This vehicle is not part of the Fleet Plan and has reached the end of its service life. It was a vehicle that was
retained after having been replaced with a new vehicle, to be used solely for road jobs, It currently has 137,108
miles and 19,999 hours and all usable equipment has been removed. The vehicle has developed a water leak
which has resulted in a mildew/odor issue in the passenger compartment that has made it unfit for use.
This vehicle will be replaced in the near future by another vehicle. We are requesting that it be placed on the
surplus due to the high mileage, high engine hours, and the water leak/mildew issue,

Re: Additional Funding Cohanzie UST
The project to replace the underground gasoline and diesel tanks at Cohanzie Fire Station has
been completed with the Investigation Report being issued and forwarded to the DEEP. Even
though we have use of the tanks and dispensers, the issue of the petroleum release had to be
Investigated. Due to the detection of motor fuel during the closure of this site, an investigation
was required to determine if this release had contaminated the ground water.
The Investigation Report, attached, states, “based upon the laboratory results and the
chromatographic fingerprints, groundwater has not be impacted by either of the petroleum
releases detected during the April 2022 UST closures and we therefore conclude that neither
release has impacted groundwater and no further action is required.”
in order to close out this project, the attached scope of services from the Engineering Firm
shows an additional $11,290 is required. Line Item #33021-55867 should be increased to
complete this project.
Public Works requests to be on the next Board of Selectman’s agenda and forward to the Board
of Finance, if approved.

Haley Ward, Inc, [Haley Ward) is pleased to provide you with this Investigation Report (Ihe
Report] to document ihe installation and sampling of four groundwater maniforing wells
at the Cohanzie Fire Stalion located af 53 Dayton Road, Waterford, Connecticut (ihe
Site). A Site Plan is attached as Drawing No. $-01.
The purpose of the investigation was fo defermine whether the release of motor fuel
detected during closure soil sampling of the former underground siorage tank (UST)
systems on April 26, 2022, had contaminated groundwater. Closure assessment activities
performed during the removal of two 4,000-galion motor fuel USTs (containing diesel fuel
and gasoline} and their associated dispenser islands revealed petroleum releases in the
tank grave (gasoline) and beneath the dispenser island (diesel fuel}. Because the
dispenser island release exceeded the applicable Remediation Standard Regulation
(RSR) criteria, the release was reported to the Connecticut Department of Energy and
Environmental Protection (CT DEEP] and was given Case No. 2022-01829,
The results of two rounds of groundwater monitoring are presented herein and they
support a conclusion, in accerdance with the Connecticut Remediation Standard
Regulations (RSRs) ihat groundwater has not been impacted by either release and that
no further action with respect to either release is required.

BACKGROUND
Tne Cohanzie Fite Station is owned by the Town of Waterford and is located
approximately 500 feet (ft,) north of the intersection of Dayton Road and Kenyon Road.
Accarding to the Quaternary Gealogy Map {2010}, ihe Sife is underlain by thin til, which
is described as a non-stratified, glaciatlaid deposit overlying bedrock, and is typically
beiween 10 and 15 ft. thick. The material observed during fhe tank removal was a loose
sandy till, consisting primarily of fine-grained sand with same silt and is generally consisten}
with the map unit description of thin till, During the UST closure, bedrack and groundwaler
were not encountered fo the depih of the tank grave at approximately 12 fi. below
ground surface (gs).
The Site and the surrounding area are in a GA-classified groundwater area with public
water supply disiribution system available within 200 ft. of the Site. The Site is located
along a north-south frending ridge beiween Great Hill to the north and Twomile Hill 10 the
south. The fopography drops away moderately steeply towards the west, lo a small
Unnamed wetland located between Dayton Road and the Hariford Turnpike. A gradual
slope towards the east leads to a large nelwork of wetlands associated with Brandegee
Lake. According fo the Natural Drainage Basins Map of Waterford, Conneciicut (2012),
a major basin boundary beiween the Southeas! Cosial basin and the Thames River basin
is located trending north/south along the ticge passing through the Site immediaiely to
the east of iank grave.
The results of soil sampling performed for the Aprif 24, 2022, UST closure assessment
indicated that CT DEEP reportable releases had occurred from the dispenser island and
in the former tank grave (see Drawing $-01 for the site layout}. The GA Pollutant Mobility
Criteria {GA PMC) and the Residential Direc} Exposure Criterio {Res DEC) both apply to
these release areas as established in the Connecticut Remediation Standard Regulations
(CT RSRs}.
+ Dispenser island Release Area — Diesel fuel contaminalion, as extractable folal
peiroleum hydrocarbons (ETPH}, was detected at a concentration of 747 ma/kg
beneath the wesiern end of the diese! dispenser island. The ETPH detection
exceeds both the RES DEC and the GA PMC for ETPH of 500 mg/kg, The release
appears io have been minor and may have resulted from drip leaks during routine
dispenser filter maintenance, On May 15, 2022, Haley Ward directed the
excavation of contaminated soil associated with this release. Soil was excavated
fo a depth of approximately 4 feet bgs where five excavation limit soif sampies
were collecled. The laboratory report showed thai all of the conlaminaled soit
associated with the release exceeding the Res DEC and GA PMC had been
removed,
+ Farmer Tank Grave Release Area — Benzene was detected at a concentration of
6.3 micrograms per kilogram (ug/kg) in a soil sample collected from beneath the
USTs indicating that a minor gasoline release may have occurred within the fank
grave, No other compounds were detected in this or ony of the other seven

