Application Fee for Independent Consultant Review
Dear Sirs,
In accordance with Section 20.5 of the Waterford Inland Wetlands and Watercourses regulations,
the Conservation Commission requests an independent consultant perform a technical peer
review of the application materials and the potential for inland wetland impacts associated with
the proposed development activity. The Town’s third party engineering consulting firm SLR has
been contacted to conduct the peer review. A copy of their scope of services is attached.
Please submit a check payable to the Town of Waterford for $7,750 dollars to cover the cost of
this technical review. This fee must be paid within 10 days of the applicant’s receipt of this
notice. Any portion of the fee in excess of the costs incurred by the consultant will be refunded
to you no later than 30 days after publication of the Commission’s decision.
To facilitate the Commission’s review of this application, your prompt submission of the
application review fee is requested. This fee must be received prior to the issuance of a notice to
proceed for the independent review services.
Please note, this technical review fee is in addition to the public hearing fee of $400.00 dollars
required per the fee schedule in accordance with Section 20.4. Please submit the fee amounts as
separate checks, payable to the Town of Waterford.

Dear Ms. FitzGerald,
SLR International Corporation (SLR) is pleased to provide you with this proposal to offer a technical peer
review of plans for the proposed residential development at 109R & 131 Clark Lane in Waterford,
Connecticut. SLR will review the materials provided by your office for consistency with sound engineering
practices. The review will include an analysis of the potential wetland impacts by a wetland scientist. It is
our understanding that the Waterford Inland Wetlands Commission will hold a public hearing scheduled
for January 26, 2023.
SLR will conduct the following services for the review of this project:
SCOPE OF SERVICES
1. Obtain a copy of the application package, permit drawings, and available documentation prepared
by the applicant.
2. Conduct a site inspection to evaluate the existing site conditions on site and neighboring properties.
3; Review the application package, project plans, and other documentation submitted by the applicant
and provide the commission comments and/or questions relative to that information. Review
comments will be limited to potential wetland impacts and engineering design elements based on
technical requirements of the Town's Regulations and applicable State of Connecticut Stormwater
Quality and Sediment & Erosion Control Guidelines.
4, Review revisions to the application or supporting materials that may be provided by the applicant.

PROFESSIONAL FEES
The above services will be performed on an hourly basis at our preferred rates (copy attached) plus direct
nonsalary expenses. A total of 45 hours is assumed necessary for this work, and the total fee will not exceed
$7,750 without prior authorization from the Town. Reimbursable expenses, including mileage, postage,
and reproduction, will be billed as direct expenses in addition to the project fee.
STANDARD TERMS AND CONDITIONS
This proposal is subject to our Standard Terms and Conditions, which are attached hereto and incorporated
herein.
ACCEPTANCE
If the above satisfactorily sets forth your understanding of the arrangement between us, we would
appreciate your signing one copy in the space provided and returning it to us for our files.
