The March 8, 2022 Regular Meeting of the Historic Properties Commission was called to order
at 7:04 p.m. by Chairman, John O’Neill. CLERK
Present: Patrick Crotty, Robert Nye (alt.), John O’Neill, Eileen Olynciw, Mark Olynciw (alt.),
Debra Walters
Absent: Vivian Brooks
Appointment of Alternates: Robert Nye for Vivian Brooks
Minutes: Motion by D. Walters, seconded by E. Olynciw to accept the Minutes of the Regular
Meeting of January 11, 2022.
Voting in favor: Unanimous
Nevins Cottage: J. O’Neill and R. Nye reported that they will meet with the First Selectman, R.
Brule, tomorrow to discuss the condition of all historic properties belonging to the town and
initiate a plan for addressing structural/maintenance issues with same.
Eugene O’Neill Theater Center: J. O’Neill continues reaching out to this group with no new
action at this time. ;
Cemeteries: E. Olynciw asked if there was support for printing a book containing her articles on
abandoned burial grounds in town. The idea was favorably received, recognizing the need for
review before publication. Matt Tucker, audience member and Waterford resident, offered to
pay for the printing.
Oil Mill District: R. Nye reported that the addition of the Oil Mill District to the National
Historic Register would likely take place by this summer.
Lafayette Trail Marker: D. Walters reported that no action by the town has yet been taken
regarding this opportunity to have a marker erected that would place Waterford on the Lafayette
Trail commemorating his final tour of the United States (1824-1825).
Special Meeting: It was agreed that after tomorrow’s meeting with the First Selectman, J.
O’Neill will call a special meeting to be held on April 12, 2022 if needed.
Village District Rezoning: R. Nye reported that there has been no new action on this item.
Delay of Demolition: R. Nye reported that no action was taken against the contractor who
demolished a house in the Oswegatchie Colony District before the 30-day delay of demolition
had expired.
Adjournment: Motion by R. Nye, seconded by P. Crotty, to adjourn at 8:31 p.m.
