The Waterford Police Department currently utilizes a Sea Arc marine vessel purchased via grant in 2012. The vessel needs to be
repowered, two Yamaha 300 engines are requested as these were the specc'ed engines when purchased. This vessel is split with the
Town of East Lyme, so only one of the two engines should be purchased by Waterford, East Lyme is aware of their responsibility for
purchase. The quote shown is from a local vendor. The Police department is attempting a grant for the motors, which will be applied for
in April 2021.
The police department is making a grant request for these engines, it is already written for presentation in April 2021. If
awarded, the town would need to make a 20% match.

The Waterford Police Department currently utilizes two mobile license plate readers (LPRs), and has used them since 2009. The LPRs
scan license plate number and letter sequences looking for stolen cars, vehicles associated with arrest warrants, missing or endangered
persons, and motor vehicle violations. The LPRs have been used to solve countless crimes in their eleven plus years of use, and now
need to be replaced.
The LPRs were originally purchased under a JAG Byrne grant, as JAG Byrne grants are frozen in Connecticut at this time, we
are requesting town funds. If JAG Byrne grants become available we would seek to make the purchase through that source of

The WPD impound yard has been in place since the building was built in 1992, and no covered storage was ever installed. Currently
there is a conex box that we utilize for bulk evidence items and some equipment storage, which leaks and isn't suitable for our needs.
This covered storage would be used for bulk evidence and road signage. The gates that are part of the original 1992 install are worn and
sagging, which leads officers to have to lift and swing them, hands are often pinched in the locking pole mechanism. The current gates
are a swing out type, we seek repacement with a tracked sliding gate, as this will not be affected once the parking lot is re-paved. 5%
extra is included for site work, including electrical stub in.

Traffic mesageboards are electronic signs that sit on the sides of the roadways in town that provide directions, information, or notices
for a wide variety of issues. They have been utilized for speed enforcement, high school graduations, COVID notices, and numerous
other reasons. As we do our best to keep out townspeople informed of any upcoming issues, or provide direction during times of crisis,

availabe.

The WPD has participated in the US Secret Service, Connecticut Financial Task Force Eastern Technical Investigative Group since
November 2017, with one officer assigned as a Mobile Device Examiner. The other local police agencies are New London PD
(Network Intrusion), Norwich PD (Mobile Device Examiner), and Groton Town PD (Computer Forensics). The unit provides support
and resources for local police departments in New London County. Crimes such as counterfeit currency; bank fraud; virus and worm
proliferation; access device fraud; telecommunications fraud; Internet threats; computer system intrusions and cyber-attacks;
phishing/spoofing; narcotics; Motor Vehicle Forensics supporting serious motor vehicle accidents, assistance with Internet-related child
pornography and exploitation; and identity theft are investigated. This request is to purchase equipment to supplement the $30,000
given to the assigned officer by the USSS, to continue these investigations.

The WPD has employed in car cameras for three years, with much success protecting the public and officers. These cameras are now
part of State law, part of the "Police Accountability Act" signed in 2020. The current in car camera system will eventually need to be
replaced so that the WPD stays current with evloving legislation. This request is a placeholder, showing what a potential expenditure
would be five years from now for planning purposes.

The locker systems in the police department are as old as the building (built in 1992), The lockers are dealt with on a 24/7/365 basis,
and house all of the Officer's equipment. This equipment has grown over the years, to include gear bags, uniforms, boots, bulletproof
vests, patrol rifles, tasers, and other items that must be brought to the cruisers on each shift. The lockers are not vented, and allow sweat
and mold to build up. The requested lockers have an attached bench, allowing for more room in between, as well as a bottom trayed
drawer, which lets bulletproof vests (sweaty) and boots (wet/snow) to be separate from the rest of the equipment. Most importantly, the
requested lockers tie into the current HVAC system, allowing for ventilation to the uniforms and equipment. Also included are
electrical outlets and USB connections for mobile electonic items that officers now take on patrol daily.
