Meeting called to order at 6:40pm.
No quorum at this time
Pledge of Allegiance
Members Present: Robert Tuneski, Ted Olynciw, Rocco Bracciale, Wayne Gilpin, Richard
Muckle, Jennifer Bracciale, Matthew Blankenship
Absent: Paul Rafuse
Guests: Atty. Nick Kepple, David Stein (SPA), Robert Banning (SPA), Eric Cantar (SPA),
Brian Phillips (Langan)
Opening Remarks:
The only action for tonight other than discussing the meeting minutes from SPA’s meeting with
the town and T. Olynciw’s letter was on the status of the MEP development. There are some
actions that SPA would like the committee to take tonight to give them further direction on how
to proceed with some of the systems.
Ifa quorum is reached tonight, under New Business the chairman would like to discuss
allocating $4,000.00 for the Department of Utilities to supervise a water main test. Costs could
range from $1,500.00 to $4,000.00 with the report.
Items 5 and 6 were bypassed due to lack of quorum and there are no invoices to approve as well.
The committee should receive one last invoice from Barton & Loguidice.
SPA meeting with the Town held on 11/12/24 and the minutes from this meeting were provided
to the committee. (Attachment 1)
D, Stein summarized it was a productive meeting in terms of placement of the building in
relation to keeping the current building fully operational. Since that meeting SPA is prepared to
return with more development on the drainage plan and details.
B. Phillips indicated there were some procedural comments made by the Town.
Public Works: In response to the need to maintain access around the rear of the property, the
proposed rain garden has been reworked to accommodate this if needed.
Conservation: Langan Engineering will be meeting the latest CT Water Quality Manual
requirements by providing additional water quality measures of which there are currently none.
Currently the plans show a 29% reduction of impervious draining toward Route 1. A 42%
reduction of impervious area is shown for drainage toward the wetlands.
General Comments: Lots will be conveyed to the Town in the form Oswegatchie received it.
The consolidation of these 2 parcels will be carried out by the Town.
Traffic authority is deferring to DOT for coordination of traffic signal in front of the fire station.
DOT leaves the issue of keeping or eliminating the traffic signal up to the fire station.
W. Gilpin believes the fire service in general is moving away from traffic signals. Atty. Kepple
advised the Town’s traffic commission would make the decision on the traffic signal.
A quorum was reached at 7:00pm

B. Phillips stated the next step is to submit to the Town a more complete set of documents
creating a drainage utility plan and erosion control.
R. Muckle asked when an application to the Conservation Commission was expected to be
submitted. It is planned to be submitted in December and be on the agenda for January.
In regard to the comment by Public Works that the fuel storage tank is preferred to be above
ground, B. Banning questioned if the Town understood the fuel storage tank was to be propane.

MEP Status:
B. Banning distributed a list of questions on which the committee was asked to make decisions.
(Attachment 3) Plumbing Fixture Cut Sheets were provide and are to be emailed to committee
members. (Attachment 4)
A request was made for the plumbing fixtures cut sheets be emailed to the committee members.
SPA wanted to nail down the type of heating desired. Atty. Kepple indicated the committee
would need hard costs on the different types of heating before a decision could be made. B.
Tuneski specified the committee would need initial cost and any expected return on the
investment. R. Bracciale indicated maintenance costs, usage costs, and service life as well.
The committee requested the initial cost, lifetime and return on the other end of each type of
heating options.
SPA provided a quote for hydrant flow testing. (Attachment 5)
MOTION by T. Olynciw, second by R. Muckle to appropriate $1,000 from the current
existing funds to have Jill Stevens, Director of Utilities, coordinate a flow test at the
Oswegatchie Fire Department site.
R. Bracciale asked what the time frame is from testing to permitting. D. Stein stated it
should be good by the time they go to design.

The committee agreed unanimously to have SPA incorporate new appliance purchases and install
into the hard costs.
B. Banning asked what needs to happen to the existing antenna tower. R. Bracciale indicated
that Emergency Management Director Steve Sinagra should be consulted on this.
Interim Director Steve Dubicki will be asked for input on the need for a hose dryer.
New Business:
A new schedule of committee meetings for the calendar year 2025 was provided. (Attachment 4)
MOTION by R. Bracciale, second by M. Blankenship to accept the 2025 meeting
schedule with the amendment of 11/4/25 meeting be moved to Wednesday, 11/5/25

In order to give (SPA) time to research costs, etc. on the MEPs it was decided to skip the next
scheduled meeting, 12/3/24. The next meeting will be held on the regular scheduled date of
12/17/24,

Re: Preliminary review of the proposed site plan focanew Oswegatchie Fire House
lam very concerned about the impact of the preliminary site plan and the proposed
building on the protected wetland and the 100’ upland buffer. | only have an 8 2” x 11”
of the plan to refer to.
1am surprised that the building was designed without consideration of the Inland
Wetlands and Watercourses Regulations.
lam a member of the Oswegatchie Building Committee and RTM, but | am not
representing either body. | am a Civil Engineer who has developed 6 parcels of land for
residential use in Waterford. | have been to this Conservation Commission for all 6
projects. Not once have | ever presented to you a plan that would encroach on the
uplands. { have lost several building lots rather than trying to convince you to approve
a design that does not recognize the importance of all wetlands and the 100’ buffer as
stated in your regulation. The golden rule is developing is: Make the building fit the
land, not make the land fit the building.
Here are some issues | have with the proposed preliminary site plan prepared by the
architect’s civil engineering consultant.
4.The rear right corner of the building shows that it is set 30" into the 100’ upland
setback. During construction the excavation will extend 40’ into the upland area.
2. The proposed new asphalt driveway, at the back of the new building, extends into
the upland as much as 78”.
3. POTENTIAL SOLUTIONS
a. Eliminate the rear portion of the garage so that there is no encroachment of the
building into the uplands.
b. Eliminate the rear overhead doors to the garage bays in the rear of the fire house.
This would eliminate the massive amount of driveway leading to the rear garage doors.
c. Flip the building so that the garage is on the left side of the proposed bullding. This,
would eliminate about half of the rear driveway’s encroachment into the uptands.
4d. Move the new building closer to the existing. There is a distance of 27’ between the
existing and new building. Move the new building closer to the existing, to within 3-4’
of the existing building.
e. Demo the existing building and replace the new building in the same location. The
existing footprint is 11,536 SF and the proposed building is about 10,500 SF.
f. Totally forget about building a new fire house and renovate the existing building.
There would be no need to have a new site plan since the existing site reconditions
would be grandfathered in if we were just renovating the existing building.
OTHER OBSERVATIONS
a. If there is no curbing or wheel stops perhaps the rain garden/ vegetation swale
could be changed to a level spreader which will prevent cars moving close to the edge
of pavement and falling into the swale.
b, It appears that the rain runoff in front of the new building sheet flows into the
Boston Post Road?

Lincoln's Value Series air hose reels are constructed of durable, heavy-gauge steel
and heavy-duty rubber air hoses. The slotted mounting base allows for easy attach-
ment to ceilings, walls and work benches. Features include five-position adjustable
outlet roller arm, spring-powered automatic recoil, angled hose guide for smooth,
parallel hose pull-out and retraction and an eight-position ratchet gearing that locks
the reel at the desired hose length.
