If you are due for inspection, we have also provided an inspection form. Please complete and sign all forms and deliver or mail all required application documents to the following address: WATERFORD HARBOR MANAGEMENT COMMISSION C/O Waterford Public Safety Building 204 Boston Post Road Waterford, CT 06385 Please include your payment in full with all required documents, including a copy of your most recent inspection report. Once received, the Harbor Master will review your application. Once the Harbor Master approves your application your 2025 sticker(s) will be mailed to you with an instruction sheet. Please note that our approval process could be up to two weeks and we appreciate your patience. If any documents are incomplete or missing, you will be notified via phone or email and the approval of your application will be delayed. Note: ALL PULLEY POLES MUST HAVE AN ANNUAL INSPECTION Boat Registrations and “Certificate of Decal” Connecticut law requires that all boats with motors, regardless of size, and sailboats powered by sail alone, 19 1/2 feet or longer in length, be registered and numbered before launching. If you purchase a boat that is currently registered, you are responsible for seeing that it is registered in your name. All vessels must be registered with the Department of Motor Vehicles (DMV). Evidence of ownership must be submitted at the time of registration. Upon receipt of the application and fee, an identification number will be assigned and a certificate of number/registration will be issued along with two validation decals. The registration will be valid until April 30 of the following year. Connecticut vessel numbers stay with the boat as long as it is registered in the state. Normally you will receive a registration renewal from DMV early in the calendar year. If you do not register the boat for a year, you will not receive another renewal notice and you must go to a DMV office to renew your registration. Certificate to Be On Board A certificate of number/registration or certificate of decal/registration must be on board the vessel whenever the owner or any person authorized by the owner is aboard. The exception would be for rented boats that the operator will carry a rental agreement in lieu of a certificate of decal. A permit holder shall have priority rights to the same mooring, if renewed by April 30 of each calendar year. All moorings and pulley poles are issued a 4 digit number. You MUST contact the Harbor Master for approval prior to contracting for installation of new moorings/pulley poles. For your convenience, permit application forms are enclosed. Please be certain to provide current and accurate information, along with your e-mail address and phone number. Complete all information and include a copy of your current inspection and your current vessel registration for the current year. > NEW mooring applications: $100.00 (Note that no new pulley pole permit applications are being accepted) > RENEWAL mooring or pulley pole applications: $75.00 (Renewing a 2024 mooring or pulley pole permit) Please complete the application forms and return ALL required pages, along with your check, by April 30, 2025 to: Waterford Harbor Management Commission Waterford Public Safety Building 204 Boston Post Road Waterford, CT 06385 It is the responsibility of each vessel owner to have his/her mooring inspected by a qualified, approved inspector at least once every three years. The renewal will not be approved without a current signed inspection on file. If you have not had your mooring inspected within the past three years, please contact an approved, qualified mooring inspector from the list below. If you have a pulley pole it MUST be inspected every year, please contact an approved, qualified mooring inspector, from the list below. If you would prefer to use another inspector that is not listed, you must obtain permission from the Harbor Master, David Crocker. *Only vessels up to 16’ may use pulley poles. If you wish to use a qualified inspector NOT on the list on the attached list, you must first contact the Waterford Harbor Master, David Crocker at (860) 442-5994 for approval. After approval of your 2025 permit application, your 2025 decals will be mailed to you. The decal #2 must be affixed to your mooring ball approximately 2 inches to the right of your permit number; the #1 decal must be affixed to your vessel. All inspectors must use the current years’ inspection forms issued by the Waterford Harbor Management Commission only and have prior authorization from the Waterford Harbor Master, David Crocker before installation. The color of the decals will change each year and will be marked with the year and your 4 digit permit number. Upon approval of your 2025 permit application, your 2025 decals will be mailed to you. The decal that begins with #1 must be affixed to your vessel and the other decal that begins with #2 should be affixed to your mooring or pulley pole. By signing this form, you are acknowledging the following: e Your buoy is white with a clearly visible horizontal blue reflective band around the circumference of the buoy, centered midway between the top of the buoy and the waterline. e Winter Mooring Sticks MUST be removed by May 315 and replaced by conforming buoy. e Your mooring or pulley pole permit number must be identified on your mooring buoy in numbers at least 3” in height. e You will affix your decal to your mooring buoy or pulley pole in a clearly visible spot, approximately 2” to the right of your 4 digit permit number. e If you are not renewing your mooring or pulley pole permit, you are responsible for removing your mooring tackle/pulley pole and notifying the Waterford Harbor Management Commission. e If your mooring tackle becomes “lost”, you are responsible for hiring a certified diver to search for the lost equipment and provide a signed statement to the Harbor Master attesting to the details of the search. You will not receive a new mooring permit until such search is performed and signed statement is received. e Moorings or pulley poles that are not in compliance with this permit are subject to removal by the Harbor Master, at the owner’s expense. Gear that is removed by the Harbor Master will be retained for 6 months from date of removal. The gear will be disposed of if the owner does not contact the Harbor Master or the Harbor Management Commission within the 6 month timeframe.
