WORKS, PLANNING & DEVELOPMENT STANDING COMMITTEE OF THE RTM Special Meeting Waterford Town Hall — Louise Appleby Room February 22,2022 Public Works, Planning & Development Standing Committee Chair Michael Bono called the February 22, 2022 Special Meeting to order at 7:01 P.M. PLEDGE OF ALLEGIANCE ROLL CALL PRESENT: Mike Bono,.Ryan Healy, Michael Rocchetti, Greg Attanasio, Ted Olynciw. ABSENT: None EX-OFFICIO MEMBERS PRESENT; RTM Member Susan Driscoll, RTM Member Chery! Larder, RTM Member Thomas Dembek ALSO PRESENT: Town Clerk David L. Campo; Public Works Director Gary Schneider. PUBLIC COMMENT —The following residents spoke in regard to 9:Waterview Dr. Their concerns ranged from excessive noise, speeding, parking, trespassitig, misuse of residential property as commercial, large gatherings, Greyhound buses on the road, and accident, Ifability cancerns. VOTING IN FAVOR: Bono, Rocchetti, Olynciw. af VOTING AGAINST; None ABSTAINED: Attanasio, Healy MOTION PASSES: 3-0-2 CALL ITEM 5A — Appraisal of Sidewalks ordinance and associated safety issues, RTC 02/01/21 Public works Director provided an update on sidewalks.on the status.of sidewalks on Niantic River Rd and briefly throughout town. Public works was having difficulty complying with ADA requirements of 36” in four locations on Niantic River Rd and that $35,000 has been approved by the BOS into the capital improvement plan'to address surveying, title searching, and engineering to address the four locations, ecre Hd 92 934 He noted that a major difficulty is the moving of pales. Lengthy discussion ensued. The committee discussed whether we should think of this in terms of the whole town rather than certain areas as far as budgeting, surveying and materials used to establish economies of scale. The need for ADA compliance was discussed, noting that a best faith effort needed to be sought. it was agreed that Public Works would identify location/how many spots need to be addressed throughout town. What does the current ordinance, if one, look like? What would an entire survey of the town sidewalks cost? CALL ITEM 58 — Short Term Rentals, RTC 12/06/21 Lengthy discussion ensued along with public participation, It was noted that a lot of the concerns were centered on laws being broken, such as parking, speeding trespassing, drinking and driving and noise violations. The committee suggested that the neighbors and residents report any violations they see to the Waterford Police dept. it was also suggested that the subject warranted a conversation with Planning Director Abby Piersall to find out how Planning and Zoning fits into this.
