Waterford Recreation and Parks Commission June 24, 2025 @ 4:30 pm Waterford Community Center The Recreation and Parks Commission held a regular scheduled meeting on June 24, 2025 at the Waterford Community Center. Meeting was called to order at 4:30 p.m. by Chairman, E. Murphy and a quorum was established. Members in attendance: E. Murphy, N. Scheiber, T. Santos, T. Burrows, M. Sheehan, T.Stino Members Absent: R. Erricson Staff: R. McNamara (Director), T. Cieplik (Program Coordinator), E. Sullivan (Office Coordinator) Other: B. Kyne Approval of Meeting Minutes: Motion by T. Santos and seconded by N. Scheiber to approve the April 22, 2025 meeting minutes. Vote: 4-0-1 Motion: Approved Public Comment: B. Kyne interested in an update of City Tracker – T. Cieplik is waiting to speak with East Lyme and also get a quote from City Tracker. Wants to make sure it is what they are promising before we move forward. Correspondence: State Representative, Nick Gauthier sent an email congratulating us on the new courts at the town hall and Leary Park. Waterford Softball representative, Francis Silvestri thanked us for getting the fields ready for the season. Resignation letters were received from Lucas Beaney and Jim Gregg that they will longer be on the Waterford Recreation and Parks Commission. Staff Reports: Director Ryan McNamara will meet with the Finance Director and First Selectman to go over the status of projects. The civic triangle has been officially turned over to the town. There are two trees that need to be replaced and seeding/watering around the new light pole trench has been done. Speaking with the environmental planner M. Fitzgerald to discuss what should go on around the pond and what we can use to control the growth. Leary Park has still not been turned over to the town by the contractor. The courts are complete and they are finishing up the walkways. Park and Rec will install pads for benches and trash cans that are already purchased. There will be a ribbon cutting and in the fall there will be a First Selectman’s Pickle Ball Tournament. There will be three temporary parking spots for seniors at the beach. Maintenance has done an amazing job keeping up with all the graduations and prepping fields for all the sports tournaments. The Program Coordinator position will be going out in the next week or two and will be about a 9-11 week process. R. McNamara has been going over the new rules for the community center with the other departments in the building and will bring any changes to the commission for approval. The Pickle Ball / Tennis Court rules R. McNamara will send out via email to the commission before having them finalized and posted Forty Four new security cameras have been installed in and outside of the community center. W. Whitesides would like to recognize the fallen vets of Waterford in the Vietnam War (approximately 10). R. McNamara has met with First Selectman to discuss further of where this could actually go in town. T. Burrows shared that the Alumni Field at the Waterford High School is actually named the Alumni Memorial Field and possibly this may be a place for this to take place with a plaque. Assistant Director : T. Cieplik –Sticker sales are going well and the office is very busy. Thank you to Meg Sheehan for helping us staff the lifeguards this year. Playground will start on 7/1 with Bobby Lokken overseeing all the sites with T. Cieplik. Summer Concerts are ready to go and a big thank you to Goshen Fire Police for helping us with the concerts as we are seeing a lot of attendance. Dominion was our biggest sponsor with 15k. New Aquatics Director Molly Podezwa will be bringing in some new programs and on July 1st the pool will reopen and be ready for swimming lessons and also AM lap swim and open and lap swim open Monday – Friday closed on Wednesday. Committee Reports: Personnel – Program Coordinator will be posted the first week of July. Youth Sports Council – T. Cieplik will be setting up another meeting Long Range Planning – J. Gregg no longer on the commission. R. McNamara will put together what is involved and see who may be interested in representing. Policies and Procedures – No update Representative Reports: Board of Education – No update Board of Finance – R. McNamara shared the transfers for out of series have been approved. Historical Society – There will be a play in July per K. Whitham. Friends of Nevin’s Cottage is looking into what would best fit in this building possibly a Waterford Hall of Fame. O’Neill Theater – The commission would like to set up a meeting in October. Senior Services – No Update New Business: Introduction of Tim Cieplik as the new Assistant Director and also Tim Burrows joining our commission taking the place of Lucas Beaney. Motion by N. Scheiber and seconded by T. Santos to allow the Rec and Parks Director to make any necessary in series / out of series transfers to balance the budget for the fiscal year end 2025 with the Finance Director. Vote: 6-0-0 Motion: Approved Adjournment: Motion by T. Stino and seconded by M. Sheehan to adjourn the meeting at 5:06 pm.
