RTM Moderator Thomas Dembek called the August 19, 2021 Special Meeting of the Representative
Town Meeting to order at 7:02 P.M.
PLEDGE OF ALLEGIANCE
ROLL CALL
PRESENT: Greg Attanasio, Michael Bono, Timothy Condon, Thomas J. Dembek, Susan Driscoll, Steven
Elci, Timothy Fioravanti, Miriam Furey-Wagner (7:25 P.M.), Nick Gauthier, Kathleen Kohl, David Lersch,
Richard Muckle, Theodore Olynciw, Dan Radin, Michael Rocchetti, Danielle Steward-Gelinas.
ABSENT: Jennifer Bracciale, April Cairns, Paul Goldstein, Valerie Metivier, Richard Morgan, Liam O'Leary,
Robert Swansen, Baird Welch-Collins. :
EX-OFFICIO MEMBERS PRESENT: First Selectman Robert J Brule; Chair of the Board of Finance Ronald R.
Fedor.
EX-OFFICIO MEMBERS ABSENT: Selectwoman Jody Nazarchyk; Selectman Elizabeth Sabilia; Chair of the
Board of Education Craig Merriman.
ALSO PRESENT: Town Clerk David L. Campo; Town Attorney Nick Kepple.
CALL ITEM 1 — Quaker Hill Fire Rescue Boat
PRESENTATION: Director of Fire Services Michael Howley
MOTION by Driscoll, seconded by Kohl, to approve a recommendation from the Board of Finance for an
appropriation in the amount of $32,000 as a new CNR Project to be funded through the CNR
Undesignated Fund Balance to purchase a new motor for the Quaker Hill Fire Rescue Boat.
Lengthy discussion ensued.
MOTION by Olynciw, seconded by Kohl, to table until the October Regular Meeting of the RTM.
MOTION WITHDRAWN Olynciw and Kohl.

MOTION by Muckle, seconded by Olynciw, to table until the October Regular Meeting of the RTM.
Discussion ensued.
MOTION by Steward-Gelinas, seconded by Driscoll, to move the question.
VOTING IN FAVOR: Unanimous
VOTING IN FAVOR to table: Attanasio, Dembek, Muckle, Olynciw
VOTING AGAINST: Bono, Condon, Driscoll, Elci, Fioravanti, Furey-Wagner, Gauthier, Kohl, Lersch, Radin,

Rocchetti, Steward-Gelinas.
MOTION FAILS: 4-12
MOTION by Muckle, seconded to move the question. (Original Motion)
VOTING IN FAVOR: Unanimous
VOTING IN FAVOR of original motion: None
VOTING AGAINST: Unanimous with two members abstaining. (Dembek, Muckle)
CALL ITEM 2 — Town Hall Egress
PRESENTATION: Public Works Director Gary Schneider
MOTION by Steward-Gelinas, seconded by Kohl, to approve a recommendation from the Board of
Finance for an appropriation in the amount of $46,000 in CNR Line #20511-57839 for the town hall
emergency egress enclosure and move from Designated to Appropriated.
VOTING IN FAVOR: Unanimous
CALL ITEM 3: Jordan Village Sidewalks
PRESENTATION: Public Works Director Gary Schneider
MOTION by Steward-Gelinas, seconded by Muckle, to approve a recommendation from the Board of
Finance for an appropriation in the amount of $100,000 in CNR Line #20511- 57856 for the Jordan
Village Sidewalks and move from Designated to Appropriated.
VOTING IN FAVOR: Unanimous
CALL ITEM 4: Merging of Accounting Lines
PRESENTATION: Finance Director Kim Allen
MOTION by Steward-Gelinas, seconded by Driscoll, to approve a recommendation from the Board of
Finance for an appropriation to merge lines 33022-55887 ~ Rope Ferry Road Sidewalks and line 20511-
57856 — Jordan Village Sidewalks by transferring $301,000 from 33022-55887 — Rope Ferry Road
Sidewalks to 20511- 57856 — Jordan Village Sidewalks and close line 330-55887,
VOTING IN FAVOR: Unanimous
CALL ITEM 5: Town Hall Front Door
PRESENTATION: Public Works Director Gary Schneider
MOTION by Steward-Gelinas, seconded by Muckle, to approve a recommendation from the Board of
Finance for an appropriation in the amount of $35,000 for a new Town Hall Front Door Project as a new
CNR Project.
VOTING IN FAVOR: Bono, Condon, Dembek, Driscoll, Elci, Fioravanti, Lersch, Muckle, Rocchetti, Steward-
Gelinas.
VOTING AGAINST: Attanasio, Furey-Wagner, Gauthier, Kohl, Olynciw, Radin.
MOTION PASSES: 10-6
MOTION by Muckle, seconded by Rocchetti, to adjourn at 8:31 P.M.
VOTING IN FAVOR: Unanimous
