August 23, 2022 Meeting Minutes
The Recreation and Parks Commission held their regular meeting on August 23, 2022 at the Community
Center at 4:00 p.m. Commissioner Scheiber presided.
MEMBERS IN ATTENDANCE: Erricson, Scheiber, Beaney, Santos, Elci
MEMBERS ABSENT: Cs. Hall, Chiaponne, Murphy
STAFF: Director Flaherty, Assistant Director McNamara, Program Coordinator Damon
GUESTS: Gail Boehm and Jim Auwood (Pickleball), Finance Liaison, Robert Tuneski
Public Comment: Presentation on the growing sport of pickleball and the avid population in Waterford.
Courts are currently used at Waterford Beach Park and Leary. They represent a large community of over
one hundred and fifty (150+) participants. Letters submitted in support for the court surfacing in the CIP
plan.
MOTION #1: Made by C. Erricson, seconded by C. Elci to approve the minutes of the June 28, 2021
meeting. So voted 5-0. Thank you letters from First Selectman and Kristen Widham of the Historical
Society, Resignation letter of C. Gardiner.
Director Flaherty discussed the return of the Food Truck event with hesitations from the previous results
and drain on Town department personnel.
Director Flaherty requested a review of the Lion Clubs request to host their event at the Community
Center, Motion #2: Made by C. Erricson, seconded by C. Elci to approve the request of use at the
Community Center for their event.
STAFF REPORTS: In addition, the Director reported that the speed bumps for the WBP roadway have
arrived and the project can be complete once Public Works installs the appropriate signage. The Arnold
Holmes pond update on treatments and activity was provided. A special thank you to the WBP lifeguard
staff for their recovery of a lost camper from Harkness and assisting a woman in labor from the beach to
the ambulance. Director Flaherty also mentioned the ability to secure a seasonal worker and provide
updates on the Community Center HVAC system. C. Santos inquired about the Shared Services
agreement with the BOE that should be revisited/updated. MOTION #3: Made by C. Santos and
seconded by C. Erricson to have Director Flaherty pursue the Maintainer IV replacement and original
structure of maintenance staffing. So voted 5-0.
The Assistant Director’s report included work on several projects and special event coordination. Alll
maintenance work has been complied and entered for FY’22. There is continued discussions with the
Finance Department on implementing the Special Revenue account. Breezeline is offering a program to
donate and install trees at no cost to the Town of Waterford. Waterford Beach Park and the Dog Park
have been identified for locations. Awaiting approval from Breezeline and the contract review from the
Town Attorney. A rental fee review was presented to allow for the operational changes in Community
Center rentals as well as becoming competitive with local communities. MOTION #4: C. Elci made

motion to approve the rental fee schedule but a second was not achieved. C. Erricson motioned to table
the decision until a further review from the Commission could take place. Seconded by C. Beaney. Voted
5-0
At this juncture of the meeting, Commission members presented time constraints to other obligations.
The Program Coordinator was unable to review her report and the Committee and Representative
reports were not discussed.

The Food Bank is consolidating cases of food. We’re in need of pallets to keep
them off the floor as there is no shelving. So...was wondering if there are any
extra pallets at either maintenance building. ’m checking with public works also.

DIRECTORS’ REPORT:
PERSONNEL UPDATE: Shauna Damon resigned on 8/30/22 providing no notice. The process to fill the
program coordinator position is underway.
I will be retiring on October 19, 2022 to pursue an exciting new job opportunity. It has been a true pleasure working
with commissioners, staff, and the public for the last twenty-three years. Thank you to everyone for your support
over the years. I recommend without hesitation that Ryan McNamara be appointed as the Interim Director.
BUDGET UPDATE: Initial fiscal year 2022 expenditures were $1,152,749(101%). Revenues stand at $208,383,
As of 8/31/22, expenditures stand at $337,852 (233%). Revenues stand at $150,406.
MAINTENANCE REPORT: I continue to meet with the Parks Foreman daily. Routine fall maintenance
continues. Work continues by the crew on athletic areas/parks//school grounds. Mowing continues to slow down,
and leaf clean-up and tree maintenance is being prepared for. Athletic field maintenance will be a priority. Welcome
to Chad Adams, our new maintainer III.
« Duck Pond maintenance continues. We are attempting to get our aerator repaired.
Our maintainers assisted with the Town’s 911 event and Senior Services event at the beach.
Two speed bumps have been installed at Waterford Beach Park.
A Maintainer IV “Crew Leader” posting is out for our department.
Beach wrap-up maintenance underway.
The new dump truck R-14 has been delayed but should be delivered in October. Funds were approved to
repair the R-11 dump truck.
e Park signs that need replaced are on order and will be installed soon.
MISCELLANEOUS:
e Thanks to all our staff during this busy summer season. Special thanks to our office staff who have been
completing the work of our vacant Program Coordinator Position.
* Once again, I would like to welcome our new Office Coordinator I, Eileen Sullivan. She is doing a great
job
¢ Thad a productive meeting with the First Selectman and interested residents supporting pickleball courts in
town.
ON-GOING PROJECTS:
e Leary Park & Town Hall Basketball Court Reconstruction: Additional funds will be required. 1
recommend post tension concrete courts. This is the best long term option. At the very least, both courts
need an asphalt overlay.
e Children’s Playground: A shade structure quote is forthcoming. We need to work with the Civic Triangle
Committee to coordinate both efforts. Hopefully approval for the Duck Pond dredging will happen soon,
The town is awaiting permits before the work can begin.
e Irrigation Projects at Vet’s field and Leary Park. We will need to ask for additional funds.
¢ Leary Park Lower Roadway: Planning Stage.
¢ Pleasure Beach sidewalk/Mobi-mat passed at both the Board of Selectman & Board of Finance. It will be
on the agenda at the 10/3/22 RTM meeting.
e¢ Maintenance Facility Plan: a PO has been issued and work will begin soon.
