MEMO
ATE: August 22, 2022
OQ: Ad Hoc Committee on Fleet Management Variances
ROM: Ryan McNamara, Asst. Director of R&P
Fleet Management Variation Request
he Recreation and Parks Commission would like to request a variance to the Town of
aterford Fleet Management Plan.
he plan currently has funding to replace tag number P65 — a 2013 Toro. Sidewalk Snow
emover and seasonal mower - in the amount of $56,000.
Recreation and Parks Commission has steadily improved the maintenance operations to
pppropriately care for Town assets and the growing community. In these endeavors we
eview and identify ways where efficiency and operations can be furthered. In this
particular case, we have identified base-model units that can provide a variety of tasks
aside from just mowing. These base units are more cost effective to replace (Ventrac base
borox. $30,000 and a Toro mower approx. $67,000: quotes attached) and will continue to
provide use outside of mowing responsibilities. Ventrac base units can attach quickly to
mowing decks, sidewalk snow removal, sidewalk and parking lot brooming/cleaning,
small front loader for small projects and tight spaces, grapple teeth and hooks for removal
of tough plantings and wooded debris.
his type of machine could allow for additional trail maintenance/snow
conditions/mowing/gardening-mulching-tilling/etc, The biggest selling point is that the
attachments tend to last longer than the operating machinery, providing pathways to long
erm savings by replacing $70,000 mowers with $30,000 base units and an attachment or
wo to allow for continued maintenance improvements.
oro was also a difficult partner to work with as the parts are proprietary and their service
en come out for electronic repairs/code readings. The new.system would allow for
better ease of maintenance while also providing a larger scope of work projects and
opportunities.
Attached are quotes from Ventrac and Toro, both off of the Sourcewell State Contract
with a total of $58,818.81 (Ventrac) and $67,485 (Toro),
[Che difference from the Fleet Management Plan ($56,000) and the Ventrac State pricing
($58,818.81) is $2,818.81.
(Thank you for your consideration of this request.

TRACTOR COMPATIBILITY KEY: RRR BEER
Dual Wheels are available for the 4000 series tractors.
They are designed to increase stability, traction, and safety
on slopes. Dual wheels are also great for reduction of soil
compaction on delicate ground. Once the dual hubs have
been installed on each wheel, the duals can be quickly
mounted and dismounted.” -
Duals are recommended for sandy soils or where a broad
distribution of tractor weight Is desired, including when
driving sideways on slopes greater than 20 degrees (not
to exceed 30 degrees).
Duais are only one of numerous considerations for safety
on slopes; speed, terrain, regularities, and stopping the
unit are other serious factors to consider
for safe operation of the tractor.
“Recommanded ire pressure for dual wheels can be found
