The Recreation and Parks Commission held a regular scheduled meeting on August 26, 2025 at the Waterford 
Community Center. The Meeting was called to order at 4:30 p.m. by Commission Member, E. Murphy and a 
quorum was established.
Members in attendance:  E. Murphy, N. Scheiber, T. Santos, M. Sheehan, B. Kyne
Members Absent: T. Stino, M. Chiappone T. Burrows R. Erricson
Staff:  R. McNamara (Director), T. Cieplik (Program Coordinator), E. Sullivan (Office Coordinator)
Approval of Meeting Minutes:
Motion by N. Scheiber and seconded by B. Kyne to approve the July 22, 2025 meeting minutes.

Correspondence:
A thank you letter from the Brockway family was received about the beach pavilions and how they have rented them
for approximately 45 years and how nice it is. Another thank you letter was received from N. Griffen for a great job
with the Waterford parade this year and also from two parents of the summer playground camps at the elementary
schools to commend our staff members.  
Staff Reports:  
R. McNamara, Director – There will be a Pickle Ball Tournament on Saturday, September 20th at Leary Park. Two
new benches and pads have been installed at the civic triangle near the library. Civic Triangle Playground Pavilion
quotes received and bid waiver has been submitted for review at the next BOS meeting. Director McNamara met with
the engineer at Leary to discuss drainage Phase II access down to lower field and will have a proposal by the end of
the week. Maintenance will have an additional maintainer in January in hopes to be able to keep up with weeding
and maintaining all the garden beds and trimming and trash runs and bathroom. Might help to use herbicidal soaps
at the schools to keep up with the weeds and this is being discussed further with Tom Irwin to see what may be best.
Save the River, Save the Hills Regatta and Waterford Town Parade were well attended and received a lot of positive
feedback. We hosted a concert at Quaker Hill Elementary with Branded and there was also a nice turn out that we
would look at doing some more in the future. City Data – IT has concerns and this is being looked into further with the
Director, J. Robilard. Benches on Rope Ferry Road outside of the community center will be tabled for next meeting
when we can then vote and have more discussion. Staging for the bands at the beach was discussed and Director
R. McNamara will add the design in the minutes.  
T. Cieplik, Assistant Director – The Cartells unfortunately were cancelled twice due to weather this summer but will be
at our Harvest Festival on October 11th. There will be upcoming events of the Pickle ball tournament (9/20), Harvest
Festival (10/11), Trunk or Treat (10/19), Pearl Harbor Road Race (12/7), and the Tree Lightings at Jordan Green
(12/12) and Quaker Hill Green (12/13). B. Kyne discussed the importance of getting what we do out to the public on
the town website and a commission member volunteer to be at the back to school nights. More discussion took place
to possibly have swag for sale (totes, towels, hats).
Committee Reports:
Personnel – Program Coordinator 2nd round of interviews.
Youth Sports Council – Will be meeting for fall sports to discuss any promotions or maintenance that needs to happen.
Long Range Planning – Director R. McNamara will reach out to T. Burrows
Policies and Procedures – Director R. McNamara, T. Santos and E. Murphy have been meeting monthly and making
progress

Board of Finance –   No update
Historical Society – N. Schieber reached out to be in contact to receive the updates and minutes from meeting.
O’Neill Theater – E. Sullivan contacted to see if the Commission could hold their October meeting at the O’Neill.
Senior Services –  No update
