RE: Additional Appropriation — 2022 Revaluation
in completing the 2022 state-mandated revaluation the Town contracted with Federal Appraisal LLC to
provide specialized appraisal services specific to Millstone Nuclear Power Plant. A bid waiver in the amount of
$37,000 was approved for the appraisal services by the Board of Selectrnan in October 2021, however the
funds were never appropriated. Services were rendered in July 2022 and the attached invoice for $19,744.20
was paid from account 20501-57639 (revaluation).
This additional reval-related expenditure was paid out in FY22, resulting in a reduced carry-over balance
available in FY23 to cover the remaining revaluation expenses. Account #20501-57639 currently has a deficit
of -S6,547,47.

20501-57639 (revaluation) to cover the year-end deficit.

Dear Mr. Brule,
The Utility Commission respectfully requests from the Board of Selectmen an additional
appropriation of the funds for the Old Norwich Road Wastewater Pump Station Comprehensive
Upgrade Project. Competitive bid results for this project were received on August 10, 2023. The
lowest bid received was from Holzner Construction in the amount of $2,113,850.00, bid
tabulation attached. Funds currently available for this project are $1,020,041 in ARPA funds and
$549,825 in CNR L.L. # 20531-57816 for a total amount of $1,569,866.
An additional funding request in the amount of $755,369 is hereby requested in order to make up
the shortfall of available funding and allow for a 10% contingency in the event unforeseen items
are encountered during this comprehensive rehabilitation process.

The Waterford Utility Commission is working on a project to rehabilitate the water tank at 45R Fargo
Road, Waterford, CT. The project requires the temporary relocation of the radio antennas mounted on
the tank that are part of the Town of Waterford emergency radio communications system for police/fire
and EMS. The system must be kept operational during the utility work, and the antennas must be
moved before the utility work may begin.

Land Mobile Radio Systems Relocation Project
Overview:
This project involves the complete removal and replacement of the interior and exterior coating system of the Fargo Rd Tank
Site. The tank is approximately 130’ high. This will involve the removal of all appurtenances on the tank and there will likely be a
containment system installed on the exterior of the tank. The existing exterior coating system is a lead-based paint.

Identified issues-
o Relocation of the antennas — There are 3 antenna systems that have been identified as needing relocation and 9 that
are identified as no longer in use on the tank.

communications shelter and HVAC units will likely be within the containment system. Provisions will need to be
made with the contractor for access to the shelter and the HVAC units that does not invalve entry to the
containment system.
o Fiber relocation — The fiber feed for the system enters the tank and then exits the tank and crosses the cable tray and
enters the shelter, The fiber is. unprotected in the tank and will likely get damaged in the interior blasting process.
Since the flber only services the public safety shelter we recommend relocating the fiber out of the base of the tank.
o Removal of other Equipment — There are 6 apparently abandoned mounts that are on the tank and will require
removal (one is in use for the School Bus repeater).
© New Installation - Contractor has elected to provide their own mounting solution. We recommend that this
salution be looked at and approved by a structural engineer. A single 2x2 tube seems unlikely to properly support
a 20' long antenna. We also need to maintain maximum separation between the two 800 MHz antennas. The
distance should be greater than or equal to the existing separation. Cabling and antennas will be reused and
jumpers added to extend the height of the antennas. We recommend new antenna lines once the project is
completed.
o A cable entry system should be installed to allow for appropriate and maintainable cable management. Cable
management should be installed on the tank roof and interior. The cable entry installation will be complicated
since the antennas are not being relocated - this may result in downtime for the installation of the new cable
entry. There is a high likelihood for an RF Energy Hazard on the roof of the tank that will be created by this new
location. The system transmitters may need to be disabled during the hours that the contractor is working on the
top of the tank. This would include the School Bus system at the tank.
Proposed sequence of events:
Purchase new cable and connectors to have materials on-hand for the start of construction.
When containment and new mounting installation is complete by painting contractor, Goosetown will install the new
jumpers and raise the antennas up to desired location. There will be some downtime of the site during this time.
We will need 5 antennas on the mounting system(s) — The antennas need 6’ minimum between then and the
trunked antennas require 30’ between them horizontally.
The antennas will need to be 8’ above the maximum working height for the painting crew.
The Trunked RX Tower Top Amplifier will need to be relocated unless there is a spare available.
Relocate the 6 GPS antennas to the shelter.

We respectfully request an additional appropriation for a new Capital Improvement Project that is
outside of the town’s budget cycle. The Town Safety Project, which is a collaboration between IT,
Police, Fire, Emergency Management and the Board of Education, has been in review for
approximately one year. The participants took the necessary time to review current systems,
immediate needs and the future needs to improve the overall safety in Waterford,
The Town Safety Project covers numerous safety measures to include cameras at town and school
facilities, physical barriers such as fencing and bollards, signage and other needed supplies as
determined by the project managers. The systems that are currently in place are at end-of-life
and are in need of replacement and/or upgrade. Additions to existing systems and new systems
are all part of the project to ensure the overall safety in town. The IT portions will allow better
communication and information gathering before, during or after an incident, whereas the
barriers proposed will allow for advanced alerting, increased reaction time and delay and/or
interruption to those causing such incidents.
The cost of the project is $1,888,476 with an additional 5% or $94,424 for contingency funding for
unexpected costs ($1,982,900). The costs were calculated by speaking with vendors, obtaining
quotes and seeking process for labor and materials through various methods. There is no grant
funding for this project so the request is sought from town funds as deemed appropriate by the
governing boards and commissions.
