The police department is in possession of an -Record Interview roam recording system, (serial
#CCP102152735049008/asset #.101303), which Is well beyond its life expectancy and can no longer be
suppofted.due to its dated opérating system,
The police department was able to obtain a Justice Assistance Grant in 2022 to replace the |-record system
with atnew one, which Isnow installed and in use. We are looking to dispose of the old system and remove it
fram gur asset list. Due.to the sensitive information contained on these systems, we are required to render it
unserviceable for future use and as a result, It will be properly dismantled and discarded, -

Dear Mr. Brule,
The Board of Assessment Appeals would like to respectfully request an additional appropriation of
$1,500 to add two additional/alternate members to assist the Board in hearing taxpayer appeals during
the March 2023 BAA session and to temporarily increase the pay for the 2023 appeals year to $300 a
person out of line item 10105-51010.
The Assessor's office and the Board of Appeals anticipates that there will be a marked increase in the
number of appeals this year resulting from the completion of the 2022 revaluation. The motion to
request the one-time funding for the temporary membership and pay increase was made on Thursday,
September 15, 2022 at the last meeting of the Board of Assessment Appeals. The motion was voted on,
and unanimously passed. | have attached the pertinent backup.

The Board of Assessment Appeals met on Thursday, September 15, 2022. The meeting was
called to order at 5:32 p.m.
All decisions were voted on by Board members Marilyn Lusher, Lee Couture, and David
Peabody.

Chairman Marilyn Lusher motioned to add two additional members to the Board of Assessment

_ 51010, all members unanimously voted in favor of the motion

I have reviewed the Request for Qualifications (RFQ23-105) submitted by Plan Review Services LLC.,
(PRS) fo{Building Permit Plan Review and Inspection Services”. We have used Plan Review Services, LLC
i 1 the past for third party plan reviews. It is my recommendation to award RFQ 23-105 to Plan Review
Services LLC, .
{am basing my recommendation on our previous experience with this firm and their ability to respond
- to our needs in a timely manner. Additionally, PRS has a reasonable fee structure and significant
« experience with all types of projects, both large and small.
you are aware, the buiiding department is experiencing a staffing shortage and as a result,.we have a
significant backlog of permit applications requiring review. The shortage of qualified building officials,
Issistant building officials and inspectors Is statewide, That sald, until we are able to fill the open
Assistant Building Official position, it Is my hope that we will be able to move quickly with the award of a

| RFQ for Building Permit Plan Review and \nspection Services
Introduction
The Town of Waterford seeks proposals from qualified individuals and firms to provide
plan review and inspection services on an on-call basis for the Town of Waterford
Building Department. On-Cail plan review and inspections will supplement the Town's
services in the processing and review of building permit applications and subsequent
construction projects. The successful consultant will work under the direction of the
Building Official. Plans provided to the consultant for review will range in complexity,
from small residential projects to multifamily buildings and commercial properties. The
Town intends to enter into an agreement for services on an as-needed basis for up to
two years.
Scope of Work
The selected consultant will perform duties that include:
1. Review of building permit applications and associated plans and supporting
documentation for compliance with the Connecticut State Building Code and
associated codes.
2. Communication with the Building Official for work assignments and to ensure
initial plan reviews are completed within 14 business days of assignment and
within 7 days of receipt of new information from applicants. Ability to review either
paper plan sets or electronic plans is required. Comments returned to the Town
will be in electronic format.
3. Provide on-call inspections for permitted work. The consultant will work with the
Building Official to determine a weekly schedule for inspection services during
regular business hours of 8am-4pm, Monday — Friday.
Proposal
The proposal shall include the following information:
1. Description of the individual or firm’s understanding of the scope of work and
experience and expertise in performing the work.
2. Description of the individual or firm’s approach to communication and
coordination with the Building Department to ensure a seamless and positive
customer experience.
3. Acopy of resumes, Certifications and Licenses in accordance with General
Statutes of Connecticut, Section 29-262 for all individuals who would complete
work for the Town.
4. Three references from municipalities where the individual or firm has performed
similar work.
5, An example of work product for similar services.
Fee schedule for the two-year contract term. The schedule should include hourly
rates for all professionals who will work on behalf of the Town, and any fees

associated with expedited pian review, repeat plan review, meetings with
applicants, travel, or other related services.
Qualifications
Respondents shall have all qualifications and be certified under the provisions of
the General Statutes of Connecticut, Section 29-262. Other qualifications include
thorough knowledge of building, electrical, plumbing, mechanical, and general
construction codes enforced in Connecticut; Thorough knowledge of building
materials and methods; the ability to communicate technical information to
applicants, contractors, and other professionals; the ability to recognize and
communicate code deficiencies and evaluate corrections both on plans and in
the field.
Conflicts
Proposals will not be accepted from individuals or firms with current applications or
ongoing construction projects under review by the Waterford Building Department.
Selection Process
Submissions will be reviewed by an internal team that includes representatives from the
Planning and Building Departments, A shortlist and interview process may take place
following a review of submissions. However, the Town reserves the right to select a
Consultant based solely upon the review of submissions.

