Aided Dispatch (CAD)
CAD is the beginning point of LEAS data collection and management. As calls for service occur,
dispatch personnel Jog the data which is automatically assigned system-generated incident
numbers. (Officers can also generate calls for service in Mobile CAD)
CAD Highlights:
e CAD is based on user-defined code tables, called GEO codes, which are set up during the
implementation process. Location data comes from your town’s GIS data, when available.
The information in these tables can be expanded and adjusted at any time. The tables
contain data such as your agency’s streets, intersections, businesses, units, and running
orders, and much more.
« When call locations are entered, CAD searches the Geo files and finds the corresponding
premises, so that entry of addresses and premises names is standardized.
e The integrated CAD map plots calls on a map of your town, plots active units based on
their GPS location, allows graphic entry of calls, and has a variety of other features.
* CAD interfaces with COLLECT and allows one-click import of query results onto active
calls,
« Astandalone status monitor can be used for viewing at any designated workstation so
that unit activity can be easily tracked and recorded.
e When names or vehicles are entered, the system automatically searches the Records
Management database and displays results, allowing the user to see details on an existing
person or vehicle.
« Names and vehicles entered in CAD Remarks are imported to Records Management.
e =Accident information entered in CAD Remarks imports to the PR-1.
e Alert messages are displayed for selected premises when those premises are entered for a
cail.
« Call history is displayed for all premises when the location is entered for a call. The
dispatcher can view the details of each historical call.
« = Allactivity is automatically date and time stamped and stored for future reference.
e = Call information is stored within CAD, for easy and fast retrieval of active and closed calls.
« The CAD Log displays each CAD transaction, and can be viewed by date or date range, by
call or by unit.
e¢ CAD can store running orders, so that the system will automatically recommend units for
a call based on location and call type. The user always has the option of overriding unit
recommendations.
Citations
The Citations module is used to record citations issued to a person and contains the name,
address, and personal descriptor information of the person as well as vehicle information,
pertinent information regarding the charge, and the disposition of the citation. This module also
provides places to record descriptive information about the person.
NeXGEN
Department Equipment
This module is used to record and track department equipment inventory and ordering.
Department Review
The Department Review allows the agency to track commendations to officers and an early
warning tool for on officers. The agency can customize the early warning thresholds and if an
employee exceeds the threshoid, it will be passed over to our IA Application for further
investigation.
Record complaints, excessive force, employee crashes and more.
Fire
The Fire module is an interface from LEAS CAD to 3 party NFIRS software and is only used if your
agency has purchased a 3“party NFIRS Software.
Forms
LEAS Software allows you to create and print State forms directly from the system. Some data on
the forms is imported from the data entry fields of the LEAS windows, while other data is entered
directly on the forms in yellow designated areas.
State forms are accessed from either the Forms module, which is used only to print blank forms,
or from the Arrests and Incident Reporting modules. The exception to this is the Daily
Transmittal, which is created directly from the Forms module.
Gun Permits
Public gun permits are recorded and tracked in this module, including reason for permit, any
restrictions and renewal information.
Internal Affairs
Internal Affairs Application is designed for the diverse needs’ internal affairs and professional
standards units. The system provides comprehensive tracking of all your internal affairs cases and
complaints while helping you maintain compliance with the requirements of national and state
accreditation standards.
Imaging
The LEAS Photo capture facility allows photo capture of mugshots, scars/marks/tattoos, and
documents, as well as incident-related photos such as crime scenes, etc. This feature also allows
importing of photos from other sources, as well as emailing photos taken with this facility.
Lineups can also be created using the photos taken with the Capture facility.
Incident Reporting
Incident data is recorded and managed in this module, including the nature of the offense,
involved parties, property, vehicles, and narrative reports. The Case Incident Report and
Supplement are printed here, as well as a variety of other forms, including the CT Search Warrant
application, sworn statements, and PR-1. This module contains other features, including:
e NIBRS compliance, with imbedded correction features to ensure accurate NIBRS entry.
¢ Case Management, where supervisors can assign and manage case activity to personnel.

Jail Management
The Jail Management module is a comprehensive tracking facility for the management of
prisoners.
Lockup
The Lockup module displays a list of people who are currently in your agency’s lockup facility.
From this list, you can record release dates when prisoners vacate cells. You can also access the
data entry tabs of the Jail Management module from this list.
Master Index System
The LEAS Master Index System is composed of the Master Name Index, Master Vehicle Index, and
Master Business Index. These three indexes collect, store, cross-reference and share information
entered throughout other LEAS modules on people, vehicles, and businesses.
NCIC LOG
The NCIC Log is used to log NCIC queries into the LEAS system. Each NCIC query record displays in
the record of the person or vehicle that the query was done for. You can print an NCIC Validation
Log report from this module.
NIBRS Data
The NIBRS Data module is used to verify the NIBRS data entered the system each month. It
produces error reports to facilitate correction of errors and generates the final report which is
submitted to the State.
Pawned Property
This module maintains a record of pawned property. When a description of a pawned item is
entered, LEAS automatically displays a list of stolen items of the same description and the
corresponding incident number.

Personnel
This module is where all agency personnel are entered into LEAS. This module interfaces with
other LEAS features, including the CAD and System Access modules and the Scheduling modules.
Property
This module tracks and manages impounded property, including chain of custody. One database
allows agencies to collect, manage, retrieve, and transfer with ease your evidence. Zebra printers
are provided to barcode all evidence and scan with wireless scanner. Running full inventory
reports and audits makes your evidence room secure and effective.
Registration
This module allows the agency to record registrations of property registered by members of the
public, such as bicycles.
Reports
This module allows users to generate administrative reports from data entered the system.
TOT
The Booking module is used to record the placement of a person in a cefl when that person is not
an arrestee of the holding agency (e.g., if the individual is being held for another agency or if the
person has been detained on a warrant and will be turned over to the issuing agency).
Training
The Training module manages department training information, including setting up course dates,
locations and times, scheduling personnel for training courses and recording scores and
certification of personnel.
Vehicle Maintenance
This module allows agencies to maintain a complete profile of agency vehicles, including
maintenance records and gas log.
Warrants
The Warrants module maintains a record of warrants applied for by the agency, tracks the
disposition of each warrant, and allows the user to create and print an Arrest Warrant Application
form. This module also allows the entry of information about a wanted person, including physical
descriptors, vehicle information, known aliases, and relationships to other individuals.

Nexgen Mobile CAD and RMS is a seamless integration from the MDT to your in-House Software Solution at your

cruiser as you would see in the station. Providing a user-friendly environment Mobile RMS has the same Arrests,

Nexgen Statistical Analysis:
\s a built-in comprehensive report writer for public
safety. Information from LEAS directly feeds report
module from data entered from CAD. This reduces data
entry effort for analysis since the information was
already entered once in the system for Call for Service.

Nexgen Reports Module:
Allows administrative reports to be driven through all data entered through the entirety of the
LEAS. Comprehensive reports provide granular detail is already built into the LEAS for the end
user. Approximately 50 prebuilt reports are provided with the solution. All searchable fields can
produce reports. l.e., searching on a particular name, VIN Number, OLN, Officer and so forth,
reporting capabilities are limitless.
Incident Management
Allows operations to be effective and proficient in managing officer reports. Incident
Management streamlines department workflow and provides a high-level view for the supervisors
to know which officers and shifts are behind on reports, which reports are being worked on and
who has completed reports.
Each time an officer logs on to their MDT, it will display the itemized list of reports not completed
and color code them accordingly. Information also shows the officer if a report has been returned
by their supervisor for corrections to be made.
