May 7, 2024
Meeting called to order at 6:30pm.
Pledge of Allegiance
Members Present: Robert Tuneski, Wayne Gilpin, Ted Olynciw, Rocco Bracciale, Jennifer

Members Absent: Elizabeth Sabilia, Matthew Blankenship:

Public Comment: None
Opening Remarks: Will be a modification to # 7 in the agenda as Atty. N. Kepple
received new information this afternoon which may change what our original intent is
tonight.
T. Olynciw indicated there is no item on the agenda for Old Business. B. Tuneski
suggested it be handled under meeting minutes.
Review and approval of meeting minutes of 4/16/24:
MOTION by T. Olynciw, second by W. Gilpin to approve the April 16, 2024 meeting
minutes
Discussion:
T. Olynciw requested under Opening Remarks, the last sentence of the second paragraph
read as “B. Tuneski suggested Atty. Kepple lay out everything that needs to be agreed to
by the closing in June.” T. Olynciw stated it was his understanding that a lease, contract
and policies & procedures needed to be in place prior to the closing of the sale of the
Oswegatchie Fire Department to the Town of Waterford, set for June, Atty. N. Kepple
assured the committee that the lease and contract have been signed. An MOU is in place

as an addenda to the lease which covers the Town's commitment to work with
Oswegatchie Fire Department over the next year on the policies & procedures.
T. Olynciw voiced concern that the purchase of this property should be approved by the
RTM. Atty. N. Kepple assured the committee that by approving the contract by the RTM
this action also approved the acquisition of the property.

Phase | Report Discussion/Questions:
Discussion ensued regarding the Phase | Report as far as a Phase II recommendation.
Committee was given an email (Attachment 2) and memo (Attachment 3) from T.
Olynciw
MOTION by T. Olynciw, second by R. Muckle to accept the Barton & Loguidice (B&L)
report of April 2024 and go forward with a Phase II with B&L based on the
recommendation of the Phase I report.
VOTE: Unanimous
R. Muckle made reference to the assurance to Oswegatchie members that all will be done to
honor the remains of their mascot. Identify the burial site and make appropriate plans to have a
permanent marker. W. Gilpin indicated the burial site is in a location that should not be
impacted by construction. Director Howley stated when the demolition phase begins the site
should be protected by marking it with caution tape or something similar.
MOTION by R. Muckle, second by T. Olynciw that building committee and the Town
memorializing the location of the remains, subject to exhumation and relocation as per
alternatives.
VOTE: Unanimous
T. Olynciw stated a pre-demolition and environmental study of the current Oswegatchie Fire
Department will need to be done.

Architect Contract Review and Approval:
Atty. N. Kepple’s colleague, Eric Callahan a contract attorney, read through the contract
and added his comments. Atty. N. Kepple handed out a revised Architect contract
agreement. (Attachment 1) The committee will review document and will vote on its
approval at the special meeting scheduled for 5/14/24.


Atty. N. Kepple requested the committee authorize himself and B. Tuneski act as liasons
with Silver, Petricelli & Associates (SPA) concerning contract negotiations and bring
information back to the committee to discuss.
Atty. N. Kepple clarified the roll of the previous DRA plans would only act as reference
material by SPA. The RFP had indicated updating DRA’s plans. During architect
interviews it was stated by the architectural firm that they would be starting from scratch.
MOTION by R. Bracciale, second by P. Rafuse to authorize B. Tuneski and Atty. N.
Kepple to be the committee's liasons conceming SPA contract negotiations.
VOTE: Unanimous
Discussion of Design Attributes, Confirmation of Initial Ones:
A discussion ensued regarding specific attributes to bring forward to the architect at the
first meeting.
MOTION by W. Gilpin, seond by R. Muckle to state the committee’s initial needs of
sleeping quarters for six, three drive-through apparatus bays and a conferenceltraining
room.
VOTE: Unanimous
New Business:
a. Communication with the Architect-Process
Bob Tuneski would like to speak with SPA regarding their expectation; i.e, how they
will (be paid by the committee?) who the point of contact will be, the contact,
frequency, will there need to be touch points between the normal meeting dates so a
process can be formalized. B. Tuneski discussed with the committee having a special
meeting on 5/14/24 to review the architect's contract.
b. B. Tuneski also requested the regular meeting scheduled for 5/21/24 at 6:30pm be
moved to 5/22/24 at 5:30pm to accommodate meeting with the architect.
MOTION by R. Muckle, second by P. Rafuse to hold a special meeting on 5/14/24 at
6:30pm and move the regular meeting scheduled for 5/21/24 at 6:30pm to a special
meeting 5/22/24 at 5:30pm dependent on architect's availability.
VOTE: Unanimous
B, Tuneski proposed changing the meeting time of the Oswegatchie Fire Station Building
Committee during the summer months to 7:30pm. No decision was made at this time.
Director M. Howley referred to a previously submitted J.M. Albaine invoice which the
committee voted against paying. B. Tuneski stated he had spoken with First Selectman

R. Brule who stated he would be responsible for this invoice. Said invoice, for
$1,200.00, will be submitted to the First Selectman’s office for payment.
T. Olynciw stated the procedure of the RTM is to attach documents with the agenda.
Going forward it will be assured that this procedure occurs for this committee.
The Oswegatchie Fire Department consists of 439 and 41 Boston Post Road. T.
Olynciw stated two parcels must be joined legally as one. We will have a A-2 survey on
both parcels. Another survey will be needed showing both parcels as one.
