November 29, 2021 SY LS:8 HY 1-930 1202 RTM Moderator Thomas Dembek called the November 29, 2021 Special Meeting of the Representative Town Meeting to order at 7:01 P.M. PLEDGE OF ALLEGIANCE ROLL CALL PRESENT: Greg Attanasio, April Cairns (7:15 P.M.), Thomas J. Dembek, Susan Driscoll, Steven Elci, Timothy Fioravanti, Miriam Furey-Wagner, Nick Gauthier, Paul Goldstein, Valerie Metivier, Richard Muckle, Theodore Olynciw, Dan Radin, Michael Rocchetti, Danielle Steward-Gelinas. ABSENT: Michael Bono, Jennifer Bracciale, Timothy Condon, Kathleen Kohl, David Lersch, Richard Morgan, Liam O’Leary, Robert Swansen. EX-OFFICIO MEMBERS PRESENT: First Selectman Robert J Brule EX-OFFICIO MEMBERS ABSENT: Selectwoman Jody Nazarchyk, Chair of the Board of Education Craig Merriman; Chair of the Board of Finance Ronald R. Fedor, Selectman Elizabeth Sabilia. ALSO PRESENT: Town Clerk David L. Campo; Town Attorney Rob Avena. ITEM C CORRESPONDENCE None CALL ITEM 1 — Executive Session MOTION by Steward-Gelinas, seconded by Gauthier, that the RTM, along with First Selectman Robert Brule, Superintendent Thomas Giard, Assistant Superintendent Craig Powers, BOE Director of Finance Joe Mancini, BOE Member Patricia Fedor, BOE Member Christopher Jones (Unavailable), go into executive session for the purpose of discussing strategy and/or negotiations with respect to current and pending collective bargaining with multiple bargaining units. This action is taken without prejudice to the Town’s right to discuss these matters in a private meeting pursuant to Connecticut General Statutes §1-200 (2) at 7:04 P.M. VOTING IN FAVOR: Unanimous MOTION by Driscoll, seconded by Steward-Gelinas, to come out of Executive Session at 7:48 P.M. VOTING IN FAVOR: Unanimous CALL ITEM 2 — Waterford BOE Administrators and Supervisors Contract MOTION by Steward-Gelinas, seconded by Rocchetti, to Pass over. VOTING IN FAVOR: Dembek, Muckle, Rocchetti, Steward-Gelinas VOTING AGAINST: Attanasio, Driscoll, Elci, Fioravanti, Furey-Wagner, Gauthier, Olynciw, Radin ABSTAINED: Cairns, Goldstein, Metivier. MOTION FAILS: 4-8-3 MOTION by Furey-Wagner, seconded by Gauthier, to vote on the contract as presented. VOTING IN FAVOR: Attanasio, Driscoll, Elci, Fioravanti, Furey-Wagner, Gauthier, Olynciw, Radin VOTING AGAINST: None ABSTAINED: Cairns, Dembek, Goldstein, Metivier, Muckle, Rocchetti, Steward-Gelinas. MOTION PASSED: 8-0-7 MOTION by Rocchetti, seconded by Muckle, to adjourn at 7:55 P.M. VOTING IN FAVOR: Unanimous Respectfully Submitted, David L. Campo, CCTC Waterford Town Clerk
