The May 10, 2022 Regular Meeting of the Historic Properties Commission was.called to order at
7:02 p.m. by Chairman, John O’Neill.
Present: Patrick Crotty, Robert Nye (alt.), John O’Neill, Eileen Olynciw, Mark Olynciw (alt.),
Vivian Brooks, Debra Walters
Appointment of Alternates: N/A
Addition to Agenda: Motion by D. Walters, seconded by V. Brooks to add the minutes from the
Special Meeting of April 12, 2022 to the agenda.
Voting in favor: Unanimous
Minutes: Motion by R. Nye, seconded by P. Crotty to accept the minutes of the Regular Meeting
of March 8, 2022.
Voting in favor: Unanimous
Motion by P. Crotty, seconded by V. Brooks to accept the minutes of the Special Meeting of
April 12, 2022.
Voting in favor: Unanimous
Waterford Historic Properties: R. Nye reported that on May 24, 2022, at the Waterford Public
Library, he will deliver a presentation about the town’s historic properties; why they matter and
the current condition of each.
He spoke with R. Brule who noted the necessity of placing monies in the capital budget each
year, anticipating work that may be needed on these properties.
He spoke with A. Piersall about the appropriateness of including these properties in the
upcoming Plan of Preservation, Conservation and Development.
Waterford Historical Society Happenings: D. Walters gave an update of WHS programming:
June 11th Second Saturday “Open House”; July 9th Second Saturday “Step Back in Time” to
the mid-nineteenth century, featuring members of the “Dirty Blue Shirts”, an experiential history
collective; August 6&7 4th “Annual Art in Waterford”; August 13th Second Saturday “Open
House”.
Additionally, there was lengthy discussion regarding the critical need among town entities for
appropriate archival space. The possibility of using space in the Hall of Records building was
revisited.
Nevins Cottage: No new reporting
Eugene O’Neill Theater Center: R. Nye reported that P. Koelle, Town Facilities Manager, has
met with the O’Neill’s new facilities manager about the buildings.

Cemeteries: P. Crotty reported that he has made Waterford additions to the Find-a-Grave
website.
Oil Mill District: R. Nye reported that the Oil Mill District is now on the state register and
moving towards placement on the national register.
Lafayette Trail Marker: The town has decided not to participate in this program.
Adjournment: Motion by D. Walters seconded by E. Olynciw to adjourn at 8:22 p.m.
