WATERFORD UTILITY COMMISSION
REGULAR MEETING MINUTES
DATE:
February 15, 2022
PLACE:
1000 Hartford Turnpike
PRESIDING:
Chairman Ken Kirkman
MEMBERS PRESENT:
 Steve Negri and Ray Valentini
ALSO PRESENT:
J. Robert Tuneski, Liaison for Board of Finance
 Staff: Neftali Soto-Chief Engineer and Jim Bartelli, Assistant Director
Chairman Kirkman called the meeting to order at 6:05 PM
CITIZEN SESSION
Mr. Howard Edwards expressed his disappointment over his claim to the Town Insurance being denied 
from a blockage in the wastewater system that caused damage to his property. 
SECRETARY’S REPORT
MOTION
Made by Mr. Negri to approve the Minutes of the Jan 18, 2022 meeting, Mr. 
Valentini seconded.
VOTE
The motion passed.
BILLING ADJUSTMENTS
The Commission reviewed the January adjustments. The adjustment report will be kept in the 
office for review.
EXPENDITURES
MOTION
made by Mr. Negri to approve February 2022 bill list, Mr. Valentini seconded.
VOTE
The motion passed unanimously.
OLD BUSINESS – REPORTS & UPDATES

FINANCIALS – WW FUND REVENUES/EXPENDITURES REPORT
The financials were reviewed.

MUNICIPAL COMPLEX REHAB – STATUS UPDATE
The committee has a few bills left to approve but there are no scheduled meeting for this 
coming year.

COLLECTIONS-UPDATE
Report was provided by Attorney Kepple and reviewed.  Office Coordinator reported that 609 
residents have received “Intent to Lien Notices”.  They have until February 25th to pay their 
balance.

TWO TOWN AGREEMENT
There was nothing new report.  Chairman Kirkman did recommend that a meeting be 
scheduled soon.

American Rescue Plan
Mr. Soto gave an update on where the department was in the different projects using the 
American Rescue Funds.
Fargo Water Tank-Mr. Soto reported that the rehab is scheduled to start this Fall.
Old Norwich Pump Station and Cross Road-Wright Pierce will have the designs done by the end 
of March.
Upgrade Control Panels-U.S. Automation has received the equipment for 4 of the pump 
stations.
UNFINISHED BUSINESS –
NEW BUSINESS
Odor & Corrosion Control Chemical bid- There was only one bid that was submitted which was Evoqua.  
Mr. Soto reviewed the details with the Commission.
MOTION
made by Mr. Negri to accept bid and award to Evoqua in the amount of $154,305.00, 
Mr. Valentini seconded.
VOTE
Passed
Other Bid Openings:
Feb. 17th is a bid opening for CCTV equipment upgrades
Feb 22nd is a bid opening for channel grinders
WATER-VEOLIA REPORT
Report was provided and reviewed.
PLANS REVIEW
No plans to review

PERSONNEL
There is a full staff and no issues to report.
OTHER
Chairman Kirkman asked the commission members to think about changing the meetings to the 2nd 
Tuesday of the month.  They will vote on this next month at a special meeting.
ADJOURNMENT
With no further business before the Commission, the meeting adjourned at 7:27 p.m.