samples collected from the lank grave. The benzene concentration delected
was below fhe Res DEC of 21,000 ug/kg and the GA PMC of 200 ug/kg. Haley
Ward concluded that the tank grave samples hac delineated the release, and
that compliance with the applicable soil criteria established in the CT RSRs at
Section 220-133k-2(b}(1) for the DEC and in Section 220-133k-2(c}(I}(A} for the
PMC had been achieved. No additional soil remediation work was
recommended or ts required for the tank grave release.
As indicated above, following ihe excavation activities, both release areas now meet
ihe applicable remediation standards for soil and no additional work is proposed.
However, ihe potential impact of the releases on groundwater beneath the Site needed
fo be evaluated.
FIELDWORK
On April 11 and 12, 2023, Haley Ward oversaw the installation of four groundwater monitor
wells: OW-1 through OW-4, These weils were installed by Sife. LLC of Beacon Falls,
Connecticut using a CME S5LCX hollow-stem auger drilling rig. The locations of these
wells are shown in Drawing $-01, Boreholes were logged to identify soil stratigraphy and
screened for organic vapors using a handheld Rae Systems analyzer equipped with o
10.4 eV pholoionization detector larnp {PID}. Soil cores recovered fram Shelby Tube
samples consisted primarily of tan fine to medium sand with some cobbles, trace fo litile
sit, and generally consistent with soll observed during Ihe UST closures. The table below
summarizes PID readings. depth to saturated soil, and final monitor wail installation depih
for each boring. Copies of the boring logs are provided in Altachment A.

The monitor well installations consisted of 2-inch diameter PVC pipe with 10-foot long well
screens. The wells were finished with flush-mounted traffic-rated well boxes, and they
were developed by over pumping immediately following installation using a 12V down-
wellimpeller pump. One soil sample was collected from each boring al the groundwater
table interface and submitted to York Analytical Laboratory {York} in Stratford,
Connecticut for analyses of volatile organic compounds (VOCs) including fuel
oxygenates, extractable total petroleum hydrocarbons (ETPH), and polyaromatic

