- Section 3.12.145 - Exemptions for Veterans with TDIU
- Section 3.12.186 - Alternate exemption for dwelling or motor vehicle of veterans’
surviving spouse
2. Registrar of Voters (RoV) Salary Adjustment
Meeting Date: May 1, 2024
Action Taken:
- Recommended increasing RoV base stipend to $33,812.16, retroactive to January 1, 2024,
due to expanded responsibilities from Early Voting.

2. Review of Ordinance 3.17 — Fleet Management (RTC 08/04/2025)
Meeting Date: August 20, 2025
Status: Background presented by RTM Member Tim Condon regarding concerns over long-
term affordability and sustainability of fleet expenses.
Next Steps: Draft language to be compiled by Town Attorney Rob Avena and Finance
Director Kim Allen for committee review.
3. Salaries of Elected Officials
Meeting Dates: January 27, 2025 (Committee); December 2, 2025 (RTM)
Status:
- At the recommendation of Town Counsel, the issue was tabled for the next RTM to take
action.
- On December 2, 2025, the RTM discussed a letter from the First Selectman (attached) and
referred the matter to the Finance, Wage & Personnel Committee.
- The committee met on January 27, 2025, and discussed the disparity in salary increases
between elected officials and non-union municipal personnel (NUMP).
- It was noted that elected officials often received half the increase awarded to NUMP over

the past decade.
Recommendation:
- A motion was unanimously approved to report the issue out of committee with a
recommendation that the RTM annually increase elected official salaries by the same
percentage approved for NUMP, effective July 1, 2025.
- This recommendation is submitted for RTM consideration and possible action.
4. Future Review of Compensation Structures
Status: Further evaluations may be warranted for other roles impacted by legislative
changes.
Next Steps: Committee may initiate broader compensation studies or request additional
departmental data.
