Public Health Recreation & Environment Committee Chair Michael Bono called the August 30, 2022
Special Meeting to order at 5:05 P.M.

ROLL CALL
PRESENT: Mike Bono, Mary Childs, Nick Gauthier, Ryan Healy.
ABSENT: Jennifer Bracciale.
EX-OFFICIO MEMBERS PRESENT: RTM Member Susan Driscoll
ALSO PRESENT: Town Clerk David L. Campo, Planning Director Abby Piersall, Town Attorney Nicholas
Kepple.
PUBLIC COMMENT:
Waterford Resident Helen Kwasniewski, 227 Bloomingdale Rd, clarified her previous public comment
from the last meeting to restrict use of power equipment to time of day.
Waterford Resident William O’Donnell, 7 Reynolds Lane, asked for clarification on the process to amend
the noise ordinance. Chairman Bono summarized the process.
Waterford Resident Kedric Bartsch, 275 Boston Post Rd, spoke about the need to service your generator
and to be able to use them during power outages.
Waterford Resident Deborah Griffith, 63 North Rd, said residents are looking for a reasonable solution
that will provide residents the ability to use our property enjoyably in peace and serenity.
ITEM 5 — June 30, 2022 Meeting Minutes.
MOTION by Gauthier, seconded by Childs, to approve the February 22, 2022 meeting minutes with the
following correction offered by Bono: to add “time of day” to Helen Kwasniewski’s comment.
VOTING IN FAVOR: unanimous
CALL ITEM 6A — Review of Noise Ordinance, Noise Control — Chapter 9.06, RTC 10/04/21
Town Attorney Nicholas Kepple spoke at length about a future noise ordinance. To create an ordinance
is not a simple task. It will need to include exemptions, exclusions and variances that will create different
standards for different areas of town. There are many options for enforcement. Attorney Kepple felt
that using P&Z as the arbiter of variances would be a bad idea and the Zoning Board of Appeals is an
inappropriate option. It was noted that some town’s including Montville and Norwich do not have an
ordinance and the impression he received from Stonington and East Lyme is that the ordinance is not

used often. Most Town’s enforce by using the police to instruct the residents or business to turn the
noise down.
The committee will review material provided as part of the agenda. (Contact the Town Clerk for copies
of material provided) Chairman Bono will reach out to the Waterford Police Chief to discuss
enforcement options and how often they enforce ordinances.
MOTION by Gauthier, seconded by Childs, to adjourn at 5:34 P.M.
