additional responsibilities associated with early voting.

Motion by Kayla Mullen, seconded by Kayla Mullen to recommended that the RTM
approve an increase to the base stipend for the RoV for FY24 to $33,812.16
retroactive to Jan 1, 2024.

Moderator Goldstein,
The Finance, Wage and Personnel Committee met on Wednesday May 1, 2024 to address the
“Review of salaries of Registrar of voters due to implementation of Early Voting (RTC 04-08-
2024)”.
Currently, the RoV compensation is in the form of an annual stipend that is dispersed over 52
weeks by the Finance Department. They receive an annual increase consistent with previous
recommendations as well as an additional stipend for primaries and referendums.
The RoV was able to provide supporting documentation describing both increased duties and
training related to early voting (EV).
These increased duties include:
« Learning a new system of voting
Creating EV plans for every election
Training EV staff
Learning new software
Learning new statutes
SOTS Security Training-monthly/multiple hours
New CT Voter Registration System
New Tabulators
Managing new website
Increased stress confirmed by security meetings with Chief
Reorganization of office to increase security
Increased physical nature of position

When looking at neighboring towns with a similar active voter base and fewer polling places,
this proposed increase will more closely align with those amounts,
The committee unanimously voted to recommend increasing the RoV base stipend to $33,
812.16, or an increase of $6900, for FY24 to be paid retroactively from the date of approval to
January 1, 2024.
This increase is based on supportive documentation from the RoV indicating an additional 200
hours of work per year due to the implementation of early voting. Using the current stipend of
$26,912.16 and dividing that into 52 weeks at 15 hours per week, it amounts to an hourly rate of
$34.50. That rate was then multiplied by 200 to arrive at the proposed increase of $6900/year.
This item has been voted out of committee with a recommendation to the RTM.

I am respectfully requesting that the RTM’s Finance, Wage & Personnel Standing Committee
consider amending the procedure used for calculating the salary increases for the following
elected officials: Town Clerk, Tax Collector, Treasurer and Registrars of Voters.
Back on January 20, 2022, the RTM’s Finance, Wage & Personriel Standing Committee voted to
annually increase elected official salaries by the “least” of the following effective July 1,2022:
a) Percentage increase of the CPI-U from July of the preceding fiscal year
b) Half (50%) of the percentage increase approved for non-union management
c) One point five percent (1.5%)
Il am hopeful that the Committee and RTM will consider granting these elected officials increases
equal to the RTM approved non-union management employee increases,

of the RTM was called to order by Chairperson Kevin Girard at 7:00 P.M.

AGENDA ITEM 6: January 10,2022 Minutes
MOTION by Steward-Gelinas, seconded by Rocchetti, to approve the minutes from the January
10, 2022 meeting.
YOTING IN FAVOR: Unanimous
AGENDA ITEM 6: Salaries of Elected Official (RTC 02-01-2021)
K. Allen provided clarification on reports provided to the committee showing actual, payments to
elected officials. She explained why percentage increases calculated from actual payments may
not exactly match percentage increases the RTM had approved. She assured the committee that
percentage iricreases are paid on a base salary basis,-not inclusive of any additional
compensation an official may receive beyond salary for valid reasons.
Lengthy discussion ensued by the committee on elected official salaries,
Motion made by D. Steward-Gelinas, seconded by J. Koh! to recommend to the Representative

Town Meeting to annually increase elected official salaries by the least of the following,
effective July 1, 2022:
a.) Percentage increase of the CPI-U from July of the preceding fiscal year.
b.) Half (50%) of the percentage increase approved for non-union management.
c.) One point five percent (1.5%)
VOTING IN FAVOR: Unanimous
MOTION by Steward-Gelinas, seconded by Kohl, to recommend to the Representative Town
Meeting that the item “Salaries of Elected Officials (RTC 02/01/2021)” be taken out of
committee.
VOTING IN FAVOR: Unanimous
Finance Director Kim Allen was actioned to provide base salary figures for FY 22 and the
official value for CPI-U from July 2021 to the committee for the purpose of accurately recording
this action by the committee.
MOTION by Steward-Gelinas, seconded by Kohl, to adjourn at 8:41 P.M.
