Present: Cheryl Larder, Jennifer Kohi, Danielle Steward-Gelinas, Kevin Girard (Chair)
Michael Rocchetti. Others Present: Susan Driscoll (RTM/Public), Town Clerk David
Campo, and Tawn Attorney Nicholas Kepple.
4.) Public Comment: None
5.) Consider and Act upon the December 21, 2022 Special Meeting Minutes
a.) Motion to approve: Danielle Steward-Gelinas, Seconded by Michael Rocchetti
b.) Motion Passed Unanimously
6.) Consideration and possible action on item referred to committee: A. Salaries of
Registrars of Voters (RTC 12-05-2022)
a.) Town Attorney Kepple reported on his findings in regard to a discussion at the
previous meeting about a clause in the constitution that may limit the ability of
the RTM to award raises midterm. He cited multiple case law and maintained the
position that the RTM would be acting within its capacity.
b.) Significant discussion was had by the committee, Ms, Driscoll, Town Attorney
Kepple, and Town Clerk Campo.
c.) MOTION by Steward-Gelinas, seconded by Rocchett, to recommend that the
RTM increase the base pay by $2,420 and increase the primary and referendum
stipend from $700 to $1,000.
MOTION PASSED: 3-2-0 (Larder, Kohl against}
d.) MOTION by Steward-Gelinas, seconded by Rocchetti to report the item, “Salaries
of Registrars of Voters (RTC 12-05-2022)”, out of committee because a
recommendation has been made.
MOTION. PASSED: 3-0-2 (Larder, Kohi abstained)
7.) Motion to Adjourn: Michael Rocchetti, Second Jennifer Kohl ~ Adjourned 8:23 pm.
