CALL TO ORDER AND APPOINTMENT OF ALTERNATES G. Massad called the meeting to order at 6:30 PM. 2. APPROVAL OF MINUTES MOTION: Motion made by K. Petrini, seconded by K. Barnett, to approve the October 11, 2022 meeting minutes. VOTE: 5-0 3. APPLICATION RECEIPT #PL-22-16 — Application of the Waterford Planning & Zoning Commission to amend the Waterford Zoning Regulations Sections 1 Definitions: (Cannabis Establishments) and 3.24 (Prohibition of Cannabis Establishments). M. Wujtewicz stated that the application is in order for receipt and that a public hearing is scheduled for November 15, 2022 at 6:30pm at Town Hall. 4. PLAN OF PRESERVATION, CONSERVATION AND DEVELOPMENT Rory Jacobson, AICP FHI Studio, Inc. updated the Commission the progress of the public outreach regarding the plan. She described the pop up event that was held at the Waterford Harvest Festival at Waterford Beach Park on October 8", She noted that she and M. Wujtewicz attended the event which was well attended. Many people stopped at the booth and there were very constructive discussions and feedback on the plan by those attending. She also noted that there was very low attendance at both the virtual workshop on October 12" and the in-person workshop on October 18". For those that attended the virtual workshop there was feedback regarding better pedestrian and bicycle friendly pathways, especially in the Great Neck Road area. The in-person workshop was structured with more topic based discussion. The topics presented and discussed were Public Facilities and Infrastructure, Land Use and Transportation, Open Space and Conservation, Cultural and Historic Resources, Community Character, Sustainability and Resiliency, Housing and Economic Development. She raised with the Commission the possibility of scheduling more pop up events and poster boards throughout Town to gain more visibility of the plan updater and to garner additional feedback from the public. A. Piersall noted that there have been less 200 respondents to the online survey so far. She put this in context with the survey that was conducted for the previous Planning and Zoning Commission October 25, 2022 p. 2 of 2 POCD and noted that there were approximately 900 respondents to that survey. R. Jacobson highlighted some of the results attained from the survey to date and noted that the online survey will continue to be active on the website- Planwaterford.com. She reviewed the next steps of the project with the Commission including specific stakeholder meetings with other boards and agencies focused on the various topics in The Plan. The Commission discussed including additional groups to the stakeholder meetings outside of Town boards and agencies such as parent organizations, environmental organizations, business organizations, etc. and to provide staff with any additional suggestions of participants to the stakeholder meetings. 5. ADMINISTRATIVE REVIEW Nothing was discussed. 6. CORRESPONDENCE No correspondence discussed. 7, COMMISSION BUSINESS A. Piersall informed the Commission that she has accepted the position of Town Planner for the Town of Clinton and that her last day here in Waterford will be November 15", The members of the Commission expressed their wishes of good luck in her new endeavor. 8.
