The Recreation and Parks Commission held a regular scheduled meeting on November 28", 2023 at the Waterford
Community Center. Meeting was called to order at 4:40 p.m. by Chairman E. Murphy and a quorum was established.
Members in attendance: J. Gregg, E. Murphy, T. Santos, N. Scheiber, T. Stino, M. Gwudz
Members Absent: L. Beaney, M. Chiappone, R. Erricson
Staff: T. Cieplik (Program Coordinator), E. Sullivan (Office Coordinator)
Guests: R. Tuneski - Finance Liaison, B. Hogarty — Little League President
Approval of Meeting Minutes:
(Motion yA) - Made by T. Santos and seconded by J. Gregg to approve the minutes of the October 24", 2023 regular meeting
So voted 6-0
Public Comments:
e Brianna Hogarty (Little League and Rec Basketball President) shared she was there to join the meeting as a
representative of Little League.
Correspondence:
e = Thank you email was received from Edward Lamoureux stating he was very thankful for us getting the Alewife Cove
Benefit Bash Flyer out to the public to help the Alewife Cove Conservancy. The Terri Brodeur Breast Cancer
Foundation sent a thank you card for the use of the Babe Ruth field as a pit stop during the walk. Officer Fredricks of
the Waterford Police Department sent a thank you card to our department for helping with the organization of
getting the field ready to assisting with the sound system at the Police vs. Fire Softball game at Vets field. Thank you
letter written by R.McNamara to M. Edward Gilbert “Clay” in regards to cemetery maintenance near Mullen Hill -
Baptist Cemetery. We will be looking to reach out to the Boy Scouts and Girl Scouts and see if we can get some
volunteers to help with maintenance as it has been his family for over 20 years and they need help. Email in regards to
vandalism at the Waterford Beach Park Courts from J. Auwood where objectionable graffiti was sprayed on the
tennis courts, Letter to First Selectman and Town Council from R. McNamara, Director and E. Murphy, Chairman of
Recreation and Parks Commission about the Dominion property.

STAFF REPORTS:

Current budget expenditures: Munis reports spending of $654,468 - General Fund revenues: Munis reports revenue of
$165, 042 and Special Revenue: approx. $72,945. R. McNamara is talking with finance about the post tension concrete court
surfaces town-wide if we should go back to bid or re-package. Dredging is now complete. Pickle Ball courts, fencing, and
walkways will become part of Phase II in our CIP plan. Youth Sport Council did not meet in November but the budgets look
good. Basketball has a new treasurer. Aquatic Operations and AM lap swim updates are that the pool is open for morning
swim from 5:30 am - 6:30 am. Review of Quaker Hill baseball/softball complex. Sod cutting, material install, field renovations,
etc. More work will be required at the concession stand to get up to code as well as other minor adjustments in spring.
Looking to possibly get local food trucks at QH fields to help. Leaf removal and mulching has begun on all properties. We
have about 25 homes signed up that have had wood deliveries. T. Cieplik described the robotic field liner and the amazing
technology that will cut down costs for manpower and paint use. This will be included in the Fleet Management plan. Our
staff was able to be involved with the Thanksgiving deliveries for Senior Services and Youth Services, as well as performing
Stuff The Bus at all BOE properties.

Project Coordinator ~ T. Cieplik —Winter/spring brochure to come out first week in December, Farmer's Market will
run the next few weeks until December 16". Aquatics program during school time was changed after meeting with Chief of
Police, First Selectman and the town attorney R. Avena. Morning swim will be open 5 days a week from 530am - 630am.
Upcoming events are Pearl Harbor Day Memorial Masters Run December 3", Tree lightings at JPH 6 pm December 8" and QH
green at Spm. Bright Lights and Spirted Nights town wide holiday decorating is new.

Youth Sports Council - Meeting did not happen but some were comfortable to do the budget piece.
Long Range Planning - J. Gregg and R. McNamara will meet to discuss.
Policies and procedures - T. Santos and E. Murphy need to look over now that it is computerized.

¢ Board of Finance ~ R, Tuneski shared they are wrapping up in-series and out of series transfers and have a meeting
next week,

O'Neil Theater ~ T. Santos will send E. Murphy the email and correspondence they send her to get in touch.