All interested firms should submit four (4) hard copies and one PDF (Flash Drive) copy
of the following for review and consideration:

Re: Eugene O'Neill - Hammond Mansion
The Building Maintenance Department solicited proposals for the historical work
on the Hammond Mansion at Eugene O'Neill Theater. Although the conditional
"analysis will be performed on the entire exterior, the work will focus on the roof
and chimneys.. The Town received 5 proposals. A small committee was formed
to review and score the proposals. This committee consisted of Paul Koelle —
Facilities Manager; Abby Piersalf Director of Planning; Randalf Adkins — Eugene
O'Neill; John O'Neill — resident and myself.
After careful review, the Committee is recommending the Board of Selectmen
award to the architectural firm of Silver Petrucelli + Associates to perform the.
Conditional Assessment of the Hammond Mansion at the Eugene O’Neill
Memorial Theater Center Inc.
Funds are available through line item 31122-55893. The total cost for this
assessment will include the initial assessimenl of $14,100
Alternate 1~ Hazardous testing & reporting $ 6,500
Alternate 2 ~ Roof cuts for haz mat testing $1,000
Total cost $21,600
Please process the paperwork so this can go before the Board of Selectman at
their next regular meeting.

FEE & FEE QUALIFICATIONS
Our fee for only the assessment condition survey and recommended restorations for the Hammond Mansion
is $14,100.
Add Alternate Allowances:
Hazardous Materials Testing & Report $6,500.
Roof Cuts for Haz Mat Testing $1,000.
Our fees include all customary reimbursable expenses, including in-house progress printing, review
documents, in-state travel, and CAD services, We assume that the Town wil] make the CAD data files of the
existing floor plans available to us. Any additional services that you may require during the project can be
compensated on an hourly cost-plus basis, in accordance with our Standard Hourly Rates which are below. If
the scope is well defined, a mutually agreeable fixed fee can be negotiated. All other terms of our agreement
will be in accordance with a contract we can prepare. .
We are capable of providing a wide range of additional services should you require the assistance or should the
project scope be revised.

Condition Assessment, Design and Contract Administration
Roof and Building Envelope for the
Mansion “Hammond Mansion” at Eugene O’Neili Theater Center

Intent:
The Town of Waterford (the Owner) is seeking a consultant with historic preservation experience for the building
known as the “Hammond Mansion” located at the Eugene O'Neill Theater Center. The project scope willl include
assessment of the current condition of the exterior‘envelope (roof, chimneys, soffits, fascia, siding, windows and
doors), as well as to recommend restorations, prepare schematic designs and preliminary cost estimates, prepare
construction and bid documents, and provide bid review and construction administration. The property was added to
the National Register of Historic Places on September 21, 2008, for its architectural significance.
Proposal Requirements/ Format:
Proposals shall consist of two separate sections; Part A Qualifications and References and Part B, Cost Proposal. Six
(6) copies of Part A along with two (2) copies of Part B, in aseparate sealed opaque envelope are to be submitted.
Part A will be used to select consultants for interviews and final selection.
Part B, the cost element, will only be for the assessment condition survey and recommended restorations phase of the project.
They will be opened by selection pane! after the interview process has been completed and the consultants ranked.
The Town will negotiate with the selected consultant for the Design Development, Final Design Service, and Construction
Phase services. These costs are not to be included in Part B above.
The Town will not be liable for any costs incurred by propasers in preparing their submittal or associated costs. The
proposer shall furnish the Town such additional information as may reasonably be required to evaluate their proposal.
Inquiries:
The Town will conduct a pre-bid site meeting at the building, 305 Great Neck Road on Juné 27 at 10:00. am: It is not
mandatory that a proposer attends this meeting.
Questions concerning the work requirements of this bid shall be submitted in writing to the Purchasing Agent via email
at rdummett@waterfordct.org. Questions must be submitted by close of business on July'5:2022, Verbal inquiries and
any subsequent verbal responses will not be binding to the Town of Waterford.
The proposals Part A Qualifications and References and Part B, Cost Proposal are due on July. 14; 2022 at 11:00
a.m.in the Office of the Purchasing Agent, 15 Rope Ferry Road, Waterford CT 06385.
Proposers are reminded to check the website for updates and information at the Town of Waterford Website.
Basis of Award:
The results of Part A, will be tabulated prior to the opening of Part B. After the envelope containing Part B Cost
Element is opened, total scores will be determined by adding the point received for Part A and the points received for
the Part B-Cost Element. Total score will be determined by the following formula:
Part A- Scare (maximum 70 points) = ((preposers score)/ (highest ranked firms Part A score)) x 70
Part B - Cost Score (maximum 30 points) = (lowest responsible bid cost)/ (proposers submitted bid cost))

