FIFTEEN ROPE FERRY ROAD WATERFORD, CT 06385-2886 PHONE: 860-442-0553 www.waterfordct.org PUBLIC HEALTH, RECREATION & ENVIRONMENT COMMITTEE OF THE RTM SPECIAL MEETING Thursday, January 14, 2021 6:30 P.M. - Waterford Town Hall ZOOM Remote Access Only The January 14, 2021 Special Meeting of the Public Health, Recreation & Environment Committee of the RTM was called to order by Chairperson Jennifer Bracciale at 6:32 P.M. ROLL CALL Present: Jennifer Bracciale, April Cairns, Steve Elci, Nicholas Gauthier, Robert Swansen Absent: None Also Attending: Town Attorney Rob Avena, First Selectman Robert Brule, Town Clerk David Campo, RTM Moderator Thomas Dembek, Recreation & Parks Director Brian Flaherty, Planning Director Abby Piersall. PUBLIC COMMENT: A letter for public comment was received from Waterford 7 Resident Helen Kwasniewski in regards to Agenda Item 6A. = AGENDA ITEM 5 MOTION by Gauthier, seconded by Swanson, to approve the minutes from the ~ September 24, 2020 meeting. ; VOTING IN FAVOR: Unanimous = AGENDA ITEM 6A: Possession & Drinking of Alcohol on Town Property is PRESENTATION: Director of Planning Abby Piersall, Recreation and Parks Direct6i’ Brian Flaherty, Town Attorney Robert Avena. Discussion ensued around where drinking will be allowed based on a particular event. Members discussed allowing only beer and wine. Abby provided her thoughts on how the process would look from application to event. The latest draft of the proposed ordinance was discussed. Brief discussion on why the Recreation & Parks Committee. Members agreed that an additional meeting would be needed to discuss further. US iG Pin AGENDA ITEM 6B: Review/Evaluate Beach Fee Pricing PRESENTATION: Recreation and Parks Director Brian Flaherty. Discussion ensued concerning pricing, other town’s fees, new tax laws, and other concerns. MOTION by Swansen, seconded by Cairns, to recommend to the RTM to increase the Beach Sticker Resident from $20 to $25, the Beach Sticker Non-Resident from $100 to $125, the Daily Parking Fee Non-Resident Weekday from $20 to $25, the Daily Parking Fee Non-Resident Weekend/Holiday from $30 to $35, and maintain the Daily Parking Fee Resident at $2, while maintaining all other fees at the Parks and Recreation Committee’s 2020 recommendations. (See Attachment) VOTING IN FAVOR: unanimous MOTION by Gauthier, seconded by Elci, to recommend to the RTM to allow all walkers and bikers free entry into Waterford Beach Park. VOTING IN FAVOR: Elci, Gauthier VOTING AGAINST: Bracciale, Cairns, Swansen MOTION by Bracciale, seconded by Cairns, to adjourn at 8:34 P.M. VOTING IN FAVOR: unanimous Respectfully submitted, David L.
