Callto order: Acting Chair presiding McNamara called the Waterford
Senior Citizens Commission Meeting of September 22, 2020
to order at 4:03 pm.
Establish a quorum. A quorum was established.
Public Comment: No public comment.
Approval of the minutes of the July 28, 2020 Special Meeting. Chairlady
McNamara asked for additions, deletions, or corrections to the minutes.
MOTION: Motion made by D. Judith Crawford, seconded by Anne Darling
to approve the meeting minutes of July 28, 2020 as presented.
VOTE: 7-0-0
Correspondence
a. Community Foundation of Eastern Connecticut — fund statement
Committee Reports
a. Budget — FY 2022 budget due on December 11, 2020 to Finance Director.
b. Nominating — It was noted by Joyce Viaun that during the Representative
Town Meeting held on April 6, 2020 via a Zoom Conference the RTM
voted in favor to reappoint Dina Lopes and Judith Crawford to new terms
on the Senior Citizens Commission from 4/6/2020 to 4/03/2023.
There was a discussion regarding the officers of the commission for
FY'21,

MOTION: Motion made by Rev. James Johnson seconded by Anne
Darling to move forward with last year’s officers continuing in
their position until next scheduled term end in April 2021.

c. Transportation — Van rides for medical appointments started on
September 1, rides to grocery store and errands started on September 11.
d. Planned Giving — No report. Historic Mural Wall project update - Final tile
orders are being completed and delivery is expected soon. Plans for
assembling the wall have begun.
Director/Assistant Director Report for September 2020 (see attached)
Highlights included:
There have been 106 rent rebate applications processed with the last day
being September 25, 2020. Energy assistance appointments have started. A
Flu Shot clinic by appointment is taking place in September, all slots are full.
Medicare Open Enrollment will be starting in October by Zoom meeting or
telephone.

EVENTS AND OPERATIONS: 5
Despite a lack of seniors coming to the Community Center on a daily basis, the Senior Services office has
remained busy. Each day there are many phone calls and questions to answer.
We have been processing Rent Rebate applications for seniors and disabled residents. Everyone mailed
in their paperwork or dropped it in the box behind Town Hall. So far, 106 applications have been taken.
This Friday, September 25, is the last day for applications.
Energy assistance has been a different story. We are seeing people for in-person appointments here at
the Community Center. The state requires multiple signatures and we just did not see another way to
do it, Kathy and Lisa meet with people in the arts and crafts room; we do not allow entrance into the
office space. Barb takes everyone’s temperature before their appointment and we have phone
numbers for contact tracing should that be necessary. The table, chair and pens are sanitized between
each appointment. We will also be making visits to AHEPA and Twin Haven. The resident coordinators
for each complex are helping us out by copying everyone’s documentation before we get there. This
will dramatically reduce the time we spend with each person.
Grant update: There were two grants submitted for the Open Doors Program. One was to Senior
Resources for Title Ill funding and one was to the Community Foundation of Eastern CT. Both
applications were denied. Senior Resources simply stated that they could not fund everyone.
Community Foundation seemed more promising, there were multiple on-phone interviews about our
application and the feedback was positive. In the end, the CF poured most of their grant money into
agencies providing basic support suchas shelter, food, transportation and medications.
We are hosting a drive through flu shot clinic this Friday, the 25. The shots will be provided by the
Visiting Nurse Association of Southeastern CT. At this time, all available slots are filled.
On Friday, October 2", we will be providing a “Drive-Out” luncheon: We will drive around town
delivering meals to Waterford Seniors. We can accommodate 60 and so far, we have 47 signed up. The
meals will be provided through a program that Dani Gorman at the Waterford Youth and Family Services
has access to. We will be delivering restaurant prepared meals.
