HISTORIC PROPERTIES COMMISSION
Minutes Tuesday July 12, 2022
Louise T. Appleby Meeting Room Town Hall
The July 12, 2022 Regular Meeting of the Historic Properties Commission was called to order at
7:05 p.m. by Chairman, John O'neill.
Present: John O'Neill, Vivian Brooks, Patrick Crotty, Bob Nye, and Eileen Olynciw
Absent: Debra Walters and Mark Olynciw
Appointment of Alternates: Bob Nye for Debra Walters
Minutes: Motion to accept by Pat Crotty, Second: by Vivian Brooks
Review Bob Nye’s Talk at Library regarding Town-Owned Properties: Old Town Hall, Nevin’s
Cottage, Cohanzie School, O’Neil Theater Property, Hammond Estate.
O’Neill Theater: John O'Neill spoke about the condition of the O'Neill Theater. It is clear that
the mansion needs a new roof which is expected to cost about $500,000 or even more. The
town has already set aside $500,000 which could be spent on the roof.
He suggests that a “Condition Assessment” be done of the O’Neill mansion. There are many
issues that may need to be addressed regarding the 200-year-old structure. The cost for such
an assessment is about $500,000.
Durfey Cemetery: Pat Crotty mentioned that flags that had been placed in various locations at
the Durfey Cemetery where it is thought there may be unmarked graves. It was decided that it
would be okay to remove the flags in order to mow the grass.
“Orphan Cemeteries:” Pat Crotty mentioned that he has been speaking to the town Librarian
regarding “Orphan Cemeteries.” He is investigating some sort of volunteer program to help
maintain the properties.
Oil Mill District: This district is approved to go on the State register. (Some editing is needed.)
Bob is now working on the National Register.
2022 Plan of Development: P&Z will hire a consultant firm—Halliday—Will do focus groups.
Plan of Development on Town Website.
Adjournment: Motion by Robert Nye to adjourn at 7:40 pm. Second by John. 2
