Senior Citizens Commission Meeting of
February 23, 2021 to order at 4:00 pm.
Establish a quorum. A quorum was established.
Public Comment: No public comment.
Approval of the minutes of the December 15, 2020. Chairlady, Joyce Viaun
asked for additions, deletions, or corrections to the minutes.
MOTION: Motion made by James Johnson seconded by Anita Collins
to approve the meeting minutes of December 15, 2020 as
presented.
VOTE: 4-0-2 (Anne Darling and Dina Lopes abstained)
Correspondence - None
Committee Reports
a. Budget —
The Board of Selectman passed the Senior Citizens Commission
budget as presented. The Board of Finance Hearing is scheduled
for March 3, 2021.

b. Nominating Committee -
The following three candidates are up for re-nomination. Anita Collins,
Anne Darling and Carol Sanders.
c. Transportation Sub-Committee
One of our vans will be replaced this year through a grant.
d. Planed Giving Sub-Committee- Nothing to report
Director/Assistant Director Report — Topics discussed were related to COVID
Vaccine Appointments, Outreach to Community Residents as requested,
Activities planned for March.
Lisa Cappuccio mentioned the loss of Barbara Pitkin to Youth Services and
the strain it is having on the Senior Services Department at a time when
COVID vaccines are being scheduled for many seniors and the abundance of
telephone calls for AARP tax appointments.
New Business — A vaccine clinic is being scheduled for Sunday, February 28
with Ledgelight and Senior Services.

Anita Collins moved to adjourn the February 23, 2021 meeting of the
Waterford Senior Citizens Commission at 4:44 p.m., seconded by D. Judith
Crawford.

Events and Operations:
The budget has passed the first hurdle of the very long approval process. The Board of Selectman
passed the Senior Citizens’ Commission budget as presented.
Staffing and the COVID-19 Vaccines:
First Selectman Brule has made the decision to move Barbara Pitkin from our front desk to the
Waterford Youth and Family Services dept., as you know. This happened at the exact same time that
the State of Connecticut widened the pool of seniors eligible to get a COVID-19 vaccination. We are
feeling Barb’s absence rather acutely as we scramble to help Waterford seniors navigate the process of
getting a vaccination. Unfortunately, there are many different on-line applications and very few open
appointments. The process is very hit or miss so far.
Activities & Programs
1) Waterford Senior Services was awarded a 5310 grant from the CT Dept. of
Transportation. This will allow us to replace our oldest mini bus which has reached the
end of it’s useful life. We are awaiting the final sign off from the state to begin the
procurement process.
2) We have also received a small grant from the CT Dept. of Aging and disability in the
amount of $2,500. We can use this to be reimbursed for any COVID related expenses
between March of 2020 and March of 2021. We will recoup the costs of the banners for
the buses. We have also purchased touchless sanitizer dispensers for all around the
Community Center. We have some currently, but they must be pumped by hand to get
the sanitizer. We will also be able to get back the cost of our ZOOM membership.

Tax calls - AARP virtual tax returns started 2/16/21. Volunteers scan documents at the
CC and then taxes are done remotely. People return to the CC to sign returns. AARP
volunteers scheduling appointments. Lots of calls with questions about taxes!