The firm with the highest Total Score will be considered the “lowest responsive and responsible" proposal and will be
recommended to the Board of Selectmen for award.
The form of the contract will be the latest version of the AIA B101 as modified by the Town,
PART A: Ratin iteria
Qualifications and Experience 70 Points:
20 points - Design expertise & technical competence and experience of project personnel and sub
consultants.
25 points - The firm's presentation demonstrating their creativity, capacity and capability to perform the
proposed services.
25 points - Past record of performance of the Prime Consultant on similar historical renovation projects.
PART B:
CostElement 30 Points:
Submission Requirements,
The Consultant's Proposal shall include:
A) the ownership structure and brief history of the prime consultant, their qualifications in the conduct on
similar projects, related experience (see Minimum Qualifications below), and resumes of key project
leaders;
B) adescription of the sub-consultants on the project team, an outline of their qualifications and an overview
of personnel to be directly involved in the project;
C) A description of how the firm proposes to conduct the scope of work:
D) The proposed completion date for the initial condition assessment findings and Schematic Design phase
tecognizing that time is of the essence.
Voluminous brochures describing unrelated work are discouraged.
Minimum Qualifications
To be deemed a Qualified Proposer, the selected consultant shall be led by an accomplished Architectural or AE Firm
’ with historic preservation experience meeting the qualifications detailed in the Secretary of the Interior's Professional
Qualification Standards 36 CFR Part 61, have a proven successful record of renovation and building code experience
of at least 5 (five) historical buildings similar in size and scope that has been completed within the past 10 (ten) years,
including project name; address; brief project scope; total project cost the Applicant was responsible for, and contact
information for references.
Introduction
The Town of Waterford leases the land and several buildings to the Eugene O'Neill Memorial Theater Center Inc.
One structure is known as the “Hammond Mansion” and serves generally as the administrative offices and
cafeteria.
The building has experienced several roof leaks that were professionally repaired. At the time of repairs, it was
observed that the roof, brick chimneys, wooden gutters and other building envelope members were in decline and
need to be addressed. Currently, the roof repairs are holding. The current roof is a mixture of different roofing
systems and repair methods.
Although the Condition Survey phase will be for the entire building envelop components, it is the Town's opinion
that the main focus will be on the roof and chimneys, with appropriations for the other components funded in the
following fiscal years.
It is the goal of the Owner to prioritize and implement work according to the findings determined during this condition
survey phase. This project phase is funded through the ARPA Grant Program, therefore the deadiine for expenditure
of all funds, including construction, is December, 2024.

The Consultant shall perform an exterior building condition survey including the management of necessary and
prudent inspections and tests of the building and immediate surrounds to evaluate the roof, brick work, soffits, fascia,
windows, doors, steps and ramp conditions, and to make recommendations for their remediation, enhancement or
replacement. The Consultant shall then prepare an analysis and report to outline the code deficiencies together with
historic preservation measures. It is envisioned that not more than 4 night meetings will be required for Board and
Commission reviews, Regular progress meetings with staff will be during normal working hours.
All proposed improvements shall meet the Guidelines for Preserving, Rehabilitating, Restoring & Reconstructing Historic
Buildings administered by Connecticut's State Historic Preservation Office.
The scope shall include:
Building Envelope
Exterior masonry walls, soffits, fascia both decorative and standard
Exterior windows and doors, gutters and downspouts
Roof openings
Siding
Roofs, both pitched and flat
Plumbing
Vent stacks
HVAC

Additionally, the Consultant shall include in the cost of this phase, at least four hours of a professionals time to assist
the Owner in the preparation of Grant Applications to complete work not funded through ARPA.

Design Development and Final Design Services
Following approval by the Town of the schematic design and design development drawings, the Consultant shall make
revisions to the design drawings as directed by the Town, and in response to comments fram the Town Departments,
Boards and Regulatory Commissions. The Consultant shall attend periodic progress meetings with the Owner during
normal business hours.
The Consultant shall file for all permits with the Town that are required for the project.
The Consultant shall prepare final design drawings and specifications for the various items of work and include such
details, typical sections, tables and notes to sufficiently bid the project.
Cast estimates shall be prepared by a seasoned estimator of the Consultant utilizing a blend of facilities construction
costs, the latest industry cost data, and most recent experience in the marketplace. The total cost shall reflect the
contractor's general conditions, overhead and profit, recommended contingency cost, and an inflationary adjustment for
one year from the date of publication of the estimate.
The Consultant shall ensure that all construction documents are compliant with all applicable laws.
The Consultant shall furnish two (2) printed copies and one electronic copy of the bid-ready, final construction
documents, drawings and specifications to the Town, and be available to present and review them in person with the
appropriate Town Departments, Boards and Regulatory Commissions.
The Consultant shall revise the documents in response to the comments and provide two (2) sets of Contract
Documents, drawings and specifications. One electronic copy of all drawings shall also be submitted for the use by
the Town.
The Town will provide Waterford’s standard front end contract language (boiler plate) which includes the A201 as
amended.
Construction Phase Services
Bid Phase Assistance - The Consultant shall:
Assist the Owner with developing contractor interest to obtain bids from quafified contractors,
e Participate in the pre-bid meeting(s),
« Respond to Requests for Information regarding construction bid documents, and assist in the issuance of
addenda,
« Advise the Owner regarding potential issues with bidders,
« Evaluate substitutes proposed by the bidders,
« Attend scope review meetings with Owner andbidders.