hydrocarbons (PAHs}. There were no detectable concentrations af these compounds in
any of the four soil samples. A copy of the laboratory soil report is included wilh
Atiachment 8.
On May 11 and July 19, 2023, Haley Ward traveled to the Sile to collect groundwater
samples from the four monitoring wells. Prior to well purging, each of the monitor wells
was gauged for depth fo non-aqueous phase liquids (LNAPL] and groundwater, No
LNAPL was measured in either monitoring event. The depth jo groundwater
measurements on fhe two cates varied from 16.5 fi. to 17.5 ft, in May and 19.4 ft. to 21.5
fi. in July, The monitor well groundwater elevation data is depicled in Drawings $-02 and
§-03 showing an approximate southwest to west flow direction across the Site. The
gauging data suggests that monitor wells OW-2 and OW-3 are approximately
upgradient, while monitor wells OW-1 and OW-4 are approximately downgradient of the
telease areas,
Groundwater samples were collected following low fiow purging in accordance with EPA
Low Stress (low flow} purging and sampling procedures for the Collection of Groundwater
Samples from Monitoring Wells. During the May 2023 monitoring event, groundwater was
generally purged at 150 ml/min. or higher causing all the wells to experience large
drawdowns. Samples were therefore collected as grab samples as soon as the waier
levels recovered sufficient to collect the required sample volume. During the second
monitoring event in July 2023, monitor wells were purged al or less than 85 mL/min. and
therefore purging occurred in accordance with the EPA pratacal, Copies of the purge
fogs for the July 2023 monitoring event are included as AHachment C. Groundwater
samples were transported to LEl's warehouse where they were refrigerated and then
transmitted under chain-of-custody to York Analytical for the analyses of volatile organic
compounds (VOCS) includiziy fuel oxyyenules, ETPH, and PAHs.
RESULTS AND CONCLUSIONS
Applicable groundwater crileria for the Site are the Groundwater Protection Crileria
(GWPC)}, the Surface Water Protection Criteria (SWPC}, and the residential volatilization
criteria (RES VOL) as allowed by the conditions provided under the CT RSRs at Section
220-133k-3(d)}(t}{A}. Because the groundwater table is more than 10 ft. below grade,
the volatilization criteria for volatile petroleum hydrocarbons does not apply.
All four samples collected during both monitoring rounds were non-detect for the vast
majority of analytes except for acetone, naphthalene, and ETPH. Acetone was
detected in well OW-3 (May 2023) at a concentration of 4.97 parts per billion (ug/L) while
naphthalene was detected in well OW-! (July 2023} af a concentration of 0,130 ug/l.
Both compounds were detected al concentrations thal are significantly below their
applicable groundwater criteria, in fact. acetone is often detected in groundwater
samples because it is a common laboratory solvent. Based upon the mapped
groundwater flow direction, monitor well OW-1 is side-gradient (north) of both motor fuel
telease areas and is down-gradient of well OW-2 which was non-detect for naphthalene

{NOQ<0.05 ug/l) in both events. The trace conceniration of naphihalene detected in well
OW-1 appears to us to be incidental motor vehicle drip releases of oil and grease to the
parking lot followed by infiltration to the groundwater table. The RSRs provide for a
condition exemption for this lype of release and Haley Ward believes that it should apply
in this situation.
ETPH was detected during the May 2023 event in monilor wells OW 2 (0.279 mg/L}, OW 3
{0.275 mg/L}, and OW-4 (0.222 mg/L). The GWPC and SWEC for ETPH are both 0.250 mg/L.
and the samples collecfed from wells OW-3 and OW-4 exceed the criterion.
A review of the ETPH analyses for the Iwo monitoring events shows that all the -
chromatographic fingerprints from the May 2023 monitoring event are similar, In each of
fhe samples, including OW-1 which was reported as non-detect, the chromatograms
show regularly spaced individual peaks that ate similar fo the patiern of peoks for the
saturated hydrocarbons (straight chain paraffins or alkanes) used in the laboratory
control and timing stendards. Haley Ward discussed the loboratory results and
chromatograms with York's Laboratory Director, and we were assured thai the mass
under the peaks was the concentration reported and that there had not been any
QA/QC issues surrounding the analyses.
Because Haley Ward had very recently purchased a few rolls of test tubing from a new
tubing supplier, a decision was made to collect an equipment blank by running distilled
water through the recently purchased tubing. The distilled water sample was then
submitted fo York for analysis of ETPH. This sample was non-detec! (ND<0.220 mg/L} and
ihe chromatogram did not exhibil any of the unusual peaks other than a single peak at
aboul 19.5 minutes inio the chromatogram. A copy of the tubing blank is included as
Allachment D, During the secand monitoring event in July 2023, three of the four ETPH
onalyses were non-deteci while the cancentration in well OW-3 was 0.220 mg/L which is
below the GWPC and the SWPC. Copies of the laboratory reports for both monitoring
events are included in Attachment £.
Based upon the laboratory results, Haley Ward concludes the following.
1, The only VOC detected were acetone (OW-3 al 4.97 ug/L in May 2023) and the
only PAH detecied was naphihalene (QW-1 at 0,13 ug/L in duly 2023}. Monitor
weil. OW-3 is ai least 30 fi. up-gradient of the UST system hydrocarbon release
ateas, Monitor well OW-) {s about 40-50 #. side-gradient {north} of the UST grave
release area, The trace concentrations detecied in these monitor wells cannot
be associated with the motor fuel releases detected in the former fank grove or
beneath fhe diesel dispenser since acetone fs not present in gasoline or diesel fuel
and both lacations are not down-gradient of the release areas.
2. ETPH was delecied in monitor wells OW-2 (0.279 mg/l}, OW-3 (0.275 mg/l}, and
OW-4 (0,222 mg/L}. The chromatographic fingerprints from those analyses do not
exhibit a motor fuel signature from aifher gasoline or distillate range hydrocarbons,
The fingerprints show a distinct pattern of individual, regularly spaced saturated

alkanes. The monitor wells with the highest ETPH concenirailons (OW-2 and Ow-
3) are up-gradient of the UST system release areas while OW-4 is down-gradient.
The concentration of ETPH in OW-4 is below the GWPC and the SWPC.
3. The source of the ETPH groundwater coniamination is unknown. However, based
upon the chromatograms, it is nol related to the gasoline and diesel fuel releases
detected in the former tank grave or beneath the diesel dispenser.
4, Based upon the laboraiory results and the chromatographic fingerprinis,
groundwater has nof been impacied by eliher of the petroleum releases
detected during the April 2022 UST system clasuras and we therefore conclude

A RESOLUTION ADOPTING THE HAZARD MITIGATION AND CLIMATE ADAPTATION PLAN UPDATE, 2023-2028
WHEREAS, the Town of Waterford has historically experienced severe damage from natural hazards and it continues to be
vulnerable to the effects of those natural hazards profiled in the plan (e.g. flooding, extreme heat, droughts, severe storms
such as thunderstorms and winter storms, dam failures, wildfires, and earthquakes) resulting in loss of property and life,
economic hardship, and threats to public health and safety; and
WHEREAS, the Waterford Board of Selectmen approved the previous versions of the Hazard Mitigation Plan in 2005, 2012,
and 2018; and
WHEREAS, Southeastern Connecticut Council of Governments, of whom the Town of Waterford is a member, has
determined that climate change is affecting the frequency and severity of some hazards and therefore elected to expand the
Hazard Mitigation Plan Update to become a Hazard Mitigation and Climate Adaptation Plan Update; and
WHEREAS, committee meetings were held and public input was sought in 2022 regarding the development and review of the
Hazard Mitigation and Climate Adaptation Plan Update; and
WHEREAS, the Plan specifically addresses hazard mitigation and climate adaptation strategies and Plan maintenance
procedures for the Town of Waterford; and
WHEREAS, the Plan recommends several hazard mitigation actions that will provide mitigation for specific natural hazards
that impact the Town of Waterford, with the effect of protecting people and property from loss associated with those
hazards while adapting to the effects of climate change; and
WHEREAS, Southeastern Connecticut Council of Governments has developed and received conditional approval from the
Federal Emergency Management Agency (FEMA) for its Hazard Mitigation and Climate Adaptation Plan Update under the
requirements of 44 CFR 201.6; and
WHEREAS, adoption of this Plan will make the Town of Waterford eligible for funding to alleviate the impacts of future
hazards; now therefore be it
RESOLVED by the Board of Selectmen:
1. The Plan is hereby adopted as an official plan of the Town of Waterford;
2. The respective officials identified in the mitigation strategy of the Plan are hereby directed to pursue implementation of
the recommended actions assigned to them;
3. Future revisions and Pian maintenance required by 44 CFR 201.6 and FEMA are hereby adopted as a part of this
resolution for a period of five (5) years from the date of this resolution.
4, Anannual report on the progress of the implementation elements of the Plan shall be presented to the Board of
Selectmen.

1. Introduction
1.1. Purpose of Annex
The planning process for the multi-jurisdiction hazard mitigation plan (HMP) update commenced in April
2022 and ended in December 2022, spanning a period of nine months. The planning process included
24 jurisdictions (22 municipalities and two tribal governments) with two participating together (Griswold
and Jewett City) for a net total of 23 local planning teams represented. For this 4” edition of the plan,
Southeastern Connecticut Council of Governments (SCCOG) elected to link the planning process to a
parallel planning process administered by the Connecticut Institute for Resilience and Climate
Adaptation (CIRCA) that is known as “Resilient Connecticut 2.0” (stylized as Resilient Connecticut). The
Resilient Connecticut program is described on CIRCA’s web site at
https://resilientconnecticut.uconn.edu/ and the expansion of the program into southeastern
Connecticut is described at https://circa.uconn.edu/2022/02/23/resilient-connecticut-expands-
statewide/.
The linkage of the two planning processes was advantageous for the following reasons:

Executive Order (EO) 21-3 issued at the end of 2021.
The planning process commenced for the local communities on April 20, 2022, with a presentation to
the SCCOG Board. During this presentation, the consultant and CIRCA described the planning process
and the approach for incorporating the Resilient Connecticut program into the hazard mitigation plan
update, and notified the chief elected officials that invitations to local planning meetings would follow at
the end of April. Local planning team meetings commenced on May 23, 2022, and ended on July 8,
2022. Workshops with local coordinators were conducted in July and September 2022, and
supplemental meetings with water utilities in the region and specific stakeholders continued through
November 2022. ,
The purpose of this HMP annex is to provide an update to the hazard Fisk assessment and Eapability
assessment provided in the previous HMP, and to evaluate potential hazard mitigation measures and
prioritize hazard mitigation projects specific to mitigating the effects of hazards on the Town of
Waterford. Background information and the regional effects of pertinent hazards are discussed in the
main body of the Southeastern Connecticut Council of Governments (SCCOG) Multi-Jurisdictional Hazard

Mitigation and Climate Adaptation Plan (HMCAP). Thus, this annex is designed to supplement the
information presented in the Multi-Jurisdictional HMCAP with more specific details for Waterford and is
not to be considered a standalone document.
1.2. Hazard Mitigation and Climate Adaptation Goals
The primary goal of the previous hazard mitigation plans adopted in 2013 and 2018 was to identify risks
to hazards and potential mitigation measures for such hazards in order to reduce the loss of or damage
to life, property, infrastructure, and natural, cultural, and economic resources. This included the
reduction of public and private damage costs. Limiting losses of and damage to life and property was
also meant to reduce the social, emotional, and economic disruption associated with a natural disaster.
Coinciding with the incorporation of climate adaptation and the alignment of this HMCAP with the
Resilient Connecticut planning process administered by CIRCA, the five goals of this HMCAP are:
o Ensure that critical facilities are resilient, with special attention to shelters and cooling centers.
o Address risks associated with extreme heat events, especially as they interact with other
hazards.
o Reduce flood and erosion risks by reducing vulnerabilities and consequences, even as climate
change increases frequency and severity of floods.
o Reduce losses from other hazards.
o Invest in resilient corridors to ensure that people and services are accessible during floods and
that development along corridors is resilient over the long term.

8.2. Prioritization of Specific Actions
The proposed actions for the Town of Waterford to undertake from 2023 through 2028 are listed in
Table 8-2 on the next page. The full list of actions for the region with buildups for the PERSISTS and
STAPLEE scores are available in the multi-jurisdiction document.
The actions with the highest PERSISTS score and the highest STAPLEE score are different, which is
consistent with the intent of the two scores. PERSISTS scores tend to be higher for actions that maximize
public safety while advancing climate science and being transferable to other communities, whereas
STAPLEE scores tend to be higher for actions that are highly cost effective and technically feasible for
reducing losses from hazards. The actions with the highest combined scores are:
